About this file

This Statement of Objectives (SOO) outlines a comprehensive in-place soils testing and analysis project for a one-mile stretch of roadway at Osan Air Base in the Republic of Korea. The primary objective is to assess the subgrade suitability and integrity to support future road construction or rehabilitation efforts. The contractor will be required to perform field and laboratory testing, including sieve analysis, theoretical maximum dry density testing, soil sample extraction and cataloging, and detailed reporting with data tables, graphs, and professional interpretations.

The project is associated with Solicitation Number W90VN6-25-R-9999, issued by the Department of the Army Materiel Command Army Contracting Command, with an anticipated NAICS Code of 541380. The period of performance is set for completion by 31 October 2025, and the scope involves coordinating closely with government project representatives to ensure test locations and protocols meet engineering requirements. Specific deliverables include a contractor field sampling plan, laboratory test results with certification, and a final soil analysis report with conclusions and recommendations.
