SCOPE OF WORK

1) Servicing contractor will need the ability to fill all bulk Nitrogen tanks within the RIA-JMTC facility. The nitrogen tanks and specified equipment are located throughout the RIA-JMTC Complex:

Description Location RIA No.

3000 Gallon Tank BLDG. 208 Outside West 34437 1000 Liter Tank BLDG. 208 Alley Southeast 34213 600 Liter Tank BLDG. 208 Alley Southeast 34226 6000 Gallon Tank BLDG. 212W Outside South 34222 3000 Gallon Tank BLDG. 230E Outside E. Court North 34220 3000 Gallon Tank BLDG. 230W Outside West 34211 6000 Gallon Tank BLDG. 222N 34315 3000 Gallon Tank BLDG. 299 34341

2) The contractor must be capable of handling service fills at each tank, ranging in size from 600 liters to 6000 gallons. Delivery and response needed by JMTC must be adhered to. Each Tank filling shall occur at the request of RIA-JMTC as often as required throughout the duration of the contract. Requests will be placed by the Contracting Officer’s Representative (COR). At the time of filling, only the tank(s) explicitly requested by RIA- JMTC (i.e., no topping off other tanks unless requested by RIA-JMTC) will be filled. The Nitrogen provider must be able to perform tank filling services within 24 hours of RIA-JMTC notice. In rare instances, such as an emergency, service provider must be capable of performing work within 8 hours of RIA-JMTC notice. Deliveries and service calls will only be allowed from 0600 - 1430. These hours are subject to change, however, the Government will notify the contractor of such changes. The vendor will contact the designated COR to obtain an electronic key for their representative (i.e. delivery driver) in order to have access to the facility. Deliveries and service calls outside the normal hours stated above will be coordinated with the COR to address any emergency situations.

3) Nitrogen supplier will be expected to perform routine fillings of Nitrogen tanks on a weekly basis, however nitrogen requirements will be driven by RIA-JMTC workload. It is estimated that RIA-JMTC will consume 360,000 gallons every 12 months. These figures for filling frequency and quantities are estimates only, and shouldn’t override the service and response times above.

4) A delivery receipt must be placed in the blue welding tubs attached to each tank at the fill sights above. The receipt must include the tank number, quantity filled and the current delivery order. The ticket numbers must be annotated on each invoice. Payment will not be made unless RIA-JMTC has a copy of the delivery receipt with the correct information annotated on each invoice.

5) The contractor shall provide a monthly report to the RIA-JMTC COR and the Contracting Officer of the total amounts of nitrogen required to fill our tanks.

6) Security: A locked perimeter fencing has been instituted at RIA-JMTC. This will require a security check and special badging in order to enter into the locked facility. Before a badge can be issued attendance at a RIA-JMTC Safety Briefing will be required. The COR will coordinate these efforts after award. The RIA-JMTC is an Army installation subject to Department of Defense safe guards, various precautions, and plant protection measures. At all times during the execution of this SOW, the contractor will maintain adequate plant protection devises to minimize espionage, sabotage, and other malicious destruction and damage. The contractor shall comply with all security requirements of the Rock Island Arsenal. Rock Island Arsenal Island-wide Force Protection levels may be adjusted/changed at any time, which may cause possible delays and will directly affect procedures for accessing the Island.

PROCUREMENT OVERVIEW

1. The Army Contracting Command – Rock Island (ACC-RI) hereby issues the solicitation W9098S-15-T-0116 for the procurement of nitrogen in support of the Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). The solicitation is issued in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13.5 (Test Program for Certain Commercial Items). Contractor responsibility will be determined as outlined by FAR 9.104-1. The result of this solicitation will be a Firm Fixed Price, 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with five ordering periods, each one lasting one year, with the first ordering period beginning on date of award of the basic contract.

2. Requirements for the minimum and maximum quantities are as follows:

*The guaranteed minimum of 360,000 Gallons shall occur under CLIN 0001.

CLIN 0001: 360,000 Gallons minimum; 1,800,000 Gallons maximum

3. The quantities set forth below reflect the Government’s best estimates of projected requirements based on a combination of order history, actual quantities on hand and projected demand. Each ordering period will be one year in length. The estimated total quantities by ordering period are as follows:

Ordering Period 1: Day 1 to Day 365; approximately 360,000 Gallons Ordering Period 2: Day 366 to Day 731; approximately 360,000 Gallons Ordering Period 3: Day 732 to Day 1097; approximately 360,000 Gallons Ordering Period 4: Day 1098 to Day 1463; approximately 360,000 Gallons Ordering Period 5: Day 1464 to Day 1829; approximately 360,000 Gallons

4. In order to be acceptable, an offer must include firm fixed unit prices for all ordering periods. If an offeror fails to submit unit prices for all ordering periods, its proposal may be considered unacceptable and the Government may reject the offer. Any order placed against the resulting contract will be at the unit price offered by the contractor for the applicable ordering period. Prices shall be submitted on a FOB destination basis (Rock Island IL 61299).

5. The first delivery order issued against the contract will be for the guaranteed minimum quantity. The guaranteed minimum quantity is 360,0000 Gallons for CLIN 0001.

6. All delivery orders will be issued unilaterally by the government with the order's anticipated period of performance at the unit prices corresponding with the ordering period.

7. The Government intends to make one award. Award will be based on the lowest total evaluated priced, responsive, responsible vendor proposal.

8. Evaluation of Offers: Each ordering period will have one unit price for the entire period. Each ordering period's unit price will be multiplied by 360,000 gallons. This will be the estimated subtotal price for each ordering period.

The subtotal for each ordering period will be added together to compute the total evaluated price.

9. Only ACC-RI, CCRC-IJ, Rock Island is authorized to issue delivery orders under the resultant IDIQ contract.
