PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Maintenance of Medical War Reserve Materiel (MWRM) Supplies at Suwon, Daegu, Gwangju, and Gimhae

Air Bases 18 March 2022

PART 1

GENERAL INFORMATION

1. GENERAL: This is a non-personnel services contract to provide Maintenance of Medical War Reserve Materiel (MWRM) Supply and Biomedical Equipment Maintenance Service at Suwon, Daegu, Gwangju, and Gimhae Air Bases. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1. Description of Services: The Contractor shall provide all personnel, supervision, equipment, tools, materials, supplies, transportation, and any other resources necessary except performance work statement (PWS) Part 3 Government Furnished Property to successfully perform in garrison maintenance for prepositioned MWRM assets in accordance with (IAW) all the guidelines prescribed in this document. Performance shall be according to the requirements contained in this PWS.

1.2. Background:

1.2.1. MWRM assets are arranged in various assemblages based on medical capabilities required at different locations throughout the Republic of Korea. These assemblages are frequently upgraded to ensure their suitability to match current mission requirements. Often times these upgrades constitute minor changes in the amount of supplies and equipment in each assemblage. Occasionally, the government may decide to significantly increase, decrease or shift the MWRM assets among the Co-located Operating Bases (COBs) to include the 51st Medical Group, Osan AB. Any additional equipment that comes as a result of these increases will be serviced as well. Appendix 5 shows the historic growth of each worksite for reference.

1.2.2. Due to the nature of the mission, MWRM assemblages are not utilized unless activated by the unit commander responsible for the readiness reporting of the asset, or when directed by the Wing/Installation Commander for localized events, or the Major Command/Surgeon General (MAJCOM/SG) for national emergencies. MWRM requires resupply of expired items and operation checks/maintenance to ensure their continuous ready state. The large amount of assemblages located through the Republic of Korea requires a significant amount of upkeep in the event the assemblages are activated.

1.3. Objectives:

1.3.1. The Contractor shall manage MWRM assemblages IAW all chapters identified in AFMAN 41-209, Medical Logistics Support and Technical Order 13C7-34-2-1, Operations and Manual - Operational Medical Logistics.

Additionally, prepare project inventory files for assemblages inventoried, identify, order and replace expired MWRM supplies.

1.3.2. The Contractor shall perform initial and periodic inspections, preventive/general maintenance, calibrations, spare part replacements, troubleshooting and repair on all medical and general support equipment (i.e. generators and environmental control units) within the MWRM assemblages. Contractor will also keep monthly inspection and preventive/general maintenance logs on each piece of equipment requiring maintenance. In addition, Contractor will keep usage logs on every equipment. The management of medical WRM is instrumental to saving lives and its inherently relates to the protection of 51 million members; therefore, it is highly desirable for medical WRM contract personnel to possess a TOIEC score of at least 200 for listening and 150 for reading.

1.4. Scope: All MWRM assets shall be maintained IAW the original equipment manufacturer (OEM) specifications, applicable Technical Orders (TO), and Air Force Manuals and Instructions to include, Air Force Instruction (AFI) 41-201, Managing Clinical Engineering Programs and Air Force Manual (AFMAN) 41-216, Defense Medical Logistics Standard Support User's Manual. DMLSS is the only program of record approved for management of MWRM assets and its use is mandated in order to purchase, receive, store, secure, inventory, test, repair, maintain, account for, and ship MWRM assets provided by the Government.

1.5. Period of Performance: The period of performance shall be for one (1) 12-month base period and four (4) 12-month option periods.

1.6. General Information:
