Questions and Answers

Question: In the RFQ on page 285 of 315 in the “Addendum to 52.212-1” entitled “Instructions for preparation of quote” it states the following:

“Paragraph 52.212-1(a) Does not apply to this Request for Quote.”

Does this mean that technical factors not need to be completed?

Answer: Addendum to 52.212-1 is an addendum to Federal Acquisition Regulation (FAR) provision

52.212-1 entitled “Instructions to Offerors--Commercial Items” which was incorporated by reference on the same page. For details on solicitation provisions included in solicitations see details at FAR 52.252-1 on page 295 of 315 which provides a hyperlink to the regulations.

The direct location of the FAR clause can be found at the following hyperlink https://www.acquisition.gov/content/52212-1-instructions-offerors-commercial-items On paragraph (a) it states the following:

“North American Industry Classification System (NAICS) code and small business size standard.

The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.”

This is the paragraph that was stated does not apply to this Request for Quotation (RFQ).

Therefore it is still required to provide all responses to the Technical Evaluation Factors and Past Performance References as stated below.
