Section SF 1449 - CONTINUATION SHEET

BASIS OF AWARD

Award will be made to the responsible offeror(s) submitting the lowest priced, technically acceptable (LPTA) offer(s) that satisfies all terms and conditions of this solicitation. The Government intends to evaluate proposals and award a contract without discussions with offerors, if it is determined to be most advantageous to the Government.

However, the Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. The following evaluation factors will be used to evaluate each offer: Each non-price factor will be rated as either acceptable or unacceptable. If any of factor is rated as unacceptable, the overall factor rating is unacceptable and the entire proposal is unacceptable.

Factor A: Technical

The Government will evaluate the offeror’s proposal against Government’s minimum requirements as specified on the solicitation to determine whether the proposal is acceptable or unacceptable using the ratings and descriptions outlined in table below.

Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal meets the minimum requirements of the solicitation Unacceptable Proposal does not meet the minimum requirements of the solicitation

Sub-factor 1: Specifications: Offerors shall submit the detailed specifications for the proposed items along with their offer which clearly demonstrates that the proposed items meet the minimum specifications in the solicitation in order to enable the Government to determine if the offered items meet the requirements of this solicitation. Offerors who fail to submit detailed specifications with required document will not be considered for award.

Sub-factor 2: Relevant Experience: The offeror must possess and shall submit the evidence (copies of contract) of at least two (2) years prior experience during the last five (5) years in similar or same in scope and size of the installation of CCTV into multi and multi-story building associated with network video recording system. The experience of a sub-contractor cannot substitute for the prime contractor’s experience. The offeror shall provide the evidence of prior experience as required below.

Past Contracts:

(i) Contract number

(ii) Total contract value

(iii) Contract award date

(iv) Description of Work: Detailed description of work, how many and type of building, number of floor, number of installed camera per a contract, description of NVR system installation into CCTV

(v) Period of performance (year/month/date-year/month/date)

(vi) Name, Phone Number, Email of Client

Sub-factor 3: Performance of work by the Contractor or a subcontractor. The contractor shall perform not less than 51 percent of the total amount of installation work to be performed.

Factor B: Past Performance

The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the solicitation requirements. This factor will be evaluated on an “acceptable” or “unacceptable” basis using the ratings in below table. Past Performance will be evaluated based upon offeror’s client’s satisfaction on similar projects within the last 3 years. In determining the acceptability, each offeror shall be required to submit Past Performance Information within the last three (3) years in accordance with responses received to the Proposal Instruction (Addendum to FAR 52.212-1, Instructions to the offeror(s)). The Government reserves the right to obtain past performance from any reasonable source available, including Government databases in order to evaluate past performance.

Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

* Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. “Unknown” will be considered “acceptable.”
