SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS AND ANSWERS
Questions:
Government Responses:
Place of performance is in Landstuhl, Germany. Does that mean the providers must also operate out of Landstuhl?
Please reference Performance Work Statement (PWS) Section 6.9.1.
Is there an incumbent for this position?
Yes
If so, can the Government share the contract number?
Current Contract # W9114F-20-C-0002
If there is an incumbent, is there an incumbent contractor employee whom the awardee should consider for “right of first refusal” (i.e. Nondisplacement of Qualified Workers Under Service Contracts)?
FAR 52.207-3 Right of First Refusal is not included in solicitation W9114F23R0003.
Offerors should propose the best candidates to successfully fulfill the requirements set forth within the Solicitation/PWS.
If quoting in Euros, what is the conversion rate the Government will use?
In accordance with Office of the Undersecretary of Defense Memorandum; Subject: “Fiscal Year 2023 Enacted Foreign Currency Exchange Rates for Budget Execution”, dated 13 February 2023, the FY2023 Enacted Rate for Europe is 0.9381.
Given the recent rapid changes in the Euro/Dollar exchange rate, when and how often will the government adjust the conversion rate?
Foreign Currency Exchange Rates are enacted per Fiscal Year (and updated as needed within the respective Fiscal Year) by the DoD Comptroller in accordance with Section 8122 of the Consolidated Appropriations Act, 2023 (division C of Public Law 117-328).
CLINs 0001 and corresponding option years all show no “Unit” measurement. Please confirm that no pricing is required for these CLINs.
Confirmed
CLINs 0002, 0003, 0004 and their corresponding option years all show “Job” as the unit of measurement but also states that the pricing is “...TBD at Task Order Level.” Please confirm that no pricing is required for these CLINs.
Confirmed
According to the Attachment 3 Pricing spreadsheet, TOTAL CLIN 0001 has 13 FTEs and TOTAL CLIN 1001-4001 have 15 FTEs. Is the intention of the Government to add one additional Virtual Health Advisor and one additional Information Tech Specialist after the completion of the base year? Please confirm the change FTE quantity.
The Government has incorporated additional FTEs in the option periods. Incorporation as an Option does not imply nor guarantee the Government will exercise all FTEs in Option Periods. At this time, the Government does anticipate the additional requirements in Option Periods 1 – 4.
Will a Host Nation local background check suffice to meet the requirement for the clearance?
Please reference Performance Work Statement (PWS) Section 6.8 – Personal Security Investigation Requirements.
PWS paragraph 6.1.8.1. states, “...The Contractor will identify all current contracts and the monthly fill rates, turnover rates, and the status of certifications. If the fill rate or turnover rate does not meet the requirements stated in the contract, an explanation of why must be provided.” The solicitation does not provide what the Fill Rate and Turnover Rates are. Please provide.
Please reference Performance Work Statement (PWS) Section 8.2
PWS paragraph 6.5.1.1. states, “In the event that, in any one week (Monday through Friday), a VHSS CSP exceeds the 40 hours per week limit under the Full-Time Equivalent CLIN based on the annual 1,920 hours...” The 1,920 hours in this paragraph contradicts the 1,912 hours listed in each CLIN. Please revise as appropriate.
PWS 6.5.1.1 has been amended to reflect 1912 hours.
Given the number of questions we have; would the Government consider extending the deadline for proposal submission?
An extension to the deadline for submission of proposals will be appropriately depicted on any resultant Solicitation Amendments / SAM.GOV Posting.
What is the minimum required clearance?
Please reference Performance Work Statement (PWS) Sections 6.3, 6.8, as well as PWS Section 9 ‘Applicable Publications’ for requirements pertaining to security, investigations, and/or clearances.
"For bids that include a Prime and 1 subcontractor, please confirm that the Government requires is expecting to receive at least 6 and no more than 10 Present and Past Performance citations in VOLUME II – Factor 2 - Performance Risk (Present and Past Performance), which is limited to 30 pages for bids with 2 subcontractors.

b. Offerors shall submit up to three (3) with Government and/or commercial contracts for the but not more than five (5) contracts prime Offeror and each major subcontractor in performance or awarded during the past three (3) years, from the issue date of this RFP, which are relevant to the efforts required by this RFP.

Does this mean that the Prime will complete their past performance write up of the 3-5 references in 25 pages and then there is only 5 pages for the sub past performance write up? Or is there a total of 30 pages if there is only one major sub?

52.212-2 ADDENDUM
52.212-2 ADDENDUM
Pursuant to FAR 12.302(a), FAR Provision 52.212-2, Evaluation – Commercial Products and Commercial Services, is tailored by addendum and follows:
EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
A. BASIS FOR AWARD
The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the most advantageous to the Government, considering three (3) evaluation factors, listed in descending order of importance: Technical, Past Performance, and Price. The resultant Award will be made utilizing the Tradeoff source selection process. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical factor (to include all subfactors). A rating of no less than “Neutral Confidence” must be achieved for the Past Performance factor. The award may not necessarily be made to the lowest price offered or the highest technically rated offeror.
NOTE: ALL NON-PRICED FACTORS COMBINED ARE significantly more important THAN PRICE.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Organizational Conflict of Interest (OCI): The Government will review the OCI certifications provided to ensure they are properly completed, to include the required comparative analysis (required for prime and major subcontractors), certification (required for prime and all subcontractors), and signature (required for prime and all subcontractors). If an OCI concern is present, the Offeror’s/subcontractor’s mitigation plan will be reviewed for the degree to which the mitigation plan reasonably addressed the OCI concern. Failure to submit a properly completed OCI certification and a comparative analysis or mitigation plan when required may render an Offeror ineligible for award.
NOTE: OCI WILL BE REVIEWED FIRST AND IF THERE IS A CONFLICT THE GOVERNMENT WILL NOT REVIEW THE EVALUATION FACTORS.
B. FACTORS AND SUBFACTORS TO BE EVALUATED
The following evaluation factors and subfactors will be used to evaluate each proposal. Award will be made to the Offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors described below. The Government reserves the right to make award based upon the Price factor in the event that the Technical, Past Performance evaluation results of Offerors’ proposals are substantially the same.
Factor 1: The Technical factor is further divided into the following subfactors:
NOTE: IF ANY SUBFACTOR HAS A RATING LESS THAN ACCEPTABLE THE PROPOSAL IS DEEMED “UNAWARDABLE” AND NO OTHER EVALUATIONS WILL OCCUR (see table 1)
Subfactor 1: Technical Approach Subfactor 2: Experience Subfactor 3: Management Approach
Subfactor 1 is more important than Subfactor 2. Subfactor 2 is more important than Subfactor 3. Subfactor ratings will be used to assign an overall rating for Factor 1.
Evaluation of the Offeror’s proposal shall address each Technical subfactor as it applies to the PWS. A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach,” Paragraph C of this section.
