Task Order (TO) 3.1 Full and Open
Security Cooperations, Syria Ministry of Defense, Small Arms Tactical Trainer (SATT) Instructor Level Certification Training and SATT Individual and Collective Training
Vision Statement Operator/Instructor Level Certification and Individual and Collective training on the SATT to the Syrian Democratic Forces at military bases in Rmeilan and Raqqa.
1 Introduction This Performance Work Statement (PWS) defines the work required to train and certify instructors of the Syrian Democratic Forces (SDF) on the SATT and to conduct individual and collective training with the SATT in accordance with (IAW) Foreign Military Sales (FMS) Letter of Offer and Acceptance (LOA) SY-B-XXX. This TO PWS is numbered to match the Base ETSC PWS and addresses those specific, additional, or changed requirements that are unique to this task.
1.1 Mission
To provide efficient, effective and quality knowledge-based training services to partner nations worldwide in foreign (to include austere environments and contingency operations) countries. Objectives of this TO include:
1.1.1 - Provide training and training assistance in military related fields to strengthen the Warfighter skills required to successfully perform mission requirements and bolster U.S.
foreign relations and national security objectives.

1.2 Background
Under a Letter of Offer and Acceptance SY-B-XXX for the country of Syria, the SDF will receive two, 10-lane SATT systems to be located at two military bases within Syria (Rmeilan and Raqqa). One system will be located at each military training center. The SATT systems will be used to enhance the training capabilities at the Platoon and Company levels.
The SATT provides initial and sustainment marksmanship training, static unit collective gunnery and tactical training, and shoot/don’t shoot training. It supports three modes of training: marksmanship, squad/fire team collective, and judgmental use of force.
1.3 Scope
This TO PWS identifies requirements for Outside Continental United States (OCONUS) Instructor/Operator (I/O) training and certification on Army and other non-standard training aids. Performance is expected to be accomplished OCONUS. The tasks identified in this PWS are as follows:
Training/Education and Training Assistance (PWS 3.1):
a. SATT Operator Instructor Level Certification Training for the SDF.
b. SATT Individual and Collective Training for the SDF.
c. Course material will be delivered in English and course instruction will be provided in English with translation to Arabic as necessary.
d. The training will be conducted simultaneously and autonomously at two sites in-country (Rmeilan and Raqqa).
Unless otherwise specified herein, the Contractor shall provide all personnel, ancillary equipment, supplies, transportation, tools, materials, supervision and other items necessary to satisfy the performance-based requirements contained herein. Unless otherwise specified herein, classroom facilities will be available at both sites to conduct training.
The Original Equipment Manufacturer (OEM) will perform system installation and New Equipment Training (NET) at both OCONUS locations under a separate agreement.
1.4 Applicable Documents
The Contractor shall abide by all applicable regulations, publications, and manuals specified in the Base contract. The Contractor shall perform this TO requirement IAW current versions of governing instructions.
1.5 Definitions
Austere Environment – An area that regularly experiences significant environmental hazards to include but not limited to: heat, cold, altitude, water source, communications, shelter and electricity.
Contingency – An operating environment wherein military actions, operations, or hostilities against an opposing force may require the involvement of U.S. Armed Forces.
Omitted – Denotes that this paragraph from the ETSC Base PWS does not apply to the TO PWS and that the language has been removed.

Reserved – Task(s) that may be applicable to the TO and may be invoked during the Period of performance through a modification.
2 General Requirements This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort. Unless otherwise specified, these requirements are relevant and germane to the execution of this TO, issued under the ETSC Base contract.
2.1 Non-Personal Services

2.2.1 Place of Performance
The Contractor shall perform training and training support services OCONUS. Under this TO, performance locations will be considered contingency operations in an austere environment where personnel force protection will not be provided by U.S./Coalition forces or other protection forces.
2.2.2 Period of Performance
The Period of Performance for this TO is estimated to be nine (09) months from date of TO award. Contractor will be required to start performance of work (reference paragraphs 3.1 and all subparagraphs) in-country no more than 120 days after award of TO contract.
2.2.3 Hours of Work

2.2.4 Recognized Holidays
The Contractor is normally not required to perform services on recognized federal holidays. However, that requirement is subject to mission execution requirements under this TO.
Host Country Nationals (HCNs) are entitled to take additional holidays IAW the specific partner nation labor laws of Syria. U.S. federal holidays are not typically recognized by partner nations. As such, Contractor personnel may be required to work through U.S.
federal holidays.
2.3 Management and Administration
This section of the PWS delineates basic program management and administrative requirements required for effective and efficient execution of the TO. The Contractor shall establish clear organizational lines of authority and responsibility at the TO level, as required, to ensure effective management of the resources assigned to the requirement(s).

