About this file
This is a Request for Information (RFI) issued by the Project Manager Terrestrial Sensors (PM TS) seeking market research on Enterprise Command & Control (C2) capabilities for Air and Ground C5ISR Systems. The RFI targets software technologies at Technology Readiness Levels 8-9 that are platform-agnostic and can integrate with ground-based systems like G-BOSS(E), PSS-T, and Te-UAS. Interested companies must submit a 10-page Capability Statement by 1500 EST on December 15, 2025, to rosetta.wisdom-russell.civ@army.mil, addressing company information, past performance, and technical capabilities.
Key technical requirements include integration with biometrics, live data from various sensors, HD Full Motion Video analytics, automated detection/tracking, sensor fusion, AI/computer vision capabilities, and interoperability across military messaging systems and network environments. The RFI emphasizes the need for detailed information on technology capabilities, roadmaps, system performance, implementation costs, licensing structures, interoperable systems, and integration complexity. The government explicitly states this RFI is for information gathering only and does not constitute a solicitation or guarantee of future contract award.
