Statement of Work For

Close Combat Tactical Trainer (CCTT) Bi-ocular Thermal Sight System (BIOC)

SCOPE

This Statement of Work (SOW) defines the efforts required to satisfy the Government’s requirement for the new digital bi-ocular thermal sight system (BIOC) for CCTT through a Commercial-Off-The-Shelf (COTS) hardware technology solution.

The contracted BIOC system shall provide the Commander and Gunner thermal sight imagery for the M1A1 SA, M1A2 SEPV2, M2A2 ODS SA, M2A3 CMED and M2A3 CMED BFIST manned modules.

Background

The Close Combat Tactical Trainer (CCTT) is a collective training program composed of three subsystems: (CCTT, Reconfigurable Vehicle Tactical Trainer (RVTT) and Dismounted Soldier Training Systems (DSTS)). CCTT supports the training of Infantry, Armor, Mechanized Infantry, Cavalry and Armored Reconnaissance units from squad through battalion/squadron level. The CCTT system consists of computer-driven, manned module simulators replicating the vehicles found in close combat units which provide real-time, fully-interactive, collective task training on computer-generated terrain. The CCTT system provides a collective training environment where units conduct multiple platoon-level training events or company and team collective training up to battalion task force level.

REQUIREMENTS

The contractor shall provide 525 digital BIOC systems as a replacement for the analog Cathode Ray Tube (CRT) based BIOCs currently used in the CCTT M1 and M2 manned modules. The first four production units shall be delivered 14 days after contract award, and delivery of all remaining units shall occur no later than four months after contract award.

The new BIOC system shall allow all CCTT M1 and M2 manned module systems to operate on a common BIOC hardware solution that is interchangeable between any position in any CCTT manned module. The BIOC electronics box and BIOC display assembly shall be interchangeable at any position in any CCTT manned module.

The BIOC system shall conform to all existing manned module form and fit constraints during the performance of all tasks in this SOW. The BIOC design shall support a plug and play installation with zero modifications to the existing mounting hardware and video interfaces found in each manned module.

There shall be no deviations from these requirements.

The contractor shall provide technical drawings which show complete data for the physical dimensions of all components, electrical interfaces, video interfaces and installation instructions.

Products

Any applicable technical data shall be provided with a minimum of Government Purpose Rights (GPR).

When the addition of new hardware is proposed for the system or developed under this contract with Government funding or partial Government funding, the contractor shall ensure that sufficient rights in technical data, and hardware, are procured such that the Government can maintain and modify the system using Government personnel and third party contractors. Government approval is required for less than government purpose rights.

BIOC System

The contractor shall deliver a digital BIOC solution with mature, modern and supportable COTS hardware.

The BIOC design shall:

Support digital signal inputs via the HDMI or Display Port standards.

Support a minimum display resolution of 1280x1024 pixels (SXGA).

Support both 16:9 and 4:3 aspect ratios.

Provide a full color visual display image.

Support a minimum image size of .95” horizontal x .76” vertical.

Support a minimum brightness requirement of 20 foot-Lamberts (fL).

The brightness requirement shall be verified by contractor provided documentation or via testing in the Post Deployment Software Support (PDSS) lab with the contractor provided luminance meter.

Support a minimum ANSI contrast ratio of 1000:1.

The contrast ratio requirement shall be verified by contractor provided documentation or via testing in the PDSS lab with the contractor provided luminance meter.

Support a minimum eye relief of 25 mm.

Support a minimum exit pupil of 6 mm.

Conform to all existing CCTT M1 and M2 manned module space constraints and mounting solutions.

Include optics that size the display to the correct image size for the lens. Electronics boxes shall be interchangeable with any BIOC position in any manned module type.

Integrate within each manned module type to meet their respective image size requirements, with zero manual modifications to the existing manned module optics.

Provide supportability for a minimum of 5 years. Any replacement components shall match form, fit and function, and shall be compatible with the developed hardware solution.

Provide a minimum MTBF of 25,000 hours.

Provide an availability factor of 90 percent.

Provide image quality sufficient to prevent any noticeable visual artifacts, noise or abnormalities in the microdisplay which may impact training.

Provide a control interface connector to connect to existing cabling with the following pinouts:

J1 Control interface: 9 pin D-sub (male)

– Pin 1: Brightness return.

– Pin 2: Brightness control (0 VDC dark; +10 VDC maximum brightness).

– Pin 3: No connection.

– Pin 4: No connection.

– Pin 5: Gnd.

– Pin 6: No connection.

– Pin 7: Video blanking control (0 VDC video is on, +2.0 VDC or greater video is blank).

– Pin 8: No connection.

– Pin 9: +10 VDC from within unit.

– Video is on when pin 7 is tied to ground or when pin 7 is floating. Pin 7 shall terminate through 75 ohms to ground.

J2 video input: DVI-I Provide a common solution across the M1 and M2 manned modules series that conform to the dimension requirements in Attachment 1 to CCTT BIOC SOW:

Provide an electronics box with a maximum dimension of 279.4 mm x 241.3 mm x 152.4 mm (figure 1).

Provide an adapter plate for the electronics box to mount to the existing structure with a mounting hole pattern of 203.2 +/- 0.25mm x 222.3 +/- 0.25 mm. (figure 1).

Provide a display diameter of 76.2 +/-0.8mm (figure 2).

Provide a display length of 209 +/-0.8mm (includes removable collar and rear mounted cable/connector) (figure 2).

Provide a removable collar to adapt the display to the BIOC lens (figure 2).

The BIOC nose without collar shall be 63.5mm to fit within the Display Control Module

(DCM) (figure 2).

The removable collar shall mount to 4x4-40 inserts on the BIOC (figure 2).

The removable collar shall be mounted on the BIOC in the following module positions:

M1A1 SA gunner M1A2 SEPv2 gunner M2 commander M2 gunner

The removable collar shall not be mounted on the BIOC in the following module position:

M1A1 SA DCM (cupola)

Product Validation

The contractor shall verify that all end items are functional and satisfy all specifications stated in the SOW prior to delivery to the Government.

The contractor shall provide a BIOC for demonstration purposes with the accompanying drawings one week prior to product demonstration; the BIOC must match existing dimensions without modification.

The Government will verify form, fit and function at the Post Deployment Supply Support lab Orlando, FL. The form, fit, function demonstration will occur 15-19 May 2017 (the contractor will be assigned one day from that week long window). All visitors to the lab must be cleared through the Joint Personnel Adjudication System (JPAS) prior to the demonstration appointment.
