About this file
This is a Justification and Approval (J&A) document for a noncompetitive contract modification under FAR Part 6, Section 6.103-1(C)(2)(ii), citing "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
The document requests approval to increase the ceiling of a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract W909MY-23-D-0004 with Evergreen Fire and Security (CAGE: 1XMK2, located in Tacoma, Washington) by $99.85 million, raising the total contract value from $53,130,899.46 to $152,980,899.46. The contract, awarded under full and open competition in September 2023, provides the Integrated Commercial Intrusion Detection System-Six (ICIDS-VI), a highly secure, standardized intrusion detection system using state-of-commercial technology for Department of War installations worldwide. The modification is required before March 31, 2026, to field approximately 22 new ICIDS-VI installations across Army Garrisons and Installations added to the 2024 Office of the Provost Marshal General Fielding Memo, with funding from FY26-28 Other Procurement, Army (OPA) appropriations. The justification emphasizes that Evergreen Fire and Security is the only qualified source, as alternative vendors would require 1-2 years for qualification testing (Performance Verification Testing Stages 1 and 2), causing unacceptable delays in replacing intrusion detection systems that are on average 15 years past their lifecycle. A Sources Sought Notice posted in May 2025 yielded four respondents, none of which demonstrated capability equivalent to the incumbent. The contract work includes six garrison installations, ten CONUS installations, six survey-only installations, and centralized monitoring capability with approximately 10% contingency modifications allocated.

Federal Acquisition Regulation (FAR) Part 6 Justification and Approval (J&A) for Other than Full and Open Competition
1. Requiring Activity: Portfolio Acquisition Executive (PAE) for Layered Protection (LP) and Chemical, Biological, Radiological, and Nuclear (CBRND), Capability Program Executive Intelligence and Spectrum Warfare (CPE ISW), Project Manager Terrestrial Sensors (PM TS), Product Manager Force Protection Systems (PM FPS) at Fort Belvoir, VA
2. Contracting Activity: The U.S. Army Contracting Command Aberdeen Proving Ground, Belvoir Division (ACC-APG Belvoir) ATTN: CCAP-DDV 110205, Burbeck Road, Building 362 Fort Belvoir, VA 22060-5863 is the contracting agency responsible for this requirement.
3. Description of Action: Request approval to issue a Firm-Fixed-Price (FFP) modification to increase the ceiling of single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract W909MY-23-D-0004 from $53,130,899.46 by $99.85M to $152,980,899.46 for the Integrated Commercial Intrusion Detection System-Six (ICIDS-VI) effort awarded to Evergreen Fire and Security, CAGE: 1XMK2, 2720 South J Street, Tacoma, WA 98409-8039 . The existing IDIQ contract is in year three (3) of the period of performance, with two (2) years remaining. The period of performance remains unchanged. The contract was completed under full and open competition to satisfy agency requirements. This is an increase for which the combined value of all orders awarded will not exceed $152,980,899.46 The projected award date is March 2026. Orders fulfilled using the increased ceiling after the modification award is in place will be fully funded using appropriate Fiscal Year (FY) 26-28 Other Procurement, Army (OPA) funds. The following reasons are provided:
Approval of this proposed modification is required before 31 March 2026 to award new installs after the receipt of OPA funding and the completion of Production Validation Testing (PVT- 2). It is estimated that after the completion of PVT -2 in March 2026 the ceiling will be exhausted.
A. The contract ceiling for the initial IDIQ award was based on twenty-four (24) Installations listed in the base contract Fielding Schedule as derived from the 2021 Office of the Provost Marshal General (OPMG) Fielding Memo. The current ceiling increase requested is based on the 2024 OPMG Fielding Memo that added six United States Army and four United States Army Garrisons to the Fielding Schedule.
B. The cost for the addition of six (6) Garrisons alone is projected at
C. As of 12 February 2026, sixty-five percent (65%) or $34,475,622.97 of the contract ceiling of $53,130,899.46 has been exhausted leaving $18,655,276.49 remaining ceiling as per the ICIDS-VI Consolidated Ledger. Based on the current burn rate, the ceiling will be breached at the end of the 2nd Quarter of FY26. Twenty-one (21) fielding Delivery Orders have been awarded, twelve (12) of which are funded for Site-Survey and Design only. At the current ceiling level, only eleven (11) of the twenty-one (21) Delivery Orders can be completed. With the ceiling increase, twenty-two (22) Delivery Orders can be

