SOLICITATION/CONTRACT FORM
The required response date/time has changed from 15-Dec-2023 10:00 AM to 03-Jan-2024 10:00 AM.
The following have been modified:
QUESTIONS AND ANSWERS
1. Please confirm the RFQ is for rental on year 2025 per document ‘W912P924R0007 Combined Synopsis_Solicitation 11-7-2023’ page 11.
Government Response: Refer to Statement of Work, Para. 2.0.
2. The 8" HDPE is required to be capable of 200 psi. That will call for a thick schedule of pipe (SDR9). Does the pipe need to be so highly rated if the submersible pumps are not generating that type of pressure?
Government Response: See revised Statement of Work, Para. 1.3.1, provided via Amendment
2. The 8” HDPE pipe can have a pressure capability of 110 psi minimum.
3. 8" Flanged HDPE pipe is called for. How long do you want each stick to be (20', 50', etc.)? Are the flanged sticks required or could we fuse on site?
Government Response: See revised Statement of Work, Para. 1.3.1, provided via Amendment
2. Each flanged HDPE pipe should be in 40’ lengths. Flange connections are required.
4. Can we use VFD's in place of Motor Starters?
Government Response: See revised Statement of Work, Para. 1.8., provided via Amendment 2.
Variable frequency drives (VFDs) are acceptable but they would need to be properly sized for the pump and capable of operating at 60 hertz. The pumps/motors would also need to be inverter-duty rated. Most submersible pumps would not be inverter-duty rated as they are quite a bit more costly.
5. Page 3 on the Statement of Work calls for (16) primary deep-well submersibles and (8) back-ups. However, the bid sheet only calls for (16) total. How should we proceed with quoting the back-ups?
Government Response: Refer to Bid Schedule OPTIONAL BID ITEMs 0018 – 0025.
Amendment 0003 b3ct9tnt Highlight
6. In terms of install, are you looking for a fully turn-key rental? Will we need to get wells drilled? Will we need to evacuate wells of abrasives prior to installing pumps? Will we need to bring lifting equipment for moving pipes around, lowering pumps into wells, etc.? Will we make all of our own electrical connections or will you use an electrician?
Government Response: See revised Statement of Work, Para. 1.14., provided via Amendment
2. This contract is for rental supply/services only. All erection and placement of pumps, discharge piping, and electrical equipment will be completed by the Government.
7. Can a site visit be arranged?
Government Response: No, material/equipment is to be delivered only; no onsite performance required.
8. Please confirm that the 10"x100' hoses are what is needed as they will be extremely heavy and cumbersome.
Government Response: See revised Statement of Work, Para. 1.0. and 1.4, provided via Amendment 2.
9. Please confirm you are looking for 200PSI rated camlock hoses as this is quite abnormal and might not even be possible.
Government Response: See revised Statement of Work, Para. 1.4, provided via Amendment 2.
Camlock hoses can be rated for 150psi minimum.
10. Can you provide an elevation detail of pump/piping/riser for both well and dewatering pumps.
Government Response: See new Appendix F provided via Amendment 2. Piping should lay across lock wall which is at El. 444. Dewatering pumps should sit on lock floor.

11. Please confirm duty points are correct as the bid form asks for 4100gpm pumps and description shows 3200gpm for dewatering pumps.
a. 1500gpm at 74TDH Government Response: See revised Statement of Work, Para. 1.2., provided via Amendment 2.
b. 3200gpm at 64TDH Government Response: See revised Statement of Work, Para. 1.1., provided via Amendment 2.
12. Will alternate HP rated pumps be accepted as long as flow, TDH, and size meet requirements?
Government Response: No, alternate HP rated pumps will not be accepted. Offeror shall follow the requirements in the solicitation.
13. The drawing appears to show at least three well pumps plumbed together on a common 8" HDPE discharge line. If all three are running at 1500gpm that would make 4500gpm through one single 8" discharge line. Velocity at that flow is almost 29fps....very unsafe. Do you expect only one of the three on each header to be running at any given time?
Government Response: Pumps are expected to have separate discharge lines. See revised Statement of Work, Para. 1.4, provided via Amendment 2.
14. Running rubber hose off the discharge of submersible runs a risk of kinking and causing issues. Is this surely the way you would like this to be plumbed on the dewatering pumps?
Government Response: Offeror shall follow the requirements in the solicitation.
15. Fuel consumption can vary greatly based on the operation of the pumps, which the government will be handling. Additionally, forecasting fuel costs for a project that is so far out could be difficult as well. Is there something that you can provide that would allow us to prepare an "apples to apples" comparison with our competitors? Do you want me to quote as if all of the
Amendment 0003 generators will be running full bore, 24/7, for 45 days? Would we be handling fuel deliveries to the site as well?
Government Response: Contractor will provide initial fuel and Government will provide all additional fuel for the rental period. See revised Statement of Work, Para. 1.13 and Para. 1.14.1, provided via Amendment 3.
