AMENDMENT 0002
Questions and Answers
1. Question #7 in Amendment 1 asked about time off. The government responded that, “...the requirement for 1920 hours per FTE is inclusive of standard time off associated with a full 2080 work year. This statement is in the event additional time off under the 1920 requirement is needed. The Government will negatively rate (In CPARS or equivalent system) the awardee for approved hours below 1920 up to 160 hours per annum.” Paragraph 7.6.1 and
7.6.4 of the revised PWS lists 11 Federal holidays (with the addition of Juneteenth). This increases the holiday hours from 80 to 88.
Question: With the additional holiday, will the government adjust the required hours to 1,912 per FTE? If yes, please ensure all references to 1,920 and 10 Federal holidays in the solicitation is adjusted to reflect 1,912 and 11 Federal holidays respectively.
Government Response: The solicitation should be change accordingly to reflect 1912 and 11 Federal holidays.
2. Question #9 in Amendment 1 discussed SUBFACTOR 6: TRANSITION PLAN. The government responded to this question with, “See Revised Subfactor 6 in FAR Provision 52.212-2 Evaluation.”
Question: There is no revision/change in verbiage between the original solicitation and Amendment Please clarify.
Government Response: See Revised Subfactor 6 in FAR Provision 52.212-2 Evaluation which reflects an updated change to a thirty (30) day transition period instead of a two-week transition period.
3. PWS paragraph 5.1. Uniforms state, “The Contractor shall provide adequate clothing to meet the requirements of the MTF dress code.” It further states in paragraph 4.1. and 4.1.1 of Attachment 2 that a laboratory coat and personal protective equipment necessary for performing laboratory functions will be provided by the government.
Question: Are there any other required clothing items per the MTF dress code such as scrubs, specific shoes, hairnets, etc., that the contractor is responsible for?
Government Response: The contractor is responsible for dressing as required by OSHA. Employees working with hazardous chemicals in laboratories must wear closed-toe shoes, long pants or skirts which fully cover the legs, and a lab coat. Employees shall confine long hair and secure loose clothing and jewelry before beginning work.
Hairnets, scrubs and specific shoes are not required.
4. PWS paragraph 6.3.5. for the Industrial Hygienist states, “The contractor may operate a government vehicle such as a car/pickup truck/step van. The contractor is responsible to provide at least the minimum level of insurance as required by the State of Texas for contract employees authorized to drive Government Vehicle car/pickup truck/step van. Use of government vehicle will be only for official government purposes.”
Question: If the employee is a non-U.S. citizen, please confirm that their EU approved license and company insurance is valid for operation of a government vehicle. If not, will the government authorize individuals to attend the appropriate Transportation Motor Pool (TMP) course and licensing at government expense?
Government Response: Yes, the TMP course and licensing will be at government expense.
5. PWS paragraph 6.3.6. for the Industrial Hygienist states, “The contractor shall ensure all service providers receive Sexual Harassment/Assault Response and Prevention (SHARP) training not later than 60 calendar days after contractor personnel begins performance under this contract. Training can be obtained in person. Contractor personnel will attend SHARP training provided by PHCE.”
Question: Please clarify if this training is required for all personnel and not just the Industrial Hygienist.
Government Response: This training applies to all contract personnel.
6. PWS paragraph 7.4.1.6. Network Access and Security Training states, “All users must receive IA awareness training tailored to the system and information accessible prior to being granted information system access.”
Question: Please verify that the government will provide the IA awareness training and provide a timeframe for when this must be initially completed.
Government Response: IA training is an annual requirement that must be completed by all personnel as soon as possible when personnel are onboarding. It is required to gain access on PHCE’s network.
7. PWS paragraph 7.4.2. Vehicle Registration references VHSSs and their requirement to register vehicles on the military installation.
Question: VHSS is not listed in the Acronym list. Please clarify what this acronym is and if it applies to non-U.S.
citizen employees.
Government Response: This acronym is not applicable to this solicitation and will be removed.
8. PWS paragraph 7.5.5. Training states, “Contractor shall be permitted to participate in U.S. Army training activities as deemed appropriate by the Commander, Landstuhl Regional Medical Center. Attendance at such training will be at no cost to the Government.”
Question: Does this paragraph reference voluntary training the contractor elects to attend or training directed by the government? If training is directed by the Commander, LRMC this should then be authorized during duty hours and considered authorized work for billing purposes.
Government Response: The training mentioned is Command (should say Public Health Command Europe, not LRMC) directed and will be authorized during the duty hours and considered work for billing purposes.
9. PWS paragraph 9.1. AT Level I Training states, “...All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas will complete AT Level I awareness training within [insert number of calendar days] calendar days...”
Question: What is the number of days that AT Level I training must be complete keeping in mind that new personnel will require having access to a government approved system to complete the training?
Government Response: See revised PWS paragraph 9.1. AT Level I should be completed within 30 days of onboarding.
10. The Solicitation asks for a LIMS Administrator.
Question: is the Gov’t looking for a second LIMS in support of PHCE since one already exists under separate contract? Is it the intent to consolidate the current LIMS position under this new requirement or to add a second position?
