About this file
This is a Justification and Approval (J&A) document for a noncompetitive contract modification under FAR 6.103-1(C)(2)(ii) for the Integrated Commercial Intrusion Detection System-Six (ICIDS-VI) production effort.
The document justifies a Firm-Fixed-Price modification to increase the contract ceiling for single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract W909MY-23-D-0004 with Evergreen Fire and Security. The contract is for ICIDS-VI fielding and is currently in year three of performance with two years remaining. As of February 12, 2026, $53.1M of the $53.13M ceiling has been exhausted, necessitating approval before March 31, 2026 to award new installations following Production Validation Testing completion. The increased ceiling is required because the 2024 OPMG Fielding Memo added six USAREUR-AF Garrisons and four additional U.S. Army garrisons to the fielding schedule. The cost for six USAREUR-AF Garrison additions alone is projected at $53.8M (101% of current ceiling). The modification enables twenty-two delivery orders under the expanded fielding list, including ten CONUS installations, six OCONUS garrison surveys, and centralized monitoring capability. All orders fulfill using FY26-28 Other Procurement, Army (OPA) funds. A Sources Sought Notice posted May 13, 2025 generated four responses, with evaluation determining Evergreen Fire and Security is the only qualified source capable of meeting requirements without unacceptable delays due to the specialized nature of ICIDS-VI and its extensive two-year testing and qualification process. The contracting activity is the U.S. Army Contracting Command.
