The commander’s training, will address the principles behind Intent-Based Leadership, and provide practical application strategies. The training will cover: creating an environment where people actively engage and think; implementing the idea of leadership as giving control – not taking control; talking with coworkers/teams in an empowering way so that leaders can be created at every level of an organization; and implementing the idea of leadership as creating more leaders – not more followers.

4. Authority:

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

From his first day in the seat as the 51st Fighter Wing (51 FW) Commander, Colonel has sought to delegate leadership down to the lowest levels possible. His goal, to put power in the hands of his front-line leaders, has been reflected throughout his entire tenure. One example of this is his series of authority delegation memorandums, first signed in November 2017. In these memos 51 FW pushed specifics authorities to lower levels to empower and grow his subordinate commanders.

Additionally, the 51 FW has sought to generate innovative ideas from all levels of the command. For example, Col chartered the 51 FW Innovation Engine Room, a group of outside-the-box-thinking airmen. Col empowered these airmen to develop and implement innovative ideas wing-wide using Headquarters Air Force provided Squadron Innovation Funds. As an integral part of the 51 FW’s initiative to delegate authority and drive innovation, the 51 FW has a vision to implement David Marquet's intent-based leadership (IBL) within the 51 FW. Col has identified that infusing Mr. Marquet's IBL Philosophy into wing operations is the key to addressing the unique challenges faced by the 51 FW.

In a similar situation to Col , Navy Capt (ret.) David Marquet was the officer in charge of an operational military organization. As captain of a US Navy submarine, Capt Marquet identified that all the decision making authority on his ship was resting on his shoulders. This highly centralized leadership model created an environment where his crew was afraid to correct his mistakes, ultimately endangering the mission and the lives of all onboard. In this perilous situation, Capt Marquet saw a need for change and developed a new innovative approach to leadership, an intent-based leadership model.

Likewise, the 51 FW has recognized the need for change in the organization and that the unique environment at Osan Air Base requires application of this same intent-based leadership style.

51 FW has found that the constant turnover of personnel on 1-year tours and the ever-present threat of escalated tensions and conflict with North Korea at Osan Air Base create an environment that requires immediate implementation of Mr. Marquet's IBL program. With the potential for conflict to break out on the Korean Peninsula, airmen at all levels in the 51 FW, including key leaders, are at risk of becoming incapacitated or killed. As such, employment of Mr. Marquet's IBL would create a wing full of leaders capable of stepping up to lead in such a scenario. This is because a main tenant of Mr.

Marquet's IBL is the idea that leaders create more leaders, not more followers. Mr.

Marquet teaches that senior leaders must establish their intent and then give control to their subordinates. This requires airmen at all levels to think at the operational and strategic level, as if they were Col . This will synchronize everyone's thoughts towards the mission and drive individual competence and organizational clarity.

Furthermore, because Mr. Marquet's IBL creates a work atmosphere where everyone is actively engaged and thinks, implementing IBL drives innovation. For 51 FW, innovation is ever so important now in 2019 because the Department of Defense and in-turn the 51 FW operate in an ever more fiscally constrained environment. Where there are more active thinkers, there will be more innovative ideas, and when those thinkers are empowered to implement their ideas, the 51 FW can conquer fiscal and other Korea-centric challenges.

By hosting the Turn The Ship Around LLC intent-based leadership training at the 51 FW’s 2019 Leadership Conference, the 51 FW can instill Col ’ leadership vision with his subordinate commanders in an engaging and lasting way. Considering that Turn the Ship Around’s Intent Based Leadership is a copyrighted event, Mr. Marquet is the only person suited to provide this leadership training in addition to being the first person to implement and codify the IBL leadership style. Mr. Marquet has had almost two decades of experience implementing intent-based leadership as well as teaching others to do likewise. No other leadership philosophy is more closely aligned with Col ' vision for the 51 FW than Mr. Marquet's. The 51 FW needs a proven, experienced, articulated, engaging, and impactful mentor to teach the wing how to implement IBL at all levels. Mr. L. David Marquet, the original, copy- right holding, best-selling author of "Turn This Ship Around," is therefore the only source available.
