The following have been added by full text:

AMENDMENT 0001 DATED 9-11-2019

1. The purpose of this Amendment 0001 is to provide response to vendor questions received.

2. The closing date remains unchanged.

3. Vendor questions w/Government responses are as follows:

Question 1: It is our understanding that the price matrix is being used to award the contract to the company with the lowest total evaluated price. Once awarded the RFQ will result in a single, firm fixed-price, five year, IDIQ contract. Please elaborate on what the firm fixed-price means and how it gets determined from term to term.

Government Response: The FAR definition of Firm Fixed-Price is; “a firm fixed-price contract provides for a price that is not subject to any adjustment on the basis of a contractor’s cost experience in performing the contract.”

Per the Solicitation Narrative, Page 5, Paragraph 8 titled PRICING which states; Award will be made to the lowest priced, responsive, repsonsible contractor whose quote conforms to the solicitation requirements (to include delivery) and represents the lowest total evaluated price.

Any order placed against the resulting contract will be at the unit prices offered by the contractor for the applicable quantity range and ordering period.

The Total Evaluated Price will be calculated as follows by calculating a Weighted Evaluation price by mulitplying the quoted unit prices for each quantity range and each ordering period by their respective weight and maximum quantity and summing their totals. The weight associated with each quantity range represents the likelihood that an order, if placed, would be placed within that range. The Total Evaluated price will be then determined by adding the sum of the Weighted Ordering Period Evaluation Prices for each ordering period plus FAT.

Question 2: What items are going to be placed in the Pelican Case?

Government Response: It is the Government’s expectation that the vendor will design and package the equipment within the identified cases. The design shall be such that the kits are capable of passing the required testing listed within this RFQ.

Question 3: Interface Cable…..There is an interface cable that runs between the ICON Scout Controller and the PowerMax 65 Plasma Cutter. The vendor will need to install the appropriate plug-end on each interface cable so that the PMX 65 and the Scout can communicate with each other.

Does the Government expected a vendor to acquire the appropriate interface cables and include in the price matrix as part of this RFQ, OR, does the Government intend to provide the interface cables to the vendor to have the necessary plug installed?

Government Response: See Page 7, Paragraph 1 which states “1 each; FastCut CNC, Inc. Icon Scout, 4 x 4, Plasma Table (to include all cables necessary to interface between the CNC Plasma Table and the Plasma Cutter Power Supply specified in drawing 11B5090142 using the Plasma Cutter Supply interface port….)

A vendor’s price shall include all equipment, cables, and cases as one unit price.

Question 4: Please confirm if the Government will be providing their own laptop and that a PC with Windows is not included in this RFQ?

Government Response: The Government confirms that they will provide their own laptop with Windows. However, the vendor is required to provide any/all software necessary to operate the Plasma Table is required as part of the Kit.

See Revised KIT REQUIREMENTS dated 9-11-2019

Question 5: Under the Buy American Certificate (Page 36 of the RFQ). Are the end products under consideration; the ICON 4 x 4 Scout, Plasma Table Trunk, Pelican Cutter Accessory Case, and Machine Torch? OR does the end item under consideration the complete Plasma Table Kit which is made up of the ICON Scout, Plasma Table Trunk, Accessory Case, and Machine Torch?

Government Response: The Buy Amercian certificate on Page 36 of this RFQ refers to the end product/item as a complete Plasma Table Kit (to included the ICON Scout, Plasma Table Trunk, Accessory Case, and Machine Torch), not as individual components.
