About this file

This document is a Questions and Answers (Q&A) file for a Base Life Support solicitation (W90VN625QA17TE) addressing discrepancies and clarifications for a federal contract opportunity. Key details include resolving conflicting offer due dates (confirmed as 25 June 2025 at 3 pm GMT+7), reconciling differences between CLIN tables in the Performance Work Statement (PWS) and CLIN structure document, and providing clarifications on specific requirements such as interpreter quantities, ice maker capabilities, and tent specifications.

The Q&A addresses several specific contractor inquiries, including generator operation (24 hours per day), tent quantity (1 tent per job, but must accommodate 400 personnel total), and ice maker requirements. The intent is to provide flexibility for contractors, such as either providing an ice maker at each location or delivering 200 lbs of ice per day to each location. The contract supports U.S. Military base life support services in Malaysia from 9 July to 7 August 2025, with a focus on providing essential infrastructure and support equipment like tents, generators, refrigerated trailers, and other logistical support items.

Question and Answers

Base Life Support

1. In the Solicitation Description of Sam.gov, it was mentioned that the offers due date is 23 June 2025 at 5 pm KST. However, the sam.gov cover page of the same solicitation says offers due date is 25 June 2025 at 3 pm GMT+7. Please advise which offers due date is valid. Offer due date is 25 June 2025, thank you, the description has been adjusted.

2. We found some discrepancies between the CLIN table presented in PWS page and CLIN structure document, kindly advise which one we need to follow:

a. Interpreters: The CLIN Table in PWS requires total of 5 Interpreters, CLIN structure document requires total of 4 interpreters. (Please see adjusted CLIN structure)

b. Ice Maker or 200 lbs Ice drop offs: The option of Ice drop offs is mentioned in PWS, but not in the CLIN structure document. (Please see adjusted CLIN structure)

c. CLIN 0003 in the CLIN structure document requires generator for Reefer Trailer but no requirement of the Reefer Trailer itself. Meanwhile the CLIN Table in PWS requires a Reefer Trailer. (CLIN 0004 is the reefer trailer that is referenced in CLIN 0003)

• All tents and generators requirement

Question: how many hours per day that the generators need to be operated?

24 hours a day for the Period of Performance

• On the CLIN structure file, some of the tent's requirement the quantity is 1 job.

Example CLIN 0001, Tent (Med) w/ flooring, HVAC, power GEN (120V) 5K minimum, electrical distribution, lighting, fire protection.

POP: 11-16 July and 01-07 Aug, location in Port of Penang. Quantity is 1 Job.

Question: does it means we only need to provide 1 tent?

Yes, 1 tent – the verbiage “job” is to ensure it includes all the other supplies

• Ice maker, the PWS mentioned the contractor shall provide 400lb capacity ice makers throughout Malaysia. The intent is to either provide an ice maker at each location OR deliver 200lbs of ice per day to each location

Question: could you please advise 400lb the capacity for produce the ice on one day? Or the ice makers should be able to produce 400lb one time production?

The intent is to either provide an ice maker at each location OR deliver 200lbs of ice per day to each location

For this CLIN, the quantity of tents is up to the contractor, it must however they accommodate at least 400 pax TOTAL with everything the clin requires.
