Intent The Government DOES NOT intend to use this conference to confirm or deny any potential solutions, nor will it elaborate on what is to be included in the Offerors proposal, other than what has already been stated in the solicitation under Section L. The Government WILL attempt to answer any clarifications that anyone may have regarding possible contradictions, ambiguities or other potential anomalies which may impact industry's ability to respond and the forthcoming evaluations.

Any information discussed today will not change the terms and conditions of the RFP, unless the PCO issues an amendment to the RFP. Any information provided today will be posted to FedBizOpps web site.

RFP Overview (Sections A-K)

RFP Overview Enterprise Training Services Contract (ETSC) is a Multiple Award Indefinite Delivery Indefinite Quantity (MAID/IQ) with a total maximum ceiling amount of $2.4B Five-year Period of Performance (POP) - One year base + four one (1) year option periods The majority of this contract will be Firm Fixed Price (FFP). Additional contract types that may be utilized are Cost and Time and Material (T&M). Each Task Order and Contract Line Item Number (CLIN) will be reviewed by the PCO to determine the applicable contract type to meet those requirements.
Two-Lot Strategy Restricted lot for small business set-aside Restricted lot includes Non-Contingency tasks within Paragraph 3.1 Work includes austere environments Full-and-open lot with 20% small business participation goal Full-and-open lot includes Contingency tasks within Paragraph 3.1 Full-and-open lot includes PWS Paragraphs 3.1, 3.2 & 3.3
Section A Solicitation/Contract Form Phase I submittals are due by February 2nd 2017 at 1300 EST L.1.1.1 Submission Process: Only Offerors who have submitted Phase 1 proposals by calendar Day 30 are eligible for contract award. Offerors who do not submit a Phase 1 proposal or submit after calendar Day 30 are considered ineligible for contract award.
Proposals shall be valid for 365 calendar days from the date of the Phase 2 proposal submission.

RFP Reference B.4 The Government has provided a ETSC Rate Workbook in Section J of this solicitation for Offerors to price the CLINs within each Task Order for each year. The awardees’ proposed CLIN ETSC Rate Workbook is binding and will be incorporated into Section J of the resultant contract. Section B CLINS are not to be priced.

Section C – Performance Work Statement Vision Statement - To be the premier provider for education, training and knowledge based services in support of the U.S. Army and its Security Cooperation's (SC) mission.
Scope: Provide both Security Cooperation's and Domestic operations training, services, and operations and maintenance (O&M) of Army and other non-standard training aids.
Training and Training Assistance (PWS 3.1): Provide and manage training and training assistance for military and civilian related subjects.
Exercise Planning, Management and Support (PWS 3.2): Provide planning and support for Army, Joint, and Security Cooperation Exercises.
Training Systems and Range Operations and Maintenance (PWS 3.3): Perform operations and maintenance sustainment functions for non-standard training aids, devices, and ranges.

Section F Deliveries or Performance
F.1 TASK ORDER PERFORMANCE PERIODS
This MAIDIQ contract provides a one year ordering period and four (4), one (1) year options for a total ordering period, inclusive of exercised options, of five (5) years from the date of contract award.
The ordering period will be specified in Ordering Clause DFARS 252.216-7006 at time of contract award.
Task Orders (TO) must be solicited and awarded prior to the contract’s final ordering period expiration. TO option periods may be exercised subsequent to the expiration of the ETSC final ordering period, as long as the option exercised does not cause the order to exceed the twelve (12) month performance limitation after the ETSC final ordering period expiration date.
The Period of Performance (POP) for each TO awarded under the base ETSC contract shall be specified at the individual TO level and not exceed twelve (12) months. Throughout the effective period of the ETSC, no TO issued, to include options, shall exceed three (3) years without prior, written authority by the ETSC Procuring Contracting Officer. After base contract award, TO POP shall not exceed three (3) years consisting of a one (1) year Base and two (2) one year Option Years.

Section H – Special Contract Requirements H.5 Contract Option Ordering
Prior to exercise of ETSC base contract Option ordering periods, the Government may assess the contractors performance in areas to include, but not limited to: 1) technical accuracy of the deliverables; 2) general quality of services provided; 3) general quality of ancillary materials delivered; 4) responsiveness to inquiries and Task Order Requests; 5) participation in task order competitions; 6) cost control (for T&M and Cost line items); 7) achievement of small business subcontracting goals; 8) responsiveness to customers and; 9) team stability. The Government may utilize this information in whole or in part in order to determine the Contractor’s overall performance for the ordering period, in addition to the requirements at FAR 17.207(c), DFARs 217.207(c) and AFARS 5117.207(c).

Section H – Special Contract Requirements
H.6 TASK ORDER ORDERING PROCEDURES
H.6.1 Unless otherwise specified, within ten (10) business days of the base contract award, the Contractor shall provide the Government with a primary and secondary email address to be utilized for all subsequent ETSC correspondence.
H.6.1.1 The Contractor understands and agrees that the Government has no obligation to issue any orders beyond the minimum order.
H.6.1.2 The Government intends to facilitate Task Order (TO) requirements IAW the Federal Acquisition Streamlining Act (FASA) and FAR 16.505(b) ordering guidelines.
H.7.3.1 The TO Contracting Officer may exercise broad discretion in developing appropriate order placement procedures which may include the utilization of the Best Value Trade-Off, Oral Presentations or Lowest Price Technically Acceptable methodologies.
