RESPONSE TO RFI QUESTIONS
W91151-16-B-0028 RFI Response
1. Spec section 01 32 01.00 10, para 3.6.1 discusses periodic schedule update meetings, it states: “…the contractor’s Project Manager and scheduler must attend….” Is a separate Project Scheduler required for this project?
Answer: The government does not dictate who the scheduler is. This could be a dual role with anyone except the QCM or a separate person.
2. Spec section 01 33 00, part 1 states: “The attached submittal register contains the required items the Contractor shall submit for Government approval”. The specification is 3201 pages and the submittal register is 147 pages. Both include contain many items that do not pertain to the scope of this project. Is the government going to provide a submittal register and specifications tailored to this project in a separate attachment as stated in paragraph 1.7?
Answer: Specification 01 33 00, section 1.7 Submittal Register states, “Maintain and manage the submittal register, as the work progresses. Contractor is responsible for ensure all material and products used on the job site are identified and submitted to the government.” Also it states, “The original list provided by the government may not be all inclusive and additional submittals may be required.” The contractor is responsible for editing and providing the submittal register for review and approval to the government.
3. Spec section 01 33 00, para 1.10 states: “For any rejection of a submittal the QCM has 1 days to resubmit unless directed otherwise from the KO.” One day is not enough time to change, rebuild and resubmit any submittal. Is this an error in the specifications?
Answer: This is not an error. The contactor has 1 day to resubmit or request additional time from the KO.
4. The Spec’s and Submittal Register call for a SWPPP. Is a SWPPP required for this project?
Answer: Per the DPW specifications (Section 01 57 20.00 10, Environmental Protection, Part 3.1.1) and the construction drawings the expected land disturbance will exceed 1 acre, and therefore will require a SWPPP. See 01 35 13, Special Procedures, Part 1.5.3 and Section 01 57 20.00 10, Environmental Protection for additional requirements.
5. Spec section 01 35 13, para 1.5.4, Traffic Control Plan states; “The contractor shall submit for and obtain approval on Traffic Control Plan. Traffic Control plans shall be developed by a roadway design engineer or traffic engineer”. The drawings on Sheet C-503 is a traffic control plan. Is the contractor responsible for submitting an additional traffic control plan IAW the spec’s?
Answer: Sheet C-503 is intended for guidance when establishing a Traffic Control Plan (TCP). It is not specific to the site, which requires resolution (design sketch) of the areas identified to remain open (CS-
101) per Specification 1.5.4, paragraph 1.
Per Section 1.5.4.1, the submitted TCP shall also include a construction staging plan detailing the recommended phasing of project improvements. This may be interpreted as a submitted sketch of the roadway showing an example work zone displaying all required signage and personnel (flaggers, etc.) the contractor will be charging the Government for.
6. The solicitation calls for a project sign. The drawings do not show a location for the project sign. Please identify the location for the project sign.
Answer: Per the specifications, see Section 01 35 29 Safety and Occupational Health Requirements, Part 2.2, construction activities on roadways that prevent regular throughway to vehicular traffic shall be barricaded off and signs shall be posted as recommended by the COR. Post a project sign at the same locations that “ROAD CLOSED TO THRU TRAFFIC” signs are placed.
7. Spec section 01 45 01.00 20, para 3.1 3-Key Personal. Is a Full time Project Manager, Full time Superintendent and Full time Quality Control Manager required?
Answer: A dedicated superintendent is required to be on site at all times construction or any work is being performed on site. Project Manager and QCM is to be adequate.
8. Spec section 01 57 20.00 10, para 1.4 states: “-----Appointment of an Environmental Manager and the necessity of an Environmental Protection Plan shall be determined by the DPW Environmental Division.” Does this project require an Environmental Manger and Environmental Protection Plan?
Answer: Environmental Manager can be a dual role except with QCM. No plan is required
9. Spec section 31 00 00, para 3.5.2 states: “hire a professional geotechnical engineer to provide inspection of excavations -------“. Is a Geotechnical Engineer required for this project?
Answer: A geotechnical engineer will not be a requirement for this project. The contractor is recommended by the Government to seek recommendations, reports or direction from a geotechnical engineer if any concerns exist regarding excavations or soil data.
10. Is the Contractor responsible for removal and replacement of any Range Identification Signs that may be in the work area (example—Blackwell Grenade)?
Answer: The contractor will remove any Range Identification signs that are located within the work site. The signs shall be protected and re-installed near its current vicinity, in accordance with MUTCD for installation of “Roadside Sign in Rural Area”, see Sheet C-504, detail 3 of the construction drawings. Final location of any removed signs shall have prior approval from the COR. The condition of the signs shall be equal to or better than the existing condition of the signs.
