This document contains details from a pre-solicitation conference for the Modernizing Instrumentation Solutions for Test and Evaluation (MISTE) contract opportunity. The conference provided responses to industry questions regarding requirements for two initial delivery orders. The first delivery order is for the System-of-Systems Controlled Environment Test Infrastructure (SCETI) project to develop snow, fog, and atmospheric measurement capabilities at Redstone Test Center on a firm fixed price basis. The second delivery order is for the Test Network Modernization (TNM) project to modernize the test network at Electronic Proving Ground in Fort Huachuca, Arizona on a cost plus fixed fee basis. Both delivery orders are expected to be awarded at the time of the MISTE contract award, with responses to the draft request for proposal due by December 3, 2018 and the solicitation planned for release in the second quarter of fiscal year 2019.
