OSAN AIR BASE FIRE
PROJECT NO TITLE LOCATION
Emergency Communication Center upgrade Osan AB
Description: The contractor, is working with the Osan Air Base Fire Department, will facilitate the installation and integration of the emergency communications center equipment detailed in this proposal.
1. Work by contractor: The contractor shall provide all labor, tools, equipment supplies and any other resources necessary to accomplish the scope of work contained herein as indicated in the drawings and in accordance with the specification
A. Installation work:
1. Install one (1) new D-21 EM system server cluster at Primary ECC
2. Configure with EM Maps, Fire Client, EM Central Server, Shortest Route, EM Mobile Client
Server & Broadcast MNS software
3. Install one (1) 40U rack
4. Install two (2) EM Clients (rack mount);
5. install one (1) RFM-X modem and antenna for Primay D-21 system
6. Provide and install E-911 D21 serial Interface
7. Provide and install one (1) Repair by Replace D-21 rack mount server
8. Configure the D-21 Redundant server with GPIO, Tone Alerting, Text to Speech, CDDT, Shortest
Route and Grid Coordinates software upgrades
9. Provide and install one (1) NTP Time Server
10. Provide fiber media convertors for communications between D-21 installation locations
11. Provide and install one (1) Radio Switch for MNS/Live Voice

B. Installation work at alternate Emergency Communication Center:
1. Installation of a D-21 Alternate Redundant repair by replace CPU at the Alt ECC (relocated from Alarm Shop). This includes CPU, Keyboard, one (1) Monitor and Mouse
2. Provide and install two (2) EM Clients (rack mount)
3. Provide and install one (1) 40U rack
4. Provide and install one (1) View Generator with 48” LCD Monitor, one (1) wall mount UPS, one (1) Tone Alert Panel with text to speech and one (1) GPIO panel
5. Provide and install three (3) Color Laser Printers (USB Networked)
6. Provide and install Fiber media converters for communications between ECC and Alt ECC
Goal: To establish and provide a functioning Emergency Communication dispatch center capable of receiving and processing fire alarm notifications throughout the Osan AB installation utilizing Monaco computers connected to the network. A D-21 Monaco system, monitor’s facilities information such as graphics and images can be linked through the relational database to provide security or dispatch personnel with information needed to accurately and quickly respond to emergency situations. Osan AB maps are added (D-21M Force Protection Management System), incidents affecting force protection management are displayed on a Geographical Information System ESRI map.
The installation of a D-21 Fire management system uses enhanced client/server architecture allowing it to function as a stand-alone or connect to multiple clients through a WAN network
2. TECHNICAL PROVISIONS - SPECIAL CONDITIONS
A. The contractor shall:
Have successfully implemented similar systems at other DOD locations, specifically completed the installation of the Monaco Emergency Management Systems at other Department of Defense sites. They shall be capable of coordinating with the multiple parties at site and have a past performance record that corresponds with the successful completion of those types of projects. They shall be trained, and certified to install and make any required changes to Monaco Fire Alarm Reporting systems and ensure minimal interruption to emergency operations. They shall employ a deployment team that is factory trained in Monaco systems, and shall be capable of determining the requirements of the end user and providing the support throughout the duration of the project. The contractors organization must be registered in the System for Award Management (SAM.gov <http://sam.gov/>), and not otherwise be excluded from bidding on Government contracts. Specific contractor personnel in the following key roles: Project Management. The contractor shall provide a Project Manager (PM) and alternate(s) responsible for the contract performance and continuity. The project Manager shall have experience managing similar sized project, they shall be Factory Certified in Monaco Systems applicable to the project Statement of Work.
All new equipment provided by the contractor includes our one year Limited warranty. Under this warranty we will repair or replace any defect of material or workmanship of equipment manufactured within 12 months from the date of delivery but no more than 14 months after date of shipment, whichever is earlier.
Warranty support is handled through Monaco’s Product Support Group (PSG). As first call support, PSG will determine the steps taken to provide warranty repairs and/or replacements required. Monaco’s PSG Technicians are on call 24/7 to ensure our customer’s needs are met in a timely manner. Please see our warranty agreement details in your product installation, operation, and maintenance manual for details on service limitations and warranty return procedures.
B. SYSTEM ACCEDPTANCE
The system will be considered accepted when the system is placed into beneficial use (see note below) for its intended purpose.
-Note: “Beneficial use” means use of the equipment or system, or any subsystem thereof, for its intended purpose.
This excludes use for the express purposes of training or testing before system acceptance. The use of the equipment for its intended purpose shall be deemed to have occurred when Osan Air Base Fire commences to use and rely on the equipment for operational purposes.
3. AT Level I Training This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 20 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 10 calendar days after completion of training by all employees and subcontractor personnel. 4. Access and General Protection/Security Policy and Procedures.
This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
5. For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
6. iWATCH Training This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 10 calendar days of contract award and within 10 calendar days of new employees commencing performance with the results reported to the COR NLT 10 calendar days after contract award.
7. Requirement for OPSEC Training.
Per AR 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training.
New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. OPSEC training is available at the following website: http://cdsetrain.dtic.mil/opsec/

