About this file

This document is a Request for Information (RFI) issued by Project Manager Terrestrial Sensors (PM TS) for Enterprise Command & Control (C2) Capabilities for Air and Ground C5ISR Systems, Solicitation Number W909MY-26-R-A001. The RFI seeks to explore Command & Control and software capabilities to potentially integrate ground and air platforms, with a focus on connectivity between currently isolated systems. Key systems mentioned include G-BOSS(E), PSS-T, Te-UAS, and NGC2.

The RFI submission was extended to January 5, 2026, and respondents are asked to provide information on software solutions, implementation costs, licensing, and capabilities for adding new sensors or algorithms. The government is interested in interoperability and creating a common operating picture, with policy requiring use of Integrated Sensor Architecture (ISA) and Unified Data Reference Architecture (UDRA). Verification will likely involve field tests, and while the government is open to Technology Readiness Levels (TRL) 6-7 solutions, they are unlikely to support developmental activities to reach TRL 8. Interested parties are advised to monitor RS3 portal and SAM.gov for future opportunities and to respond to the RFI with their specific software solutions.

Questions Answers

1 Under what contract number is the work currently performed?

This is an RFI seeking out C2 or SW capabilities to possibly integrate Ground & Air Platforms within the PM TS portfolio. There is no contract that the work is currently being performed under.

2 Is the subject effort a new requirement or a follow-on to an existing contract? See above response.

3 Can I please find out the incumbent contractor's name and contract number See above response. No incumbent

Could we have an extension for submission Project Manager Terrestrial Sensors (PM TS) Market Research for Enterprise Command & Control (C2) Capabilities for Air and Ground C5ISR Systems - W909MY-26-R-A001

The RFI submission due date was extended to 05 Jan 26.

Is the purpose of this RFI to integrate the video and radar capabilities of the G-BOSS(E), (PSS-T) and the (Te-UAS) systems, or is it to do that and also add to additional Intelligence Sources and Capabilities to create an integrated Intelligence system?

The purpose of this RFI is to determine what capabilities exist that we may want to consider in future efforts. This includes connecting the different systems but may include other capabilities as listed in the RFI or capabilities we may not have considered.

Considering the extensive requirements listed in the RFI, could the page count limit be increased to 12 pages to allow us to provide comprehensive and contextual responses?

Page count was increased to 12 pages.

Regarding the requested information, specifically reports from government exercises and test events, can we include these examples in an appendix? If so, would this appendix count towards the overall page count?

The Government has no concerns with an appendix submission. The page limitation will not apply to the Appendix.

What specific operational gaps or mission challenges within the current C2/C5ISR architecture are informing this market research effort?

Mission challenge would be connectivity as these are isolated systems

Which mission outcomes does the Government view as the highest priority—Force Protection, ISR fusion, advanced decision-support automation, or a combination thereof?

All items are areas of interest to the Government. None have been prioritized

10 Of these referenced platforms, which are considered mandatory for integration versus optional or value-added?

Platforms have not been prioritized. C2 will need to work with air- and ground-based assets.

Does the Government require use of an existing middleware framework or enterprise service bus, or may industry propose alternative architectures that meet interoperability objectives?

Policy requires use of Integrated Sensor Architecture (ISA) and Unified Data Reference Architecture (UDRA). As long as that can be met, we are interested in any solutions.

How the Government intends to verify compliance—through laboratory evaluations, field demonstrations, or a formal certification process.

Verification will come at later time. Likely field tests would be the method of verification.

Whether TRL 6–7 solutions may be considered if supported by credible evidence of rapid maturation and transition potential.

The Government would be happy to look at the product but would be unlikely to support any developmental activities to get the product to

TRL 8.

Project Manager Terrestrial Sensors (PM TS) Market Research for Enterprise Command & Control (C2) Capabilities for Air and

Ground C5ISR Systems

Solicitation Number: W909MY-26-R-A001

The Government’s preferred method of demonstrating resilience—simulation data, prior test/exercise results, or live demonstrations

The Government is not looking at live demonstrations for this RFI so that is not applicable. Results using simulation data or prior test/exercise results would be looked at.

Whether performance should be benchmarked using Government-furnished datasets, vendor-supplied datasets, or a standardized evaluation framework.

The Government is not doing benchmarking under this RFI

What weighting or relative emphasis the Government anticipates placing on technical maturity, cost realism, interoperability, and demonstrated operational performance.

This is an RFI. Please provide your Company's information and we’ll evaluate it.

Whether the Government prefers enterprise-wide licensing, per-seat licensing, per-sensor-feed licensing, usage-based fees, or an industry-recommended structure.

This is an RFI. Please provide your Company's information and we’ll evaluate it.

Whether the Government prefers open-architecture cost models that anticipate future expansion to additional sensors, data sources, or analytical algorithms.

What is expected is information related to your ability to add new sensors. Present what you feel is relevant and will comply with the request in the RFI.

Whether this market research is expected to lead to a competitive solicitation (RFP) in FY26 or is intended solely for preliminary analysis.

This RFI is solely for analysis. No RFP is guaranteed and should be expected from this RFI.

Whether any upcoming Government-led exercises or test events will provide opportunities to present or validate candidate capabilities.

There are currently no plans for Government-led exercises or test events related to this RFI.

21 Can you please clarify which team issued the RFI? Project Manager Terrestrial Sensors (PM TS)

Is there a technical point of contact that I can briefly speak to, simply to ask a couple of pretty innocuous technical questions, just to understand the context/direction of this program, which obviously affects how/if we want to respond to the RFI ?

Sina Simingalam, 520-674-4433, sina.simingalam.civ@mail.smil.mil.

What external systems will the integrated force protection system need to be interoperable and/or connected to? What are the priorities for connecting to these systems?

The Government has provided a few example systems including G- BOSS-E, PSS-T, Te-UAS & NGC2.

Does the government have an OV-1 it could share depicting how they envision the PM TS Air and Ground systems working with other Army systems?

No, there is not an OV-1 available for this RFI.

The scope of the cost estimate requested is not clear. Does the government want a ROM for a representative system implementation or something else?

The Government is asking for implementation costs, costs related to licensing, and costs associated with adding additional sensors or algorithms. Yes, provide the Rough Order of Magnitude (ROM) for a representative system.

26 If a ROM is desired, will you increase the page count to 12? Page Count was increased to 12 pages.

Information on the current sensors is not in the public domain. Will the government provide this information as well as identfify new sensors it is considering?

Specific cameras used may vary.

28 Are there upcoming requirements where you’re considering new software vendors?

No. The Government is trying to increase interoperability and easily transfer data for a common operating picture.

29 What is the best way for us to register or be evaluated for future opportunities? Please monitor the RS3 portal and SAM.gov for future opportunities.

30 Are you looking for software solutions only and if not, what would be the best way for us share our capabilities? Software only. Respond to the RFI with your solution
