STATEMENT OF WORK FOR THE INTENT-BASED LEADERSHIP TRAINING COURSE

1. Introduction and Overview:

Leadership in the United States Military is critical to accomplishing the mission. Since every military member is different, no single leadership-style is effective or appropriate for every situation. Leaders who fill their toolbox with different leadership styles and techniques are more adept at adapting to changing circumstances. Intent-Based Leadership is one of many leadership styles that can be effective in executing military operations.

This requirement is to have a leadership instructor come to the 51st Fighter Wing (51 FW), Osan Air Base, Korea and provide a 2-day leadership course on 1-2 May 2019 including an interactive keynote speech as part of the 51 FW Commander’s Leadership Offsite Event. The training will cover the following objectives:

- Introductions and Initial Briefings

- Intent-Based Leadership

- Practical Empowerment

- Technical Competence

- Organizational Clarity

- Creating an environment where people actively engage and think

- Empowering Language

- Pushing decision-making downward

- Commitment to Behavioral Change

- Leadership as giving control

- Leadership as creating more leaders

1.1 Scope of Work:

The contractor shall provide all course and keynote address attendees the appropriate combination of education, training, and respective experience to effectively utilize intent-based leadership in their area of authority.

1.2 Objectives:

1.2.1 Keynote Address:

Provide a highly interactive, entertaining, and fast-paced address that will deliver the message that leadership is not for the few at the upper echelons, but that highly effective organizations have leaders at every level.

1.2.2 Leadership Course

Provide a predominantly workshop-based course that will teach how to create leaders at every level. This training, designed for the 51 FW’s commanders, will address the principles behind Intent-Based Leadership, and provide practical application strategies. Additionally, the training will teach: creating an environment where people actively engage and think; implementing the idea of leadership as giving control – not taking control; talking with coworkers/teams in an empowering way so that leaders can be created at every level of an organization; and implementing the idea of leadership as creating more leaders – not more followers. All students will be presented with the tools and skills to implement this leadership style post-course.

1.3 Period of Performance:

The period of performance will be two calendar days of training, specifically during the 51 FW Commander’s Leadership Offsite Event on 1-2 May 2019. The keynote address shall be given at Osan Air Base. The leadership course shall be performed at Osan Air Base or another conference venue in the Republic of Korea. This is important since the Leadership Office Event requires a high level of planning, coordination, and deconfliction.

2. References:

The contractor shall provide the appropriate reference materials and media for 51 FW use following the course and keynote.

3. Requirements:

The instructor should have experience teaching intent-based leadership. This course should provide the most up to date information and techniques on implementing intent-based leadership.