The Contractor shall support Contiguous United States (CONUS) meetings and reviews. The Contractor shall be required to plan and/or attend meetings and reviews as required. Locations and times shall be determined as a function of operational requirements. The Contractor shall be prepared to explain the reasoning, assumptions and methods used to arrive at any particular conclusion, recommendation, or alternative in the accomplishment of tasks required by the TO. The Contractor shall prepare presentation materials, as required. The Contractor shall have key personnel, support, and subcontractors as appropriate, available to execute the meetings.

2.3.1.2.1 Post Award Conference (PAC) – Reserved.
2.3.1.2.2 Task Order Award Conference
The Contractor shall host a TO kick-off conference which may be at the contractor site, telephonic, on-line or by webcast/VTC, at the discretion of the Contractor, subject to Government approval. The purpose of the meeting will include, but not be limited to:
reviewing the details of the effort; the operating parameters; primary points of contact;
associated reference material; transfer of negotiated Government furnished documentation and equipment; any transition challenges; surveillance and performance expectations; and boundary scope and relationship expectations with other contractors that might be servicing the site. The conference will be conducted within two (2) weeks of TO award.

In addition to guidance in the Base PWS, the Contractor shall provide or provide upon request, all of its associated TO related content IAW standard contract management practices or as directed by the PCO.
2.3.2 Contract Administration
2.4 Personnel
The Contractor shall provide administrative support to employees (to include but not limited to time keeping, leave processing, pay, emergency needs, etc.). The Contractor shall maintain the effectiveness of their employees by providing initial and refresher training as required to meet the TO PWS requirements. The Contractor shall provide appropriate administrative support for employees to perform their function(s) in the tasked environment, to include emergency situations.
2.4.1 Contractor Personnel, Disciplines, and Specialties
The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the scope of this TO. The Contractor shall ensure that personnel meet the minimum qualifications/skills necessary to perform this TO with respect to education, training and experience. The Contractor shall provide the labor categories, labor rates, and man hours utilized in the performance of each requirement in the proposal and shall ensure that the resources are the minimum necessary to accomplish the task.
2.4.2 Personnel Conduct
In addition to guidance in the Base PWS, the Contractor shall replace removed/dismissed personnel within ten (10) working days for OCONUS training. For OCONUS training, personnel being replaced shall immediately be removed from the training environment and placed in an administrative status.
2.4.2.1 Use of Illegal Substances

2.4.3 Synchronized Pre-deployment and Operational Tracker (SPOT) The Contractor shall ensure SPOT applicability with respect to visiting countries, IAW the Department of Defense (DOD) Foreign Clearance Guide, at the following address, https://www.fcg.pentagon.mil/fcg.cfm SPOT has been designated as the Joint Enterprise contractor management and accountability system to provide a central source of contingency contractor information and a summary of contract services IAW DOD Instruction 3020.41. Government representatives are required to maintain, by-name, contractor accountability within SPOT. Contractor administrators shall register for a SPOT account at https://spot.dmdc.mil and provide the necessary information for all deploying contractor personnel. All contractor data shall be entered into the SPOT database for all Contractor employees traveling to any OCONUS and CONUS location. The Contractor shall coordinate with the PEO STRI Procuring Contracting Officer (PCO), Contracting Officer's Representative (COR) and respective Combatant Command (COCOM).
Contractor personnel must have a SPOT generated Letter of Authorization signed by the cognizant Government PCO in order to process through a deployment center or to travel to, from, or within the designated operational area. The Letter of Authorization also will identify any additional authorizations, privileges, or Government support that contractor personnel are entitled to under this contract.
2.4.4 Contractor Manpower Reporting (CMR)

