About this file

This is a Salient Characteristics document detailing lumber requirements for the 7th Air Force in South Korea. The U.S. Air Force seeks to procure blocking and bracing lumber for shipping containers to support the movement of assets being returned to the United States or cleared from peninsula storage locations. Delivery is required to six air bases: Osan AB, Kunsan AB, Daegu AB, Cheongju AB, Gwangju AB, and Suwon AB. The contract requires delivery of 66 line items (CLINs) comprising various lumber dimensions, including 1" x 4" x 12' boards, 2" x 4" x 12' boards (the largest quantity item at approximately 9,450 units across all locations), 4" x 8' plywood sheets in 1/2" and 3/4" CDX grades, and specialty sizes. Total quantities vary by base, with Kunsan and Osan requiring the largest volumes. All lumber must comply with DoD Manual 4140.65, ISPM 15 phytosanitary standards, and require heat treatment to 56 degrees Celsius core temperature for 30 continuous minutes. Certification marks must be present on all articles. Performance period is 30 days following contract award with final delivery no later than 30 June 2026. The government will conduct post-delivery inspections over 15 business days, rejecting broken, cracked, or moldy products requiring replacement at contractor expense. Contractor is responsible for obtaining all security permits and passes, must schedule deliveries during normal working hours (0830-1630 Monday-Friday), and must comply with all U.S. and Korean safety regulations.
