SCOPE

This Statement of Work (SOW) defines the requirements for the re-procurement of the 5-60 kW Advanced Medium Mobile Power Sources (AMMPS) generator set configurations as specified herein, to meet Army Acquisition Objective (AAO) and other Department of Defense (DoD) customer requirements.

In support of Advanced Medium Mobile Power Sources (AMMPS), Product Director (PD) Mobile Electric Power Systems, this document defines the requirements for the re-procurement of the 5 generators set sizes with 5 kilowatt (kW), 10kW, 15kW, 30kW, and 60kW capacities and separate models to provide 50/60 Hertz (Hz) or 400 Hz power to meet the Army Acquisition Objective (AAO) and other DoD customer requirements.

The AMMPS systems are specialized, medium-sized Jet Propellant 8 (JP-8) fueled generators used to supply electricity to military systems away from fixed electrical power sources. The generators are specialized pieces of equipment due to the environmental conditions they must operate in and the weapon systems they power. The proposed acquisition is for production orders and delivery of AMMPS to meet the ongoing needs of the Army and DoD services for medium sized mobile power generators requirements. There are two types of control systems, the legacy Digital Control System (DCS) and the more modern Advanced Digital Control System (ADCS). The ADCS allows the AMMPS generator sets to microgrid (turn on and off depending on the customers power demand). The DCS will still need to be procured to support legacy systems in the field.

Background AMMPS was developed to support the tactical power generation requirements of the DoD and its components in accordance with DoD instruction (DoDI) 4120.11 “Mobile Electric Power Systems (MEPS)”. In accordance with DoDI 4120.11, the DoD must maintain a MEPS standard family of mobile electric power generating sources (MEPGS), mobile electric power distribution systems (MEPDS), mobile electric power storage systems (MEPSS), and mobile electric power management systems (MEPMS), as prescribed in Military Standard MIL-STD-633, which reduces logistics support and improves energy performance in accordance with DoDD 4180.01.

The AMMPS program met this requirement by providing a family of generators sets that meets the needs of the DoD. AMMPS is the third generation of the medium sized 5-60 kW DoD Standard Family of MEPGS. AMMPS replaces the second generation medium sized Tactical Quiet Generators (TQG). AMMPS employs advanced technologies to enhance power generation capability, increase reliability, reduce system size and weight, employ Environmental Protection Agency (EPA) tier certified engines, and provide improved fuel efficiency. The AMMPS program completed the Engineering and Manufacturing Development (EMD) phase of the Acquisition Life Cycle with the achievement of Milestone (MS) C Full Rate Production decision on 20 July 2011. The AMMPS program developed and fielded 5 generator set sizes operating in 50/60 Hertz (Hz) mode and 4 generator set sizes operating in 400 Hz mode. The AMMPS began initial fielding in May 2012.

AMMPS was officially granted approval to enter the Production and Deployment (P&D) phase after its design passed intensive Army and other service evaluations to assure the design met the established performance criteria dictated in the Joint Tactical Electric Power (TEP) Operational Requirements Document (ORD). The TEP ORD was converted into the TEP Capability Production Document (CPD) and approved by the Joint Requirements Oversight Council (JROC) in May 2011 in order to meet the standardization requirements of DoDI 4120.11, the designs, developed by Cummins, Inc.

The AMMPS program includes both 50/60 Hertz (Hz) models and 400Hz models with optional kits for extreme cold weather and Microgrid capabilities.

Trailer platforms to include the integration of the generators onto the trailer platforms will be addressed under an existing contract by JLTV PEO.

First Article The First Articles period of the contract will cover the fabrication, test, and evaluation for the Re-Procurement effort and government/contractor First Article testing activities on AMMPS, including skids, switchboxes, winterization kits, DCS, ADCS and microgrid kits over a period of up to 20 months. The first production units shall be delivered 360 DACA. The following eleven (11) months of the base period is dedicated to a rigorous, integrated First Article test per FAR 52.209. All first article sets will undergo inspection, examination and testing to ensure that the systems are both operational and complete according to the requirements outlined in MIL-DTL 32496 and this SOW. At the end of the First Articles period, the final configurations will be reviewed during the Configuration Item Verification Review (CIVR) process, paragraph 3.4 below, against the AMMPS TDPs. If the Contractor wishs to deviate from the TDP, the contractor shall submit ECPs for Government approval to implement any changes to the current TDP.

Environmental Protection Agency (EPA) Certified Engines EPA Tier Certified engines are required for the AMMPS Program. If any of the engines specified in the Government furnished TDPs become obsolete, or an EPA waiver cannot be obtained the contractor shall submit an Engineering Change Proposal (ECP), as detailed in Paragraph 3.12.3, CDRL A011 of this SOW, to qualify a second source engine. The ECP will be inclusive of all Product Drawing changes and Integrated Logistics Support (ILS) actions as detailed elsewhere in this SOW (CDRL DI-SESS-81000F and CDRL DI-SESS-80639; and, all necessary testing to fully evaluate the second source engine to the performance criteria of MIL-DTL-32496.