2.4.5 Travel / Temporary Duty (TDY)
This TO will require Contractor personnel to travel to, from and within OCONUS locations as previously specified. All travel shall be proposed and invoiced IAW with Federal Acquisition Regulation (FAR) 31.205-46 Travel Costs and the Joint Federal Travel Regulations (JFTR). All travel requirements shall be pre-approved by the cognizant Government COR/TO COR.
The contractor shall submit to the U.S. Government a detailed plan for travel of all personnel from CONUS to designated locations within Syria. The plan should include, in chronological order, all steps necessary to meet known international travel requirements in accordance with the period of performance start of work timeliness goals cited in section 2.2.2. This detailed plan shall be no more than three (3) pages in length and submitted as an Appendix to this TO. This Appendix is considered an exclusion to the prescribed page count limitations stated in RFP Table L.1.1.1.
2.4.5.1 Passports
Contractor personnel traveling abroad shall possess a valid U.S. passport and all appropriate visas required to conduct the assigned mission in Syria.
2.4.5.2 Licenses
Contractor personnel shall possess valid U.S. (State) and international driver's licenses if there exist a requirement for an in-country driving capability. The Contractor shall ensure licenses are valid for the entire TO performance period.
3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.
3.1 The Contractor shall provide and manage training and training assistance for military and civilian related subjects.
3.1.1 The Contractor shall conduct training and training assistance for military and civilian related subjects in non-austere and austere environments and in non-contingency and contingency environments.
a. The Contractor shall provide operator and instructor certification training for the SDF on the SATT. The Contractor shall deliver training in English with translation to Arabic as necessary for no more than ten (10) students of the SDF at each training site for a period not to exceed three (3) weeks per class.
b. The Contractor shall provide Individual training for the SDF utilizing the SATT.
The Contractor shall deliver training in English with translation into Arabic as necessary for no more than ten (10) students of the SDF at each training site for a period not to exceed three (3) weeks per class.
c. The Contractor shall provide collective training for the SDF utilizing the SATT.
The Contractor shall deliver training in English with translation into Arabic as necessary for no more than ten (10) students of the SDF at each training site for a period not to exceed three (3) weeks per class.
d. The Contractor shall provide SATT training simultaneously in Rmeilan and Raqqa, Syria.
Performance Standards
a) Standard: Perform in relevant environments.
3.1.1.1 The Contractor shall provide qualified instructors, Subject Matter Experts (SMEs), and advisors for training and instruction, encompassing a variety of complex military and civilian related subjects, in both classroom and field environments.
a. Standard: Instructor certification AQL: Instructor qualification and certification documentation provided by the proponent upon request.
b. Standard: Quality of training and training assistance.
AQL: Instructor qualification and certification is defined by maintaining instructor fluency and certifications where practicable in the areas of instruction.
c. Standard: Level of instructor grade and experience.
AQL: Instructor grade and experience requirements are provided in: AR 614-
200 section 6-9 (Instructor Selection Criteria); TR 350-10 section 1-6 (Instructional Leader Training and Education Levels); and course management plans (CMP).
3.1.1.1.1 The Contractor shall provide instructors and subject matter experts qualified to train, operate and instruct using the SATT.
3.1.1.1.2 The Contractor shall provide subject matter experts qualified to instruct the SDF in the execution of individual and collective training.
3.1.1.2 The Contractor shall develop and provide training for varying class sizes utilizing an array of formats, media and methodologies.
a. Standard: Ensure appropriate instruction content, medium and methodology for training environment, class demographics and size.
AQL: Technically supportable using the current and/or mandated software/system, i.e. Microsoft Office products, etc. and delivery materials appropriate for the training environment and class size.
AQL: Technically supportable materials (hardware, software, TADSS, tools, etc.) provided with sufficient support to permit execution of TO requirements.
AQL: Instruction content is suitable for intended student population, knowledge, skill level and training objectives

3.1.1.2.1 The Contractor shall develop course instruction and materials in support of the individual, collective, operator and instructor training on the SATT.
3.1.1.3 The Contractor shall evaluate and report the results of individual and/or collective training and instruction.
a. Standard: Effective comprehension of course materials.
AQL: Validated testing results with Students demonstrating a clear understanding and ability to apply course instruction.
b. Standard: Identify trends, areas for improvement, and possible corrective actions in relation to instructor performance.

c. Standard: Distribute course completion survey to each student for each course. Collect surveys and analyze results to improve instructor performance and course content.

3.1.1.3.1 The Contractor shall develop objective measures to evaluate and assess student comprehension of SATT operator, instructor, individual and collective training.

