For this reason, the contractor shall identify information contained in the quote that the contractor specifically does not want to be incorporated by reference. Any exchanges in these arrangements are to be submitted to the Contracting Officer in advance for approval. In the event of any conflict or ambiguity between the contractor’s quote and the resulting award, the award shall govern.

7. The following is a list of documents incorporated as attachments to this RFQ:

Attachment 0001 PriceMatrixev1_dated8-22-2019 Attachment 0002 CDRL0001_MeetingMinutes Attachment 0003 CDRL0002_CommericalManuals-CopyrightRelease Attachment 0004 CDRL0003_ProductWarrantyInformation Attachment 0005 CDRL0004_ShippingDocuments

8. PRICING: Award will be made to the lowest priced, responsive, responsible contractor whose quote conforms to the solicitation requirements (to include delivery) and represents the lowest total evaluated price. Therefore, the contractor’s initial quote should contain the contractor’s best terms. Failure to provide the required information in response to this solicitation may result in the quote being rejected.

It is the Government’s intent to award without discussions (expect for clarifications as described in FAR 15.306(a)).

However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

The contractor shall enter firm fixed prices for CLIN0001 on the Price Matrix (Attachment0001) AND NOT AT THE CLIN LEVEL. **Contractor must quote all ordering periods, quantity ranges, and FAT identified in this RFQ to be eligible for award. Failure to provide pricing for all ordering periods, quantity ranges, and FAT may result in the quote being determined non-responsive and ineligible for award.

Pricing shall be submitted on an FOB –Rock Island, IL (destination) basis. Shipping information is listed above. All proposed unit prices are limited to two decimal places and shall be stated in U.S. Dollars.

The quantity ranges on the Price Matrix (Attachment 0001) are provided solely for the purpose of establishing reasonable ranges of quantities against which to provide pricing in the event delivery orders are executed. In order to be acceptable, contractors must include firm fixed unit prices for all ordering periods, quantity ranges, and FAT listed on Attachment 0001. Any order placed against the resulting contract will be at the unit prices offered by the contractor for the applicable quantity range and ordering period.

The Total Evaluated Price will be calculated as follows by calculating a Weighted Evaluation price by multiplying the quoted unit prices for each quantity range and each ordering period by their respective weight and maximum quantity and summing their totals. The weight associated with each quantity range represents the likelihood that an order, if placed, would be placed within that range. The Total Evaluated Price will be then determined by adding the sum of the Weighted Ordering Period Evaluation Prices for each ordering period plus FAT.

The price applicable to an individual order is the price for the ordering period in which a delivery order is issued.

The delivery date does not determine the ordering period. All delivery orders will be issued unilaterally by the Government. Upon award of an IDIQ contract, the First Delivery order will be placed for the FAT/ minimum guaranteed quantity.

Price Analysis IAW FAR 13.106-3, shall be used to determine price reasonableness and whether the quoted pricing reflects an understanding of the effort required. Additional analysis techniques may be used as determined necessary by the procuring Contracting Officer. These methods of evaluation may include the use of information /input from sources such as (but not limited to) other Government agencies or personnel.

Unbalanced Pricing: Quotes will be reviewed to identify any Unbalanced Pricing. In accordance with FAR 15.404- 1(g), Unbalanced pricing, a quote may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.

The Government reserves the right to require submission of any data (i.e. date other than certified cost and pricing data) necessary to validate the reasonableness of the offer.

All unit prices quoted will be binding upon submission. Quotes shall be valid for six (6) months from receipt date of proposal.

9. PAYMENT: Payment will be made 100% upon final acceptance by the Government. Payments will be processed through Defense Finance and Accounting System (DFAS) via Wide Area Workflow (WAWF). Only electronic invoices submitted through WAWF will be accepted. All other formats will be rejected. See DFARS 252.232-7003 and DFARS 252.232-7006.
