This document is an amendment to a solicitation for a flat laser cutter. The amendment extends the response deadline from April 10th to April 20th. It also provides answers to questions from potential offerors. Question 1 defines "CFD" as it relates to a specified steel sheet material. Question 2 addresses requesting additional aluminum sample material. Question 3 and the revised attachment indicate site visits are allowed. Question 4 confirms no provisions for offline programming software were included. Question 5 specifies the party responsible for dunnage removal. The solicitation is issued by the Army Contracting Command - Rock Island on behalf of the Rock Island Arsenal - Joint Manufacturing and Technology Center to procure one flat laser cutter in support of their operations.

AMENDMENT NARRATIVE 0001

The purpose of this amendment is

1. to extend the close date from 10 April 2020 to 20 April 2020;

2. to publish the following questions and answers:

Q1. For Part #1, Test #1 the material specification is stated as "steel sheet CFD .036" x 36" x 96"". Please specify "CFD" or is this simply a commercial quality mild steel?

A1. CFD definition: For about ten years, the numerical flow simulation (Computational Fluid Dynamics - CFD) has been used successfully in metallurgical process technology. By means of CFD, known correlations from the process can be taken into account in individual modules and then simulated depending on the starting and boundary conditions. Commercial CFD programs today cover a wide range of tasks and questions. With the help of these programs, it is possible to perform geometrically highly resolved and detailed process simulations. Only the efficiency of the mathematical models and computers pose a restriction. It is important that mathematical models are valid for the parameter range to be tested and that they can be connected to other models.

It is currently possible to handle the following areas using CFD:

• Three-dimensional, transient, laminar and turbulent flows.

• Multiphase flows with free surfaces.

• Gas and liquid flows loaded with particles and bubbles

• Non-isothermal flows with heat conduction, convection and radiation.

• Phase changes, such as solidification of molten metal.

• Electromagnetic forces in flows.

• Chemical reactions, such as combustion, reduction, oxidation

Q2. Regarding Part #2, Test #3 "Aluminum Alloy 5086-H32 .250" x 48" x 120", could you supply a sheet or two of this material along with the material for Part #2, Test #5 (RIA supplied) which requires "HR armor plate .750" x 36" x 96"? I request this aluminum as the material is relatively difficult to come by due to the specific alloy and temper. In addition, this will ensure accurate results and samples that can be replicated in your production environment.

A2. This should be listed as a non-compliance on the SOW and then when performing a technical evaluation it will be determined if it is a major or minor non-compliance.

Q3. Will a site vast be allowed? Will sections SITE INSPECTION and 3.4.2 CONDITIONS be removed from RIPD?

A3. Please see revised RIPD Attachment

Q4. There are no provisions in the contract for offline programming software. Do you desire it?

W9098S20Q0056

A4. Please see revised RIPD Attachment

Q5. Who is responsible for dunnage removal?

A5. If the company wants the dunnage returned they will need to be responsible for the shipment, however if they do not want it then JMTC will dispose of it.

All other terms and conditions remain unchanged.
