QUESTIONS ANSWERS
1) Given the lengthy process (waiting list) to obtain SOFA status in Belgium, will the
Belgium position be a requirement of the contract?
The requirement may not be the prevailing one, as it is mostly outside of any contractor, but the DHCE has submitted a request back in October for an additional contractor to be authorized, and the customers would like to have the opportunity to fill the slot.
2) Is the current Pediatric Dentist position in Korea being terminated?
No, see updated Attachment 17, Location List, which has the pediatric dentist in Korea for the contract requirement.
3) Are both general den sts posi ons in Korea s ll in Camp Humphreys?
YES. Carius Dental Clinic and SGT Kim’s Dental Clinic at Camp Humphreys are the 2 currently filled positions (Pyeongtaek). There is also a Pediatric
Dentist currently at Carius Dental Clinic at Humphreys.
4) If a recently (within the past 2 years) employed employee does not come to an agreement with the new company and they have to relocate back to the States do they qualify for a full relocation even though they don’t have their 3 years on the contract?
Applicable and allowable repatriation expenses are covered on the current contract and does not apply to this solicitation.
5) Relocation: At this time the US Army lodge is costing $135 per night, which leaves only
$15 for incidental expenses. Currently the average HHG shipment is taking 3‐4 months to get from the US to Europe. This leaves the employee without the vehicle they shipped, and they have to rent a car at ~ €1100.‐‐/month for a much longer period of time than expected. In addition, transportation of HHG is taking upwards of 8 months, requiring the
Contract Provider to rent furnishing until arrival. Out of pocket relocation costs are a disincentive to recruiting and retention. Due to the increase in living expenses will per‐ diem limit stay at $150 per day for 30 days or will the government consider the increases in costs when approving or disapproving relocation?
PWS para 9.12.4 has been changed to reflect below. The Government will reimburse the contactor (and authorized family members) a maximum total of $6,750.00 per diem for relocation expenses (lodging, meals, and incidental expenses, not to exceed $225.00 per day) for up to
(thirty (30) calendar days) when the contract employee first arrives in
OCONUS, and a maximum of $1,575.00 for up to (seven (7) calendar days) before the contract employee departs OCONUS.
6) Will the Government consider adjustments/increases to the relocation caps established that consider inflation and the current shipping environment? NO, Refer to PWS, paragraph 9.12.4
7) School Tuition: At this time school tuition is maxed out at $51000 for two children. The
DoDea rates have increased and for grades 9‐12 it is $25852 per year, which brings two children over $51000. Can this be adjusted so it fully covers two children? Will future
DoDDS tuition rates be fully covered?
PWS para 9.11.2.20 has been changed to reflect below. Schooling is authorized, at Department of Defense Dependents Schools (DoDDS) or
Department of Defense Education Activity (DoDEA), for each contract provider on a space‐available basis. Reimbursement of tuition will be determined at the TO. The U.S. Government may reimburse the contractor for full tuition for no more than two children (residing with
HCW), at published rates on a Not‐To‐Exceed basis, per contract provider household, per school year.
8) Are morning clinic huddles, station disinfection and charting time considered billable time?
PWS para 1.5 has been added to reflect below. Services performed under this contract will be performed at Government locations, clinics and/or other Government health care access points. The HCP may be required to participate in administrative functions (i.e., orientation, quality improvement programs, clinical/administrative data collection, meetings, and training). Such participation will, unless otherwise identified in contract or the TO, be considered billable to the
Government.
9) Ref. para 5.2 pg 100 Scheduled/Unscheduled absences. Please clarify whether or not time taken to complete continuing education (CEUs/CMEs) is billable time as this time could directly impact/reduce the 10 days of designated PTO for Contract providers and is a disincentive for recruiting/retention. Will the government consider allowing an additional
3 days (24 hours) of billable time/year for completion of these professional requirements?
PWS para 1.5 has been added to reflect below. Services performed under this contract will be performed at Government locations, clinics and/or other Government health care access points. The HCP may be required to participate in administrative functions (i.e., orientation, quality improvement programs, clinical/administrative data collection, meetings, and training). Such participation will, unless otherwise identified in contract or the TO, be considered billable to the Government. Note that the contractor shall not bill for, and the Government shall not pay for, training made available to HCW on a space available basis for items such as continuing education or certifications. Specific services, tasks to be performed, and performance standards will be specified in the TO.
10) Patient Scheduling: Does the Dental health Command Europe (DHCE) or the DENTACs have a standard number of patients that are scheduled per day or is it up to each individual clinic? If there is a standard number of patients per day, what is the amount?
No, there is no standard and it is up to each individual clinic.
11) Ref. Para 4.3 pg 96‐97 Health and Immunization Requirements. Would the government please clarify if there is any requirement for COVID‐19 vaccinations (and if so, how many) as none are listed in the current PWS?
There are none at this time, but it is subject to change based on court's decisions.
12) PWS Attachment 17: Locations List (Pgs. 157/158) SHAPE/NATO Belgium is a newly added region. Only 75 contractors are eligible for SOFA sponsorship at one time across all
DoD branches. Has the government obtained one of these SOFA‐eligible positions? If it is in the process, does the government have an anticipated date of receipt for one of these positions?
There are actually 150 contractors eligible in SHAPE/Belgium, and DHCE has a request for one of the positions. Additionally, there is currently paperwork through Belgium Government to increase the number of contractual positions. There is currently no date for completion for either of those.
13) PWS Attachment 17: Locations List (Pgs. 157/158) Camp Humphreys is not listed as a location under Korea DENTAC. Does the government anticipate removing current dental operations at Camp Humphreys?
NO. 5 positions are requested for General Dentists and one for pediatric
Dentist.
1. Carius Dental Clinic and SGT Kim’s Dental Clinic at Camp Humphreys are the 2 currently filled positions (Pyeongtaek) and also have one
Pediatric Dentist
2. Camp Casey Dental Clinic at Camp Casey (Dongducheon)
3. Bodine Dental Clinic at Camp Walker (Daegu)
4. Camp Carroll Dental Clinic at Camp Carroll (Waegwan)
14) Are all the positions in the PWS at the correct locations? Example: no more pediatric dentist in Grafenwöhr and Wiesbaden only Landstuhl?
See updated Attachment 17 dated 11 May 2022.
15) PWS Attachment 17: Locations List (Pgs. 157/158) It is our understanding that
Vogelweh/Pulaski no longer has dental operations, is the requirement for one RDH and one Pediatric dentist correct? Does the government intend to return dental operations to
Pulaski?
See updated Attachment 17 dated 11 May 2022
16) PWS Attachment 17: Locations List (Pgs. 157/158) There are several locations with reductions to current dental operations (Ex. Baumholder, Grafenwoehr, Korea). In order to accurately plan for incumbent retention, are these anticipated staffing subject to change before contract award?
See updated Attachment 17 dated 11 May 2022
17) PWS 4.3 Health and Immunization Requirements (Pg.91) Will there be a COVID
Immunization requirement under this contract? Will a waiver or proof of immunization be required prior to commencement of services?
Unknown at this time. Subject to change based on governmental and judicial decisions.