11. Does this project have revegetation (hydro-mulch/seeding) requirements?
Answer: Land disturbances with slopes up to 1V:6H shall be revegetated with hydroseed (to include seed, fertilizer, tackifiers, dye, mulch, and co-polymer mix). See Section 31 32 11, Part 2.2.7 in the DPW Specifications for additional requirements. The “Typical Standard Sunny Area Mixtures”, see Section 32 92 19, Part 2.1.1, from Native American Seed or equivalent shall be used for the seed mixture. See Section 32 92 19 for additional requirements. For land disturbances that contain slopes greater than 1V:6H, Flexterra FGM, ECO FLEX HD, or equivalent product shall be applied in conjunction with the seed application. See Section 31 32 11, Part 2.2.8 in the DPW Specifications.
12. On Sheet CS-101 in the Key Notes it references #1 as a Critical Area. Is that the only critical area or the referenced areas 2 through 8 critical areas also?
Answer: In addition to #1, the referenced areas #2 through #8 are also critical areas. Access to the critical areas must be maintained throughout the duration of the project. See Sheet CS-101, Traffic Control Note #1.
13. Were there any cores taken of the existing road to show the depth of the existing hot mix asphalt and the type and depth of base under the hot mix?
Answer: No, cores were not available for this project. The existing pavement section is estimated from existing records and field investigations. Contractor shall verify existing conditions prior to construction.
14. In the pulverization areas is there just flex base under the hot mix asphalt?
Answer: Yes, only flex base is expected to be found beneath the existing hot mix asphalt. This is limited to only the work areas identified to be pulverized (i.e. not the bridge area, etc.).
15. During the pulverization process if we run into materials that are not suitable for pulverization how will that be addressed?
Answer: Materials not found to be suitable for pulverization shall be removed and replaced with roadway aggregate (flex base) material.
16. Is there a Soils Report available?
Answer: A soils report is not available for South Range road. For relative familiarity, a bore log taken from the construction of Building 22028 (approximately Sta. 60+00, Rt.) is provided. See “Technical Exhibit C” for more information.
17. Is there a site for disposal of cut material, dirt, rock etc. and if so where is it located?
Answer: There is currently no site on Fort Hood for disposal of the inert material (cut material, dirt, rock) in question. The contractor shall be responsible for haul off and disposal of the material. Contractor shall submit construction weight tickets to the COR per Section 01 57 20.00 10 in the DPW specifications.
18. Is there a site for disposal of asphalt millings and if so where is it located?
Answer: The DPW Maintenance Division will accept asphalt millings at the location shown in “Technical Exhibit D”. The COR shall be involved in the coordination of the drop-off of the material (being repurposed or recycled) with the Engineer Equipment Supervisor from the Maintenance Division.
Contractor shall submit construction weight tickets to the COR per Section 01 57 20.00 10 in the DPW specifications.
19. What are the working hours and days? Example 7:00 AM -3:30 PM Monday through Friday.
Answer: Specification 01 32 01.00 10 section 3.3.8 discuses work hours until noted otherwise in the construction drawings.
20. Is there a list available of Corp Validated testing companies?
Answer: No. Contracting testing shall be 3rd party. The testing companies shall be licensed/certified.
21. Is there a 14 day cure period for each 2” course of asphalt paving?
Answer: The specification/instance you are referring to is not clear. If you are referring to section 32 12 17, paragraph 3.1.5 “Surface Preparation of Underlying Course”, the specification simply instructs a tack coat must be placed if a lift is left to cure for 14 days or more.
22. Is the 120 day price guarantee in effect for this project?
Answer: Unless otherwise stated by the Contracting Officer (KO), the 120 day price guarantee shall be in effect for this project.
23. Please clarify “Pulverize”. Is this to be a 6” cut of existing material and removed or Pulverize in place and use the material as a base?
Answer: “Pulverize” refers to the asphalt roadway and base being pulverized in place. Please see “Technical Exhibit E” for full pulverization specifications.
24. If we are pulverizing 6” of existing roadway and paving 4” of new HMAC we are raising all existing grades 4 inches. It appears this was taken into account from Sta. 148 to 156 but no detail is provided for remaining driveway tie-ins. Please provide a detail of transition distances at driveway connections that allows this 4” transition to occur at a smoothness that satisfies DPW.
Answer: No design profile is given for the transition of existing intersecting approach roads. Approximate tie in points are given in plan, as shown by the limits of construction. Per the cross sections found on sheet C-310, all transitions are expected to tie in a rate of 1V:3H or less.
25. It appears most of the control points provided for the project are unprotected and could be destroyed prior to construction. Please confirm DPW provide adequate project control should the ones in the plans become unusable prior to construction?
Answer: If it is discovered a project control point is destroyed prior to construction, DPW will reestablish the control point. Notification of a destroyed control point should be coordinated through the project COR.
