About this file

This is Amendment 0001 to a Request for Proposals (RFP) issued by the Department of the Army, 411th Contracting Support Brigade, Korea, for contract W90VN6-26-R-A010, covering 2ID Integrated Leadership Prevention and Resiliency Training. The amendment extends the solicitation due date to 10:00 a.m. Korean Standard Time on March 18, 2026, and corrects the solicitation number reference from W90VN6-26-R-A013 to W90VN6-26-R-A010. The contracting officer is Tyler D. Smith.

The amendment addresses eleven contractor questions regarding logistics, curriculum design, and delivery requirements. The Government will provide training facilities, classroom spaces, and audio-visual equipment; the contractor is responsible for securing lodging, transportation, flights, and materials shipping. This is a new requirement with no incumbent contractor. The contractor must develop and propose the full curriculum design, including daily schedules and learning objectives. One-on-one coaching sessions in psychology, physical therapy, financial counseling, spiritual counseling, and coaching must be conducted in-person at Camp Humphreys, except for spouse sessions involving individuals abroad or other special circumstances. Virtual delivery is not acceptable for financial counseling sessions. Dedicated subject matter experts do not need to be present for the entire training period and can be scheduled based on expertise availability. The contractor must specify expected capacity for one-on-one sessions in their proposal. Offerors must acknowledge receipt of this amendment by signing and returning it with the proposal, acknowledging it on the proposal cover page or transmittal letter, or submitting a separate letter or email; failure to acknowledge may render the proposal ineligible for award.

REPLY TO

ATTENTION OF:

RCO Humphreys 16 March 2026

SUBJECT: Amendment 0001 to W90VN6-26-R-A010, 2ID Integrated Leadership Prevention and Resiliency Training

Dear Contractors:

1. Purpose of Amendment:

This amendment is issued to:

a. To extend solicitation due time on SF 1449 to 10:00 am Korean Standard Time on March 18, 2026.

b. Change solicitation number in the instructions from W90VN6-26-R-A013 to W90VN6-26-R-A010.

c. To answer the following questions:

Q1) Lodging and Logistical Support During Training Delivery As the training is to be conducted on an Army installation in Korea, could you please confirm whether the Government will provide or facilitate access to any Government-Furnished Support (GFS) for contractor personnel during the period of performance. Specifically, clarification would be helpful regarding the following:

• Lodging on base for contractor personnel

• Training rooms or classroom facilities for course delivery

• Audio/visual (AV) equipment required for instruction

• Transportation on the installation for contractor personnel

• Materials to be shipped location or printing available onsite

• Flights to and from the location

A1) The Government will provide training and classroom facilities for course delivery and audio-visual equipment as necessary. The Contractor is responsible for securing lodging, transportation, flights, shipping of materials and printing.

Q2) Is this a new requirement, or is there an incumbent contractor currently performing this training?

A2) This is a new requirement.

Q3) Are there any anticipated classroom equipment or facility resources provided by the Government, or should contractors assume responsibility for all instructional equipment and materials?

A3) There will be a government representative available at all times to ensure the facilitation of the training goes smoothly.

Q4) For the one-on-one coaching sessions outlined in the PWS, is the Government expecting dedicated specialists present for the full duration of the program, or may these sessions be scheduled across the training window depending on subject matter expertise?

A4) The dedicated specialists can be scheduled across the training window according to their subject matter expertise. They do not need to be present during the entirety of the training.

Q5) We have reviewed the bid posting site and noted that the submission due date is Mar 16, 2026, 10:00 am KST. Could you please confirm if this date is correct and if there have been any updates or amendments that may not have been posted yet?

A5) The correct time and date is 10:00 am Korean Standard Time on March 18, 2026.

Q6) On SF1449 (Block 8), the Offer Due Date is listed as 17 March 2026 at 05:00 PM. However, within the solicitation document (page 2, section 5) it indicates proposals are due 16 March 2026 Korean local time. Since Korea operates approximately 13–14 hours ahead of U.S. Eastern Time, could you please confirm the official proposal submission deadline and the applicable time zone?

A6) The official time and date is 10:00 am Korean Standard Time on March 18, 2026.

Q7) Solicitation Number Reference in Instructions Document Within the Instructions document header, the solicitation is listed as W90VN6-26-R-A010, while Item #1 within the same document references W90VN6-26-R-A013. Could you please confirm the correct solicitation number for proposal submission?

A7) The correct solicitation number is W90VN6-26-R-A010 for proposal submission.

Q8) The PWS identifies financial counseling as a one-on-one session discipline but does not specify whether virtual delivery is permissible. Our financial counseling SME has an established financial planning curriculum specifically designed for Soldiers during and transitioning out of military service. However, he would only be available to deliver these sessions virtually. Is virtual delivery acceptable for the financial counseling one-on-one sessions?

A8) The sessions are expected to be conducted in-person.

Q9) The PWS states that individual coaching sessions will be "offered" to all students across the listed disciplines (psychology, physical therapy, financial counseling, spiritual counseling, and coaching). Can you clarify the anticipated participation rate or expected number of one-on-one sessions per discipline across the 10-day period? Understanding the expected volume will be essential to accurate staffing and pricing.

A9) The sessions are open to all who attend, however the capacity will be dependent on the SME during the time they are training. Please include in the proposal, the contractor’s expected capacity.

Q10) Are all one-on-one coaching sessions expected to be conducted in person at Camp Humphreys, or is virtual delivery acceptable for any of the session types? Does this extend to spouse sessions in Week 2?

A10) The one-on-one coaching sessions are expected to be in-person with the exception of cases for spouses who are abroad, or other special circumstances.

Q11) The PWS describes the course as classroom-based with AM and PM cohorts but does not prescribe a daily schedule or curriculum structure. Does the Government have a general course outline or learning objectives in mind, or is the contractor expected to propose the full curriculum design as part of the technical approach?

A11) The contractor must develop and propose the full curriculum.

d. All other terms and conditions remain unchanged.

2. Acknowledgement of Amendment:

Offerors must acknowledge receipt of this amendment in accordance with FAR 52.215-1(b) by one of the following methods:

a. Signing and returning this amendment letter with the proposal.

b. Acknowledging the amendment on the proposal cover page or transmittal letter.

c. Submitting a separate letter or email referencing the solicitation and amendment number(s).

d. Failure to acknowledge this amendment may render your proposal ineligible for award.

e. Contractors may resubmit proposals. If no additional proposal is received, then the initial proposal will be evaluated.

Sincerely, Tyler D. Smith Contracting Officer