4 Special Requirements This section describes the security and safety for this effort. The following sub-sections provide details regarding the various considerations that may be required during performance of this TO.
4.1 Security
In addition to guidance in the Base PWS, the Contractor shall comply with applicable partner nation and area commander access and general protection/security policies and procedures. In addition to the changes authorized by the Changes Clause of the ETSC contract, the Contractor shall notify the cognizant U.S. Government representative immediately and adjust to changes accordingly whenever the Force Protection Condition (FPCON) level at any partner nation location, facility or Installation changes.
4.1.1 Site Security
The Contractor shall comply with applicable partner nation and area commander access and general protection/security policies and the Syria Defense Forces Training Centers.
The Contractor shall provide all information required for personnel background checks to meet installation access requirements as required by the partner nation installation Provost Marshal Office, Director of Emergency Services, or Security Office equivalent.
Contractor workforce must comply with all personal identity verification requirements as directed by DOD; Headquarters, Department of the Army (HQDA); and/or partner nation policy.
4.1.2 Badging
4.1.2.1 Hazardous Material (HAZMAT) Management – Reserved.

4.1.2.3 Force Protection
Under this TO, the Contractor will not be afforded U.S./Coalition Force Protection in and about Syria; or at the Rmeilan and Raqqa Training sites.
Force protection may be afforded to Contractor employees, based on the U.S., NATO, and coalition military threat assessments, policies, procedures and host nation laws and established agreements. The level of force protection shall be assessed and may cover a wide range of safety, defense, and protection activities. Force protection measures adopted by escorting military teams will be flexible and designed for effective performance under changing threat conditions without prior coordination with the Contractor.
Under certain circumstances, as dictated by US-partner nation agreement, contractors may be required to utilize partner nation force protection, or be restricted from utilizing third-party force protection or personnel security duties for any reason other than individuals acting for their own individual self-protection, unless explicitly granted permission to do so by proper authority.
4.1.2.4 Hazardous Duty
The Contractor personnel may be eligible for allowances typically available for DOD civilians deploying into difficult or hazardous conditions. The level of compensation allowable will be commensurate with U.S. State Department and Office of Personnel Management (OPM) prevailing compensation rates for DOD civilian personnel.
4.1.2.5 Arming
Contractor personnel may be authorized to possess firearms in accordance with the Security and Defense Cooperation Agreement (SDCA) between the U.S. Government and Syria; and per all applicable U.S., partner nation, and theater laws and regulations.
The Contractor shall comply with the provisions of the Lautenberg Amendment, which prohibits any person convicted of a crime involving domestic violence from possessing firearms. The Contractor is responsible to conduct the appropriate criminal and financial background checks to ensure all employees meet the legal requirements to carry firearms under this contract and qualify in accordance with applicable qualification standards. The Contractor shall submit qualification requirements for prior approval to the U.S. Government PCO and COR/TO COR. Unsatisfactory employee qualification results shall be reported to the COR/TO COR. The Contractor shall review this process and make needed process improvements with COR/TO COR approval. The Contractor shall comply with the applicable US-partner nation agreement(s) and applicable partner nation laws when using or operating a live firing range in a foreign country.
PERSON(S) REQUESTING ARMING SHALL HAVE A SPOT-GENERATED LETTER
OF AUTHORIZATION WITH THE AUTHORIZED WEAPON SERVICE SELECTED
AND APPROVED BY THE CONTRACTING OFFICER. IN ADDITION, THE
INDIVIDUAL’S WEAPON TYPE AND SERIAL NUMBER, SHALL BE REGISTERED IN
SPOT PER DODI 3020.50; THIS REGISTRATION IS THE RESPONSIBILITY OF THE

4.3 Contractor Acquired Property (CAP)
Ancillary materials and equipment required under this TO that are not Government-furnished shall be procured and furnished by the Contractor. The Contractor shall utilize Government supply sources when available. The Contractor shall ensure all CAP necessary for successful completion of the TO requirement (s) is clearly identified in their proposal. During performance, any CAP not originally priced and awarded under the TO by the Government must be pre-approved by the cognizant COR/TO COR and TO Contracting Officer. The Contractor shall provide a detailed rationale for the purchase along with proof of adequate price information to ensure CAP cost is fair and reasonable to the Government. Ownership of supplies acquired by the Contractor with Government funds, for performance of this contract, shall vest with the Government.
