About this file
This pre-solicitation notice seeks industry feedback on draft statements of work for a multiple award indefinite delivery indefinite quantity contract to provide test instrumentation systems to the U.S. Army and Department of Defense test and evaluation community. The Modernizing Instrumentation Solutions for Test and Evaluation (MISTE) contract will have an estimated total value of $896 million over a ten-year period. The first delivery orders include providing atmospheric enhancement capabilities to the System-of-Systems Controlled Environment Test Infrastructure at Redstone Test Center, with a firm fixed price requirement and 24-month delivery schedule. A second delivery order involves modernizing the test network at Electronic Proving Ground in Fort Huachuca under a cost-plus-fixed-fee arrangement with a 36-month period of performance. Industry is requested to submit comments on the draft statements of work by December 3, 2018. A pre-solicitation conference will be held on December 10, 2018 in Orlando to discuss the opportunity. The Army Contracting Command Orlando plans to release a draft request for proposals in the second quarter of fiscal year 2019 and a final solicitation in the third quarter.

Team Introduction
What is MISTE?
MISTE provides an enterprise approach to modernizing DT and
OT test instrumentation to deliver a common, reusable and interoperable set of test instrumentation, where applicable, that will continue to evolve as capabilities are fielded
This approach is referred to as the MISTE Test Instrumentation Systems Enterprise (TISE)
Enterprise management functions includes a system that optimizes the process of speed to award for successive delivery orders through effective collaboration with the Government that ensures expedited performance and full integration of program objectives
Fielding of capabilities will initiate the evolution of the TISE that assesses common requirements and creates a value-added function, based on lifecycle considerations

SCETI Discussion
PM ITTS has a requirement from ATEC to modernize the Test Network at Electronic Proving Ground (EPG), in Ft. Huachuca, AZ as part of the Test Network Modernization Program (TNM)
The goal of the overarching TNM Program is to establish an enterprise environment for commonality, interchangeability, and interoperability – this process will standardize architecture, configuration, hardware and network management tools across ATEC test centers
EPG Test Instrumentation Systems Network (TISN-EN) solution shall address reliable, secure, data distribution requirements such as network redundancy, bandwidth and network availability, and standard network architecture
Future requirements include enterprise-level connectivity across all Army Test Evaluation Command (ATEC) Test Centers relying on standardized core Internet Protocol (IP) transport service network (Multi-Protocol Label Switching (MPLS) Service Network with security stack services
TNM Delivery Order Overview
• Replacement of “end of life” (EOL) network equipment
• Increase Bandwidth (100G/40G)
• Add redundant capability to enhance reliability and availability
• Add Network monitoring and management capability
Note: No infrastructure work being performed (i.e.
fiber, HVAC, building, etc.)