-VI. Award to any other source would require the Government to invest in the development and qualification of a new solution to meet the mission needs, which would cause an unacceptable delay of an estimated two (2) years. This delay is discussed further below.
A new vendor would be required to prove its capability from scratch. This involves a lengthy and rigorous two-stage testing process: Performance Verification Testing (PVT)-1 in a custom-built lab environment and PVT-2 in a live field environment. This qualification process alone is projected to take up to two years. Evergreen Fire and Security has already successfully completed this entire testing and validation process for their ICIDS-VI solution, which is specifically enhanced to meet the Government's stringent Risk Management Framework and cybersecurity requirements. Forcing a new, unproven vendor to repeat this multi-year process would constitute a substantial duplication of costs and, more critically, would
Given the current geopolitical climate, the continued provision of these highly specialized services by the only qualified and proven source is the only course of action that mitigates the serious and immediate harm to the government's mission. Postponing the fielding of these systems any further would constitute a direct and unacceptable threat to life, property, and national security.
Although Evergreen Fire and Security integrate commercial parts, ICIDS-VI is enhanced beyond current commercial capabilities to satisfy cybersecurity requirements as required by the G Security.
Seeking other sources will cause unacceptable delays in fielding Army Garrisons and Installations whose IDSs are on average fifteen (15) years past their lifecycle. The ICIDS- VI Production Contract was awarded using the latest requirements from OPMG: at the time, the FY21 OPMG Fielding Memo. The requested ceiling increase is based on the FY24 OPMG Fielding Memo that added ten (10) OCONUS and (12) CONUS sites to the Fielding Schedule. If the additional ceiling effort were to be competed instead, the acquisition process, to include Market Research, Acquisition Requirements Package (ARP) development, request for proposals, and source selection process, would delay ICIDS-VI fielding for approximately 1.5 to 2 years. These delays would result in
. Furthermore, a newly selected vendor would have to successfully pass two (2) stages of demonstration and verification tests before fielding could proceed, which would take an additional 1 to 2 years. Evergreen Fire and Security has already passed the Performance Verification Testing (PVT) -1 at the Engineering Support and Testing Laboratory (ESTL) on 10 July 2023 and PVT-2 at Fort Anderson-Pinn-Hill (Ft AP Hill) on 28 January 2026. These are required milestones for ICIDS-VI fielding to the Army Garrisons and Installations. The 1-to-2-year delay for a new contractor to complete PVT-1 and PVT-2 testing would result in

b. Alternatives:
The following alternatives were considered.
i. Conducting a Competitive Acquisition: A full and open competition would significantly delay award and execution, exceeding the required timeline for mission support. The criticality of the requirement does not allow for the extended procurement cycle associated with a competitive acquisition. This would result in unacceptable mission delays of one to two years and potential gaps in critical services.
ii. Establishing a Noncompetitive Contract with Another Vendor: Awarding a noncompetitive contract to a different vendor would require duplicative start-up costs to establish a laboratory for controlled testing, onboarding, training, and testing, resulting in inefficiencies and delays. The incumbent Contractor already possesses the necessary trained personnel and has passed testing that is required prior to installation. Additionally, this would result in unacceptable mission delays of one to two years and potential gaps in critical services.
After evaluating these alternatives, these solutions do not provide a viable or timely approval of this justification and proceeding with a modification to increase the contract ceiling to the current contractor Evergreen Fire and Security.
c. Impact if not approved: If the justification is not approved, these systems that are, Program/Equipment: ICIDS-VI

7. Efforts to Obtain Competition: The ACC posted a Sources Sought Notice (SSN) on the System for Award Management (SAM.gov) on 13 May 2025 for 30 days. The SSN resulted in four (4) respondents
. Based on the Sources Sought responses, all the information received suggests that this effort can only be provided by the current vendor, Evergreen Fire and Security, who is already fully qualified and capable of completing the new installations. Any other source would need to be qualified, and it will take approximately 1 to 2 years to complete qualification testing from the time of contract award.
a. Effective Competition: An SSN was posted to SAM.gov on 13 May 2025. Evergreen Fire and Security is the only source qualified to continue installation without significant delays in installation that could affect the safety of Military Installations. Competition is not anticipated for this acquisition as efforts to obtain competition did not identify any qualified sources (see Table 3: Government Assessment of Vendor Responses). The Contracting Officer has published the notice required by FAR 5.201 and any bids or proposals received were considered.
b. Subcontracting Competition: The ICIDS-VI Contractor, Evergreen Fire and Security, is a small business entity. A Subcontracting Plan is not required.
8. Actions to Increase Competition: There are no actions to increase competition for this requirement. The required ICIDS-VI fielding is a follow-on contract for highly specialized equipment, and award to any source other than the incumbent, Evergreen Fire and Security, would lead to an unacceptable delay of up to two (2) years, creating significant security vulnerabilities and risking .
The Government is actively developing the next Generation of ICIDS to develop the acquisition package for a long-term, competitive follow-on contract which will be solicited via full and open competition on SAM.gov.
The Contracting Officer shall publish the notices required by FAR 5.201, and any bids or proposals received shall be considered.
9. Market Research: In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d), an SSN was posted on SAM.gov on 13 May 2025 for 30 days. The SSN resulted in four (4) respondents
. Based on the SSN responses, as well as acquisition strategies, all the information suggests that this effort must be provided by the current vendor, Evergreen Fire and Security. To maintain a decisive edge, the Government conducts continuous market surveillance of global technology and industrial landscape. This perpetual campaign of intelligence gathering leverages formal and informal channels-including SSN, open-source research, strategic industry engagements, and technology forums to identify and assess mission-critical capabilities.
Responses from potential offerors were assessed based on the questions outlined in the SSN.
This SSN generated four (4) respondents:
