QUESTIONS ANSWERS
1) The RFP references Appendix A (PPQs) on pg. 190 and Appendix B (compensation plan) on pg. 190 and a Pricing Spreadsheet on pg. 166 which we don’t find included within the RFP. Will the government be posting these documents to Sam.gov?
See Amendment 0001 with the Appendix B (Compensation Plan), Appendix C (Pricing Spreadsheet) has been posted on SAM.gov on 26 April 2022.
2) In review of the of the Solicitation document W9114F‐22‐R‐003_‐_Final, it appears that two items that are referenced and required to be completed as part of the submission but are not included in the solicitation document. In document W9114F‐22‐R‐003_‐_Final, Appendix B is referenced on page 190 however; it was not provided. In addition, Solicitation 2.c.iii.1 calls out the Pricing Spreadsheet however it was not provided as part of the solicitation document. Is it possible for Attachment B and the Pricing Spreadsheet to be provided as part of the required submission documents?
See answer provided to question #1
3) Ref SF 1449 – Continuation Sheet Items 0001AD; 1001AD; 2001AD; 3001AD and 4001AD; please verify that the government is requesting 3,824 Call‐back hours for each of these CLINs.
See Amendment 0001. Hours for 0001AD, 1001AD,2001AD, 3001AD and 4001 AD has been corrected.
4) Ref SF 1449 – Continuation Sheet – please verify that the offeror shall NOT complete CLINS for Transportation Relocation or Dependent Schooling as we are not able to accurately forecast these amounts.
Yes, that is correct.
5) Does the offeror submit the PPQ form directly to the customer to be sent to the government, or does the offeror include the PPQ in Volume II and then the Government will send them to the customer? Ref P166
See FACTOR II PAST PERFORMANCE page 189 of the solicitation.
6) Given the page limitations for Technical Volume I, can we refer to Appendix B, Compensation Plan Worksheet, to provide this specific information for each position? If not, are these pages counted toward the 75 page limit? Ref Page 161
Compensation Plan spreadsheets will not be counted towards the 75 page limit of the technical volume. Any additional information besides the requested information in the compensation plan will not be considered during the evaluation of proposals.
7) If the offeror submits Past Performance for Volume II that is either less than 3 performances or is determined to not meet stated criteria, can they obtain an unknown / acceptable rating?
See 52.212‐2 Addendum. NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, unknown shall be considered acceptable
8) PWS 52.212‐2 ADDENDUM Technical Evaluation Standards Factor II (Pgs. 189/191) Market research shows there are few companies who would have a minimum of three and up to five past performances with the same similar size and scope of work (over $10m contract value in OCONUS MTFs). Will the government evaluate CONUS work with the same standards as OCONUS performance? Is OCONUS performance rated with greater importance than contract dollar value? Will any past performance submitted with less than $10m be considered ‘unacceptable?’
There will be no changes to the past performance qualifications. Please look at the 52.212‐2 Addendum for the definition of Unacceptable for past performance.
Specifically the "NOTE" which states that a lack of past performance will not be found to be unacceptable.
9) PWS 52.212‐2 ADDENDUM Technical Evaluation Standards Factor II (Pgs. 189/191) Current Past Performance evaluation criteria will only be rated as Acceptable/Unacceptable. Does the offeror have to claim “Neutral” on past performance in lieu of submitting any examples, or will the government deem past performance submissions neutral (acceptable) if the past performance examples are relevant and acceptable, but does not meet size and scope requirements?
See answer #7 and #8
10) PWS 52.212‐2 ADDENDUM Technical Evaluation Standards Factor II (Pgs. 189/191) Current instructions read “contract specialist will send a past performance questionnaire (Appendix A) to each of the references provided by each offeror.” Can the government confirm it is not the responsibility of the offeror to distribute or solicit past performance questionnaires from COR/KOs of their respective contracts?
Yes, that is correct.
11) PWS Clause 52.228‐4 (Pg. 68) Clauses incorporated by reference lists Workers’ Compensation and War‐ Hazard Insurance Overseas (DBA Insurance) but does not expand on requirements. Is a DBA policy required under this contract?
DBA policy is not required under this contract.
12) PWS 14.12 (Pg. 118) Vacation/sick leave is determined to be 80 hours per year. Recent recruitment market research has shown paid time off (PTO) to be one of the greatest concerns of employees/candidates. Would the government consider adding additional PTO hours?
No, additional PTO hours will not be added to this contract.
13) Will there be a Phase‐In period prior to commencement of services? If so, how many days will be allocated to the Phase‐In period?
The intent is to award the contract early enough to allow for transitions and phase‐in to happen while the incumbent contract is still in effect. If delay's in the award occur, it will be handled on a case by case basis.
