About this file

This document is an amendment to solicitation W911N2-22-Q-0014 for a Crankshaft Grinder. The amendment revises the answer to question 8 and provides responses to additional questions submitted by potential sources. All other terms and conditions of the solicitation remain unchanged.

The key details are:

  • The Block Machining Center must fit through a doorway that is 117 inches high and 117 inches wide, and the existing 6-inch concrete floor can support 250 lbs/in2.
  • The grinder control does not have to be CNC, but must meet all functional requirements stated in the Purchase Description, including the ability to make changes and adjustments through the operator's control panel.
  • The contractor is responsible for providing all parts, labor, and services for the design, fabrication, and installation of the grinder, including leveling components, although LEAD will rig, offload, and set the machine.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

QUESTIONS & ANSWERS

Q1: Will you consider a machine that is supplied by (a domestic small business) but manufactured in Europe for award?

A1: Yes, as long as the equipment meets the specifications in the Purchase Description and the offeror is a small business entity. Service should be completed by US base technicians.

Q2: Paragraphs 1.2., 2.2, 3.5 and 3.6:

What are open dimensions of building doorway machine must pass thru?

How far apart are canopy support bollards in front of building doorway machine will pass thru?

A2: The Block Machining Center must fit through a doorway in the building where the machine will be located.

The door opening is 117 inches high and 117 inches wide.

Q3: Paragraph 3.1: Is existing 6” concrete floor capable of supporting 250 Lbs/in²?

A3: Yes

Q4: Paragraph 4.1.2: What is distance between wall and aisleway where machine will be installed?

A4: There is no wall. Open room with crane support columns, 20 feet on center. 17-1/2 foot opening.

Q5: What is the application for your crankshaft grinder? Is it for crankshaft rebuilding ?

A5: Rework and regrinding, initially. Could expand applications.

Q6: We are confused because it appears in because in 4.2.1 it states:

4.2.1 Control Features: The crankshaft grinder shall have a CNC, PLC (electronic) type control, or equivalent. All machine functions shall be controlled and monitored through the operator’s control panel/interface; shall be capable of being set through machine code input into the control, Human Manual Interface (HMI). Machines that are network capable must have an Ethernet connection and be Win10 compliant. So this means:

- there must be some type of control but it may be a PLC or other sort?

- functions are to be set thru input to the HMI?

- But there does not have to be a CNC necessarily?

Is this interpretation correct? If the machine is for rebuilding it does not require a CNC?

A6: Control does not have to be CNC but must meet all functional requirements of grinder as stated in purchase description. If it is CNC (computer based), it must also meet network requirements of 4.2.1 Changes and grinder function adjustments must be done through the operator’s control/panel, whatever type it may be as described in purchase description.

Q7: Could you send us a drawing of the location where we must install your machine on your plant floor showing where the shop doors are in relation to the location, the width of any aisles and the width and height of the shop door through which we must enter?

A7: No

Q8. Are we to understand that LEAD will unload and move our equipment to the location on your plant floor where it will be installed or do we require the use of our own riggers?

A8: Contractor is responsible to rig, move, and install machine. See answer 12.

Q9. If we require the use of our own riggers, can you refer us to a list of rigging companies which you use at your facility who are experienced in working on your base so that we may contact them for a rigging quote?

W911N222Q0014

A9: The following riggers have done work on the depot. They have been hired by contractors for equipment that the depot purchased. None of these riggers are required to be hired and the contractor may use them or any other rigger they choose.

Al Smith Rigging 26 Track Dr, Binghamton, NY 13904 607-729-3090 Specialty Rigging Co LLC 601 Water St STE A, Temple, PA 19560 610-406-5188

Q10: I've noticed that the max grind diameter has increased to 15.5in from 8in. But the scope of the parts to be ran on the machine hasn't changed. My question is what will the biggest diameter that the machine will need to be able to grind.

A10: the max grind diameter to be 15.5

Q11: Can you send a drawing of a typical part to be re-ground?

A11: No. We don’t have any drawings. This machine is for remanufacture work.

Q12: Re A 8 on page 13 of the conformed amendment 12 states “A8: Contractor is responsible to rig, move, and install machine” ……………..In section 4.7.1 Design and Installation it states: The contractor shall provide all parts, labor, and services for the design, and fabrication of the grinder. and installation of the crankshaft grinder and accessory equipment. Although LEAD will perform the rigging, offloading, and setting of the machine, the contractor will supply all parts needed to perform setting and initial leveling of the equipment.

So does that now mean that LEAD will perform the rigging, offloading, and setting of the machine and we are no longer responsible to rig, move and install the machine?

A12: LEAD will rig, offload, and set. The contractor will have an OEM certified rep onsite during these procedures. All leveling components will be supplied by the contractor. The contractor will level, setup, startup, and make the grinder operational before technical instruction to the operators and maintenance.
