About this file
This Statement of Objectives (SOO) outlines requirements for in-place soils and concrete testing at Gwangju Air Base in the Republic of Korea, supporting future pre-engineered building construction. The project involves comprehensive field and laboratory testing across two defined areas, each requiring sieve analysis, theoretical maximum dry density testing, soil sample extraction and cataloging, and detailed reporting. For Area 1, additional concrete core sampling and compressive strength testing will be performed.
The project is part of a pre-solicitation opportunity (Solicitation Number: W90VN6-25-R-9999) issued by the Department of the Army Materiel Command Army Contracting Command, with the United States Air Force 820th Red Horse Squadron as the primary stakeholder. The testing will be conducted with a completion deadline of 31 October 2025, focusing on assessing subgrade and concrete suitability. Anticipated NAICS Code is 541380, and deliverables include a contractor field sampling plan, laboratory test results with certification, and a final soil analysis report with conclusions and recommendations.

Statement of Objectives (SOO) – Gwangju Air Base Pre-Engineered Building: In-Place Soils Testing and Analysis – Gwangju Air Base Pre-Engineered Building
1. Objective: The objective of this effort is to procure the services of a qualified contractor to perform in-place soils/concrete testing and analysis for two locations at Gwangju Air Base, Republic of Korea. The testing and analysis are critical to assessing the suitability and integrity of the existing subgrade and existing concrete in support of future pre-engineered building construction.
2. Scope: The contractor shall conduct comprehensive field and laboratory testing of in-place soils and concrete. The scope includes, but is not limited to:
Area 1
· Performing sieve analysis to determine soil gradation characteristics.
· Conducting theoretical maximum dry density analysis (such as the Modified or Standard Proctor Test, as specified).
· Extracting and cataloging representative soil samples along the one-mile corridor.
· Providing detailed reporting of results including data tables, graphs, and professional interpretations of the findings.
· Coordinating closely with government project representatives to ensure test locations and protocols align with engineering requirements.
· Collecting concrete core samples from concrete pad
· Testing core samples to determine compressive strength (psi) values
Area 2
· Performing sieve analysis to determine soil gradation characteristics.
· Conducting theoretical maximum dry density analysis (such as the Modified or Standard Proctor Test, as specified).
· Extracting and cataloging representative soil samples along the one-mile corridor.
· Providing detailed reporting of results including data tables, graphs, and professional interpretations of the findings.
· Coordinating closely with government project representatives to ensure test locations and protocols align with engineering requirements.
3. Period of Performance: Completion date by 31 Oct 2025
4. Location: Gwangju Air Base, Republic of Korea. See attached map for location and coordinates.
5. Deliverables:
· Contractor field sampling plan (prior to mobilization)
· Laboratory test results with certification
· Final soil analysis report with conclusions and recommendations image1.png
