About this file
This document contains a sample order for the Army Ground Aerial Target Control System (AGATCS) Support Development Production contract. The sample order outlines a requirement for the contractor to develop three remotely operated aerial targets to support a first mission within 12 months and operate under the control of the AGATCS. The targets must be able to operate at 375 knots indicated air speed and 20,000 feet. Delivery location is specified as Redstone Arsenal, Alabama. While no interface control document is provided, the contractor must list all assumptions made. The contractor is instructed to define their process for hardware/software design, production, documentation, design reviews, test and evaluation, and delivery of target instrumentation/control system hardware and software. The contractor must also provide an integrated master plan, integrated master schedule, material and equipment list, and detail personnel resource allocations.

Army Ground Aerial Target Control System (AGATCS) Support Development Production (SDP)
W900KK-20-R-0020
Sample Orders - The offeror shall submit a response to the following hypothetical requirements. The response shall specifically identify and detail what contractor activities will be performed and define the personnel resource allocations for Sample Order A to demonstrate the offeror’s capability and approach. Do not provide cost with the Technical Volume III/Factor 3. Pricing will be provided with Volume IV/Factor 4.
(a) Sample Order A: Remotely Operated Aerial Target
(a)(1) Requirement: The Government has a new requirement to have a remotely operated aerial target. The remotely operated aerial target must be ready to support a first mission in 12 months with three (3) aerial targets. Targets must operate under the control of the Army Ground Aerial Target Control System (AGATCS). Present a response that outlines the approach and indicates a thorough understanding of the requirement. Some hardware and software integration should be expected.
(a)(2) Operating Conditions: Targets must be able to operate using waypoint following at 375 knots indicated air speed and 20,000 feet (MSL).
(a)(3) Delivery Location: Redstone Arsenal, AL
(a)(4) Applicable Documents: For an actual aerial target control development, the contractor would be provided an interface control document (ICD) and would have access to an actual target. For the example task, no ICD will be provided, so the contractor must list all assumptions made.
(a)(5) Proposal/Solution: With breadth and clarity, define the process that you will follow to meet the requirement. Address the following:
(a)(5)(i) Hardware/Software Design (a)(5)(v) Design Reviews (a)(5)(iv) Test and Evaluation (a)(5)(ii) Production (a)(5)(iii) Documentation (a)(5)(vi) Delivery of target instrumentation /control system hardware and software (a)(5)(vii) Provide Integrated Master Plan and the Integrated Master Schedule (a)(5)(viii) Provide Material and Equipment list
