About this file

This announcement provides information for the US Army Central (USARCENT) Training Support Service (TSS) contract opportunity. The U.S. Army Contracting Command Orlando seeks to procure training support services to support the USARCENT mission in Kuwait and other locations within the US Central Command area of responsibility. Services include technical expertise, system operators, maintenance and lifecycle support for the sustainment, operations and management of training ranges, equipment, facilities and numerous live, virtual and constructive training aids, devices, simulators and simulations. The contract will have an initial one-year base period of performance with four one-year option periods. The anticipated contract type is primarily firm fixed price with some cost reimbursement line items. The source selection will be based on a best value tradeoff of non-price factors and cost/price. An industry day will be held on December 16-17, 2021 to provide additional opportunity for market research.

1.3 Scope

This effort shall provide TSS as well as I/O&M of TADSS, fixed ranges, deployable ranges, and numerous training facilities within the USARCENT AO. TSS will primarily be conducted at the URC, the ARTC, and the TSCs but services can be executed at any location within the USCENTCOM AOR.

Unless otherwise specified herein, the Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision and other items necessary to satisfy the performance-based requirements contained herein.

The Government may need to adjust the Training Support Packages (TSP), training devices, locations, or student throughput requirements according to mission demand during the execution of this PWS. Unscheduled training events may be conducted with DoD units, U.S. Agencies, Foreign Military Units and/or Other Organizations, as directed. These unscheduled events are not customary, but due to geo-political events, USARCENT must have the ability to provide training support services for such events.

Controlled Unclassified Information (CUI) Contract Scope

Location of Performance

Places of performance are in countries that comprise the USCENTCOM AOR. The primary locations include Kuwait, Jordan and Saudi Arabia as directed by the PCO. The Contractor shall also support temporary training events throughout USCENTCOM AOR as directed by the PCO. Additional locations shall be added as required.

Hours of Work

The Contractor shall, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. A break in services due to a late shift change that is not directly or indirectly caused by the Government shall be at the expense of the Contractor. A normal work week is based on an 8-hour work day over 6 days per week. It is routine for Contractor personnel to perform a “normal work week” in excess of 48 hours a week. This “normal work week” does not exceed the norm for the area, as determined by local custom, tradition or law. Unscheduled events may require the Contractor to flex additional hours outside the normal workweek to meet Government requirements.

The Contractor shall manage their employees time to ensure compliance with local labor laws and any Contract regulations. If the contractor pays employees overtime, a total of normal and overtime hours per week is limited to 54 hours in accordance with Kuwaiti Labor Laws. The Contractor is required to manage their labor to ensure the ethical treatment of all employees. The Contractor shall manage the enforcement of labor laws in a manner so that it does not impact the allocation of labor hours during operations. Therefore, six hours overtime per week per person is the maximum permissible under Kuwaiti Labor Law. The Contractor is required to maintain adequate knowledge and proper enforcement of all required labor laws. If a law / regulation changes, the Contractor shall adjust as required and immediately inform the Contracting Officer. Any loss of training due to labor compliance will be at the cost of the Contractor.