FELONY CONVICTION UNDER ANY FEDERAL LAW (FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

52.212-1 ADDENDUM
Proposal must adhere to the following instructions:
Vendor, at the discretion of the Government, may be asked to provide more information and clarification regarding their proposals. The Government may make a final determination as to whether an offer is acceptable or unacceptable solely on the basis of the proposal as submitted, without requesting any further information. The proposals are intended to be evaluated, and award made, without discussions with the offerors.
All proposals shall be submitted to FBO (https://www.fbo.gov) prior to the closing date and time.
Vendor shall provide a proposal for all commercial items listed, to include shipping as a single lot.
Proposals that do not include all items will be not evaluated.
Vendor shall agree to offer their proposal good until 30 September 2017 upon submission.
DETAILED PROPOSAL INSTRUCTIONS.
Vendor shall have an active registration in the System for Award Management (SAM) www.sam.gov.
and shall maintained an active Wide Area Workflow (WAWF) account to receive electronic payments through WAWF at https://wawf.eb.mil. All proposals, questions, and correspondence, SHALL BE submitted in the ENGLISH language.
The Government will award a contract resulting from this solicitation to the responsible offeror having submitted the lowest-priced, technically acceptable offer that satisfies all terms and conditions of this solicitation.
PROPOSAL FORMAT
The proposal shall contain, as a minimum, the following:
1. Proposal must include technical specifications, characteristics, capabilities, brand, and picture of each item in a single document.
2. The Government will evaluate the proposal using only the information provided with the proposal. Failure of an offeror to submit detailed information sufficient to evaluate the offer, as stipulated herein, may result in a rating of technically unacceptable for the technical factor.
If attachments are provided, they shall be submitted in Microsoft Word, Excel format, Adobe Acrobat (.pdf) format, or as indicated elsewhere. WINZIP (.zip) files cannot be accepted as they are routinely blocked by the domain firewall.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
►Factor A. Item(s) must meet the functional characteristics/industrial standard/Delivery Terms and Conditions by stating the description/specification of each listed item including manufacturer name and model/part number.
►Factor B. Price
Note 1: To be determined responsible, a prospective contractor must meet FAR 9.104-1 General standards.
Note 2: To be determined technically acceptable, the submitted specification must meet salient characteristics stated in this solicitation.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (NOV 2017)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
(a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
“Sensitive technology”--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern”, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
“Subsidiary” means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name.
The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
“Veteran-owned small business concern” means a small business concern--
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
“Women-owned small business concern” means a small business concern--
(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; or
(2) Whose management and daily business operations are controlled by one or more women.
“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127)”, means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
(b) (1) Annual Representations and Certifications. Any changes provided by the offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications posted electronically on the SAM website.
(2) The offeror has completed the annual representations and certifications electronically via the SAM website accessed through https://www.acquisition.gov.
