About this file
This document contains questions and answers regarding a solicitation for the design and build of two Continuous Flow Thermal Effluent Decontamination Systems. Key details include that the systems will be installed at the U.S. Army Medical Research Institute of Infectious Diseases and will provide thermal processing of effluent at a minimum temperature of 284 degrees Fahrenheit for a hold time of two minutes. The control system will be housed in Building 8150 and will monitor treatment time, temperature and other parameters. Piping and fittings for the wetted process connections must be fabricated from AL6XN material. Allen Bradley is the preferred manufacturer for programmable logic controllers.

Number Question Government Response
Is the offeror required to possess secret clearance with T3 at the time of bidding? Will the awardee be granted interim permissions to work under this contract while waiting for the clearance processing?
A clearance is not required for this contract. A DD 254 is also not part of this solicitation.
Will you accept bids from non-US trading entities? It is our intention to work with US based sub suppliers as part of our project delivery, however the design and manufacture of the critical part of the process will be carried out by our team in England. This is not restricted to US companies. All vendors must be registered in SAM.gov
On previous containerised EDS projects where we are dealing with BSL4, we include an inner and outer lobby, containment shower, changing area, wash hand basin, safe change area, HEPA filtration etc within the container package. Are these type of facilities expected to be supplied as part of the CFTEDS? And if so is it acceptable to offer additional containers that bolt onto the main processing containers.
The shower, changing room, wash hand basin is not required. The control room (outer lobby) would provide the separation if chosen under your design. Yes, redundant HEPA Exhaust Fans are required along with redundant air handling equipment to maintain a .02 negativity. Water tight integrity (100%) containers must be completely sealed.
The specification requests for thermal processing at a temperature of at least 284 degrees Fahrenheit (140 degrees Celsius) for a 60 minute time period. We can propose a system to perform this temperature/time combination. This temperature/time combination gives a f0 lethality rate of 4765.
We can also offer options for different temperature/time combinations that achieve the same f0 lethality rate of 4765 or higher? or do you wish to stick to your stated temperature/time combination?
3.4.1. The system shall provide a method for thermal processing effluent at a temperature of at least 284 degrees Fahrenheit (140 degrees Celsius) for a 2 minute hold time , a volumetric flowrate of 20 gallons per minute (75.7 Liters per minute), with fully adjustable capabilities for temperature and flow time parameters. The system shall monitor, record, trend, and alarm treatment time, steam pressure, processing temperature, and other essential parameters throughout the process. The system shall provide a dual HEPA-filtered plumbing ventilation system as well as secondary containment. The automated control system shall be a stand-alone data acquisition system located in Building 8150.
Material of construction is mentioned to be AL6XN - would you consider using alternative exotic alloy materials having an equivalent or superior corrosion resistance (e.g. Hastelloy C22/C276).
No we would prefer to remain with the AL6XN material as specified in the PWS. 3.4.3. The Continuous Flow System shall be fabricated with AL6XN piping & Fittings with Tuffsteel Gaskets.
Would you accept Siemens or Allen Bradley as the platform for the PLC and control equipment? Allen Bradley is the preferred manufacturer but Siemens would be acceptable.
Could you please provide further details of TEDS 1A & TEDS 1B, to allow us to costs for coordination of all work to dispose of them. This is not a requirement under the curent PWS
We note that you have requested that the system shall incorporate strainers to remove debris from effluent before the effluent enters the thermal process. Do you have any details of the expected solids and quantity?
We receive small amounts of debris that is considered mulsified waste from the animal rooms. The current strainers in our system is 1/8 mesh
Are PLCs within each unit to be redundant? If so, what configuration is required? A spare PLC with the program loaded or a physically connected seamless transition redundant PLC? Redundant PLC shall have program loaded and provide seamless transition when needed.
Is there a specific PLC manufacturer and/or model required for the thermal treatment system portion of the project? We would prefer Allen Bradley/Rockwell
Are both primary and secondary servers to be housed within each set of CFTEDS units? Or will the secondary be housed in 8150? Secondary Servers to be housed in 8150 room C103 LAN closet
If the secondary servers is to be housed in 8150, who is responsible for the homerun wiring between the server room and the CFTEDS units? Conduit pathway to be provided by others, home run wiring by installer
PWS Section 3.1.4.8. What is the specification of the breakers to be provided? Voltage and wattage? 8150 Electric room Panel provides 277/480 volt 3 phase. Breaker ampacity is 125 amps 3ph.
PWS Section 3.4.3. Which sections of the system are to be AL6XN? Heating section, holding section, etc…? The CFTEDS units shall contain the AL6XN materials.
PWS Section 3.4.3. Are Tuffsteel gaskets required on all parts of the system including the process utilities? Steam, condensate, etc…?
Or just process/effluent wetted conntecitons?
Just on the process and effluent connections. Spiral wound gaskets are prefered on the steam and condensate flanges.
PWS Section 3.6.1.4. Are we to provide dry contacts to work with the existing panel or a completely new panel for controlling the ejector tank? Current system uses DRY CONTACT this will remain suficient.
PWS Section 3.7.1.6. How far from the exterior of the structure will we be required to provide insulation? Our understanding was that the exterior utility connections were to be provided by others.
The insulation shall extend out to the point of connections. All exposed piping shall be protected by heat tracing.
The electrical panels shall contain circuit breakers for these modules. 3.1.12.. Provide additional circuit breakers for heat tracing of CA, DWI, DWO and BCW.
PWS Section 5.5. Who is responsible for the annual validation testing? Does the mention of indicators imply that this will be done via the indirect test well in lieu of a spiked load?
The government will provide the ampoules for the yearly vailidations. The system shall have the capabilities to perform either validation process whether it will be through a spiked load or test well.
PWS Section 3.1.4.7. Does the CCTV system need to tie into an existing system or is it standalone? If it needs to tie into an existing system what are the specifications of the existing system?
LOREX 4MP SUPER HIGH DEFINITION IP BULLET SECURITY CAMERA. This is a standalone system.Model LNB4173B / LNB4173SB. CCTV system should tie into the system described below:
Configuration 4MP HD IP Bullet Camera (NTSC) Package Brown Box Package Dimensions (W × D × H)
16.0 × 5.7 × 4.6" 406 × 145 × 117mm Package Weight 2.8lbs / 1.3kg Package Cube 0.24cbf / 0.006cbm
UPC 6-95529-01298-8
Contents 1× 4MP HD IP Bullet Camera, 1× 100ft (30m) CAT5e Ethernet Cable, 1× Mounting Kit, Quick Setup Guides
Is there a height limit? Is there a lightening protection requirement for over a certain height?
Please Reference NFPA 780: Standard for the Installation of Lightning Protection Systems issued by the National Fire Protection Association to determine if lightning protection is required based on proposed pecific container design. No height limit.
Can a vendor propose a different schedule than the one identified in the PWS?
The proposed schedule may be submitted however it cannot exceed the government 24 month developed schedule.
23 Will the NAICS code be changed? No, the NAICS code will remain 541330 as it is the best fit for this requirement.
