Q&A for Solicitation# W90VN824R0048 CCTV Replacement for CIF and Warehouse on Camp Hovey

Question#1 What is the accurate total quantity of CCTV cameras to be newly installed?

- pg. 5 block diagrams: 24 CCTV cameras marked Is this the quantity of new installation or others? No, It is 28 cameras.

- pg. 14,15: Item no. 0003 IP BULLET CAMERA is 14 and Item no. 0004 IP DOME CAMERA is stated as 7. Is this the total quantity of new CCTV camera installation?

Dome: 8 Bullet: 20

Question#2

2.2.1. Replacement of 7 existing cameras located in building 3441: Are these seven (7) cameras all dome cameras? 3441 Warehouse are all bullet cameras.

Question#3

pg. 15 Item no. 0005: It states as 5 each Cable. Does this cable refer to UTP cable 5 boxes? What will be the total distance? Not requiring cablings.

Question#4 Warranty: It states, one (1) and two (2) year of warranty from the date of acceptance.

Do you require one- or two-year warranty? Two-year warranty

Question#5 It states as ‘2.2.1.1. Building 3441 – CCTV system in 3441 needs to be monitored in building 3455’.: Do you require only monitoring or also controlling the CCTV system of building 3441 in building 3455. No, It requires separate monitoring.

Question#6 Does the Government want IP PTZ for both Dome and Bullet cameras? Bullet cameras usually do not have PTZ function. No IP PTZ functions needed.

Question#7 Is it okay the camera with 32x optical zoom and 12x digital? Yes.

Question#8 Is it necessary to use Cisco' network switch? or is it okay to provide quotations for other brands? No CISCO Switch needed.

Question#9 Do we need to provide a quote with cameras that are compatible with the American Dynamics Video Edge Victor VMS system? Yes.

Question#10 There are some notable omissions below from the salient characteristics on Sub-factor 2, Specifications. Please provide us with further details.

1. Location & Quantities of Pan-and-Tilt, zoom camera: Diagrams are in SOW.

2. Monitor size: No Monitors

Also, we wonder whether the below devices are needed or not?

1. Uninterruptible Power Supply (UPS) for minimum 10 min Backup time, 1500VA: No

2. System Rack for devices installation: No

Question#11 We understand that this project is to replace a camera system that is old and not working.

Could you explain why cameras are installed in this building and the purpose for which they are recorded. To validate if customer turned in and issued items and also, protect workers and customers.

Is it required to be recorded at all times according to the U.S. Army regulations? It will run 24 hours.

Are you recording simply for work convenience? Yes.

AMENDMENT 0002

AMENDMENT 0002

a. The purpose of this amendment is to answer the question from offeror as shown below:

Question#1 According to the amendment 0001, we need to provide a quote with cameras that are compatible with the American Dynamics Video Edge Victor VMS. Does compatibility mean ONVIF (International Standard) compatibility? Or does it mean the system needs to be mutual consistency with American Dynamics Video Edge Victor VMS? It doesn’t have to be American Dynamics Video Edge Victor VMS and not required.

And since VMS is a higher-level compatible system than NVR, do we still need to provide a quote of NVRs (Recorder)? If yes, do we just install the NVR? Or do we need to connect the NVRs to the VMS system so that the system can operate? This part wasn’t explained clearly even during the site visit. It doesn’t have to be American Dynamics Video Edge Victor VMS and not required.

Question#2

But in the SOW 3.4 mentioned as 'The system shall be non-proprietary, and systems/components shall be available through multiple distribution channels.' If we have to provide a quote for cameras compatible with the American Dynamics Video Edge Victor VMS system and distribution channels are very limited.

This conflicts with the statement 'SOW 3.4 systems/components shall be available through multiple distribution channels.' It doesn’t have to be American Dynamics Video Edge Victor VMS and not required.

Question#3 In case of 32x PTZ cameras, they need 110 VAC power and related devices such as circuit breaker, 110VAC outlet, surge protector and pull-box with steel conduit per each camera separately due to power consumption being higher than fixed PoE cameras. Is it available at each camera location? We don’t need circuit breaker, 110VAC outlet, surge protector and pull-box with steel conduit. It has to be 110V power for cameras.

Question#4 What type is the existing Data Transmission Media (DTM) for each camera? There is no existing DTMs.

Question#5 According to the amended SOW, the quantity of the camera in building 3455 is 21 units. But NVR has 16 channels. Could you please confirm the exact number of NVR channels? Currently,16 channels and 8 channels of NVR in building 3455

Question#6 The answer to question 3 states that cabling is not required. Does this mean that only the cameras will be replaced? As per the site survey on July 8th, it has been confirmed that for the installation of IP cameras, the existing coaxial cables need to be removed and replaced with UTP cables. Only cameras will be replaced.

Question#7 Regarding question 8, during the site survey on July 8th, I was informed by the end user that only 2 additional PoE switches are required. Should I include 2 PoE switches, regardless of the specific brand (not made in China)? No Switches required.

Question#8 Could you provide further information and model name (American Dynamics Video Edge Victor) to know whether the existing VMS devices are directly integrated with the cameras or with the recorder?

American Dynamics Video Edge Victor not required

Question#9 Does the 32x optical zoom and 12x digital zoom camera mentioned in question 7 apply only to dome cameras? The aforementioned capabilities belong to PTZ cameras. Should we prepare dome cameras as PTZ cameras then? PTZ cameras not required and it applies dome and bullet cameras.

(D) Have , have not , within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds the threshold at 9.104-5(a)(2) for which the liability remains unsatisfied.

(1) Federal taxes are considered delinquent if both of the following criteria apply:

(i) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(ii) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(2) Examples. (i) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(ii) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(iii) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(iv) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).

(ii) The Offeror has ( ) has not ( ), within a three-year period preceding this offer, had one or more contracts terminated for default by any Federal agency.

(2) Principal, for the purposes of this certification, means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager;

head of a division or business segment; and similar positions).

(b) The Offeror shall provide immediate written notice to the Contracting Officer if, at any time prior to contract award, the Offeror learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances.

(c) A certification that any of the items in paragraph (a) of this provision exists will not necessarily result in withholding of an award under this solicitation. However, the certification will be considered in connection with a determination of the Offeror's responsibility. Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible.

(d) Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a) of this provision. The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.

(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award. If it is later determined that the Offeror knowingly rendered an erroneous certification, in addition to other remedies available to the Government, the Contracting Officer may terminate the contract resulting from this solicitation for default.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