Government Response: The solicitation is for one LIMS positon, the status of other contracts are not in contemplation as part of this solicitation and will not be addressed as part of RFI’s for this solicitation.
11. PWS 2.1.4./2.2.4./2.3.4./2.4.4./2.5.4. DEROS date. Contractors who are dependents of active duty military sponsors shall submit a copy of their sponsor's orders or record that indicates a Date Eligible for Return from Overseas (DEROS) date no earlier than 30 September 2023.
Question: This requirement seems to be discriminatory against dependents of active duty service members especially since there is never a guarantee that a certain hire remains in the position for a minimum of two years regardless of the actual DEROS (ie get hired as a GS employee, resign for health reasons, etc). In addition, someone may have a DEROS of 18 months from award but would want to remain in country as an Ordinary Resident/Local National after their spouses DEROS. As this requirement does not apply to ORs or LN, it seems discriminatory to military spouses and family members. Would the Gov’t consider revising/eliminating this requirement?
Government Response: Will revise the requirement to state 30 September 2022.
12. Does the contract allow for telework (i.e. in case of another COVID-19 outbreak)?
Government Response: Teleworking will be dealt with on a case by case basis.
13. PWS 2.3 7th line states: ‘Knowledge required to.’ Please clarify.
Government Response: This is an editing error and should be removed.
14. PWS 4.3.11.1 requires a NACI.
Question: a. Given the extensive delays in obtaining a positive report from the authorities, will the Government allow work to be performed once the application is in T1 status? b. For an OR/LN, will a clear (no negative entries) polizeiliches Führungszeugnis (PFZ) suffice?
Government Response: No. For new LN personnel there is no mechanism for granting an interim T1/security screening. LN personnel that have not been previously vetted must have a favorable status showing in the LNSP system.
15. PWS 6.3.3 requires the IH to operate a motor vehicle to transport sampling equipment.
Question: Will this require use of the IH’s POV and if so, is there travel reimbursement?
Government Response: POV’s will not be used for the IH position and there will not be any travel reimbursement at the Government’s expense under this solicitation and resulting contract.
16. PWS 7.2.2.2.2 &7.2.2.2.4 discuss the OCI mitigation plan as related to Task Orders.
Question: Does the Government intend to issue Task Orders under this contract? If so, what the scope and nature of potential TOs?
Government Response: No task orders will be issued under this contract as the resulting award from this solicitation will be a stand-alone firm fixed price contract.
17. PWS 7.4.2 – Please clarify what a ‘VHSS’ is and how that applies to this requirement.
Government Response: Reference to VHSS does not apply to this contract and therefore will be removed.
18. PWS 7.7.1 – Hours of performance states Laboratory Technician.
Question: Do these requirements this apply to all 7 positions under this requirement or only to the Lab Tech?
Government Response: Yes the hours do apply to all positions.
19. Is relocation from and back to CONUS a reimbursable expense? If so, will there be a NTE amount and/or separate CLIN?
Government Response: Relocation is not reimbursable under this contract.
20. PWS 7.18.4.1 Are the school aged children of staff hired under this contract eligible for DoDDS schools on a tuition paid basis?
Government Response: No. While school aged children of staff hired are eligible to attend DODDS schools, their tuition is not reimbursable under this contract.
21. PWS 8.2 refers to BH Specialty Workers.
Question: What are BH Specialty workers and how does this apply to this requirement?
Government Response: This does not apply to any positions listed in the solicitation.
22. Amend 0001 Answer 1. Contingency Plan
Question: Will the Contingency Plan count toward the 20 page technical proposal limitation?
Government Response: Yes. The Contingency Plan will count towards the 20 page technical proposal limitation.
23. Pg 85 of 103 FACTOR 1: Technical; Subfactor 4 refers to Biomedical Technician services.
Question: Please verify that the government is referring to all 7 of the positions listed in the PWS and not just to a Biomedical Technician.
Government Response: This is a typo and should be removed. This subfactor refers to all positions listed.
24. Pg 86 of 103 FACTOR 1: Technical; Subfactor 6 refers to full performance of services on the contract start date and a two week ‘transition period’.
Questions:
a. Given resignation notice requirements, in-processing (background check requirements, installation access requirements, issuance of a CAC, potential relocation from CONUS, ATOPS§EC iWATCH/iSALUTE and other training requirements) it is not feasible to be able to perform ‘full performance’ on the contract start date (assuming 1 Oct ’21). It is our experience that a reasonable period for full performance on an overseas requirement is 60-90 days. Will the government consider deleting or amending this requirement?
Government Response: The Government is amending this requirement to state full performance within 30 days from the contract start date and throughout the life of the contract. See revised FAR clause 52.212-2, Technical Subfactor 6.
b. There is no ‘Two Week Transition period’ listed in the PWS or as a separate CLIN. Is this a reimbursable CLIN and if so, what are the contractor’s requirements during this period?
Government Response: There is no CLIN associated with the transition period in this solicitation. The technical requirements to fulfill Subfactor 6 are listed within that Subfactor. The contractor is expected to submit a plan that fulfills those requirements. See revised requirements under Subfactor 6.
