About this file

This document contains questions and answers related to a solicitation for small molecule compound storage services. The scope of work requires securely storing approximately 400,000 chemical samples under appropriate environmental conditions at a facility located within a standard work day's drive of the Walter Reed Army Institute of Research in Silver Spring, Maryland. The contractor will receive an average of 2,000 new samples annually to store and distribute approximately 4,500 samples annually to WRAIR and its collaborators domestically and overseas. Baseline requirements are expected to be met in most years, with surge capacity of 10,000 additional samples both received and distributed in higher volume years. No government furnished equipment will be provided. The response deadline for proposals was not extended from the original due date of November 12, 2021.

Questions to Solicitation W81XWH22R0008 due 10am 12 November 2021

# Reference Question Response 1 PWS In Section 6.5.9, the solicitation indicates that we handle a surge of 10,000 NEW compounds annually.

In Section 6.7.17, it indicates 10,000 additional ordered samples, which seems to suggest processing orders for 10,000 compounds above the 4,500 compounds requested annually. Are we to do both, essentially having two surges every year (10,000 compounds coming into the repository and 10,000 compounds being shipped from the repository annually)?

The baseline numbers in the PWS for the receipt of 2,000 compounds (paragraph 6.5.6) and shipment of 4,500 compounds (paragraph 6.7.4) is the expected annual requirement based on historic data. The surge numbers in the PWS are the maximum number of additional compounds that may be needed in a year, but utilization of surge capacity will only be in years that the Government’s requirements exceed the baseline for that year and will only be for the amount that the requirement exceeds the baseline. It is anticipated that in most years, the baseline numbers will meet the Government’s requirements, and no additional capacity will be required.

2 RFP In the Evaluation Criteria, item c, the solicitation states “The likelihood that the approach will yield the required results within the required time frame.” Would the government please clarify the timeframes for each of the PWS requirements?

Time frames have already been specified in the PWS for tasks that have a time requirement. For example, see paragraphs 6.5.7 and 6.7.5.Clause 52.212-1 has been amended within the

RFP.

3 Would the Government allow example forms to be included as Attachments, without applying to page count?

The Offerors proposal submission shall be submitted in accordance with the RFP section 52.212-1 and the Addendum to 52.212-1 and the page limits set therein.

4 Attachment 3 Since the majority of this solicitation is the same as the previous one (W81XWH22R0008) will we need to have our same references reissue the Performance Assessment Questionnaires?

Yes, in accordance with the RFP in Section Addendum to 52.212-1 “Any data previously submitted in response to another solicitation to USAMRAA or another agency shall be assumed to be unavailable during this proposal evaluation and source selection process.”

5 PWS Regarding section 6.5.2 in the PWS, should the contractor include shipping charges for compounds both TO and FROM WRAIR/Partners/Collaborators?

Does this also include the initial bolus of ~400k compounds?

For normal operations, the contractor will need to provide shipping to and from WRAIR and its partners, but the contractor will not be responsible for shipment of the Government’s existing compound library to the contractor’s facility.

6 It is noted in the Performance Work Statement, Section 5. Work Schedule and Location, that

The distance specified is for the storage facility at which the Government’s samples will be

“Contractor’s facility shall be located within a distance from WRAIR (Silver Spring, MD) for which a round trip can be made ground transportation within a standard work day”. If a contractor owns and operates a facility in the Maryland area, but proposes to use a large repository outside of this area (e.g., Midwest or West Coast of the United States) for the majority of the storage needs, would this meet the requirement noted in the Performance Work Statement?

received, stored, and prepared for shipment.

7 Is any Government Furnished Equipment being provided as part of the award? If so, could the Government please provide a list of any GFE?

GFE will not be provided for this requirement. See PWS section 6.2.1.

8 Given the timing on response to questions and to prepare a high quality proposal, XXXXX is respectfully requesting a two week extension of the proposal due date to December 3, 2021.

The Government at this time is not entertaining any extensions.
