About this file
This file is a Questions and Answers document addressing vendor inquiries regarding a wood packing material (WPM) procurement contract.
The government clarified that kiln-dried (KD) lumber must have a moisture content of less than 20 percent in accordance with DoDM 4140.65 and ALSC procedures to certify as DoD Pest-Free. Radiata Pine from New Zealand or Chile is acceptable provided it meets ISPM 15 and DoDM 4140.65 mandatory requirements for WPM returning to CONUS. Sequential deliveries to multiple installations using a single vehicle (milk run) are permitted if respective location points of contact are contacted and delivery schedules are locally approved; however, many locations require lead time for Entry Authorization Lists (EAL) due to ROKAF gate keeper access requirements. The government has executed past movements utilizing 25-ton heavy-duty trucks for both lumber and USAF munitions assets with no restrictions, though some locations may have navigation challenges due to gate positioning that can be clarified through local POCs. Government coordination with delivery destination POCs for unloading support using forklifts and personnel is standard practice, with the requirement that contractors retract any charges for end-destination handling if they cannot provide this service. Certification documents for KD/HT compliance are not required during proposal submission but must be explicitly documented in proposals stating that all lumber will meet these requirements upon delivery. All lumber items must have the necessary stamps applied to each article, as deficiencies in this requirement have been previously identified.

Questions and Answers
1. Specific Moisture Content (MC) Requirement: The Salient Characteristics specify "Kiln Dried (KD)" lumber. To prevent mold growth, could you provide the exact maximum moisture content (MC%) required? (e.g., 19% or less).
- IAW DoDM 41040.65 (ISSUE, USE, AND DISPOSAL OF WOOD PACKING MATERIAL (WPM)) CH.
5 para. 5.2 (a.) “ To certify WPM as DoD Pest-Free, DoD Components: a. Inspect WPM to check that it is bark-free, contains no bore holes larger than 3 mm, has no evidence of other insect infestations, and has a moisture content less than 20 percent in accordance with ALSC procedures”.
2. Clarification on Acceptable Wood Species: As Radiata Pine (from New Zealand or Chile) is the most standard softwood in the South Korean market, is this species acceptable if it meets all KD and HT requirements?
- No current DoD restrictions forbidding or associated with the use of Radiata Pine – yes, this species would be acceptable as long as it meet the ISPM 15 and DoDM 4140.65 mandatory requirements for use as WPM returning to CONUS.
3. Sequential Delivery (Milk Run) Feasibility: To optimize transportation efficiency, is the Government willing to allow sequential delivery to multiple installations using a single vehicle (Milk Run)?
- We have no reservations for multiple location deliveries (i.e. Milk Run”) utilizing a single vehicle if the respective location POC’s have been contacted and coordination of delivery schedule has been locally approved. Caveat, to this is that many of these locations have coordination requirements due to being ROKAF managed “gate keeper” access and will require lead time for an EAL to be coordinated by the local POC and for the necessary installation access.
4. Vehicle Size Restrictions (25-ton Trucks): For high-volume locations such as Kunsan AB and Osan AB, we are planning to use 25-ton heavy-duty trucks to maximize efficiency.
Are there any weight or size restrictions for vehicles entering the base gates or navigating within the installations?
- We have executed movements utilizing similar vehicles for both lumber and USAF munitions assets in the past with no restrictions. Some locations have navigation challenges due to gate positioning and/or configuration, but they have never prevented access. Specific details for each location can be inquire through the local POC for delivery if the contract awardee deems necessary or appropriate.
5. Responsibility for Unloading: Will the Government provide forklifts and personnel at each of the six delivery locations for offloading, or is the contractor responsible for this task?
- Yes, coordination with the specific delivery destination POC for unloading support is generally standard and not an issue, if necessary. Obviously, this requires the retraction or removal of any charges by the vendor for end destination handling if the contracted vendor ultimately cannot provide this service.
6. Documentation for Compliance: Are we required to submit the KD/HT certificates with the proposal on May 15, or only upon actual delivery?
- While certification is not required from a 7 AF/A4LW perspective for the proposals review, it needs to be explicitly clear and documented within the proposal that any lumber provided by the vendor ISO this contract will meet those requirements for the KD/HT upon , the certification documents must be provided for all lumber and processed materials upon delivery. All lumber items must have the necessary stamps applied to EACH article (has been identified as a deficiency in the past).
