AMENDMENT A00001

Question # 1: I just wanted to ask on this opportunity. Are these services currently being performed? If so, can you tell me the incumbent name and contract number? Thank you for your time and help!

Answer # 1: No. These services are not being currently performed.

Question # 2: Each line item for pucks and docks has another line item for “services”. What services are these? Is that the cost for support after delivery, including warranty service? Or is it something else?

Answer # 2: Services would be cost for support after delivery and warranty. Amendment A00001 incorporates a minimum of the one (1) year warranty required.

Question # 3: Section 5.4 has a link to “contractormanpower.army.pentagon.mil” that doesn’t work. Can we get the corrected link so we can see what’s in the “data collection site”?

Answer # 3: Amendment A00001incorporates corrected Contractor Manpower link https://www.ecmra.mil/Default.aspx

Question # 4A: Due to the high cost of the materials and outside vendor tooling, we will need to be able to invoice for a progress payment for some percentage of the total cost at the start of the project.

Answer # 4A: The Government does not intend to make ‘Progress Payments’ on the resultant contract from solicitation W81XWH-19-R-0063. However, the Government will ensure invoices are handled in accordance with the Prompt Payment Act (31 U.S.C. 3903) and Office of Management and Budget (OMB) prompt payment regulations at 5 CFR part 1315.

Question # 4B: Is this something we should mention in the proposal itself? When is this an appropriate point of discussion?

Answer # 4B: The Government does not intend to make ‘Progress Payments’ on the contract resulting from solicitation W81XWH-19-R-0063. However, the Government will ensure invoices are handled in accordance with the Prompt Payment Act (31 U.S.C. 3903) and Office of Management and Budget (OMB) prompt payment regulations at 5 CFR part 1315.

Question # 5A: Some of the timeframe requirements mentioned in the RFP are not possible. For example, the

RFP states “Delivery for Contract Line Item Numbers (CLINs) 0001, 0003, and 0005 is 18 September 2019”, yet the table on page 18 says the initial due date for those CLINs is “90 days after contract award”, yet proposals are not due until July 1st.

Answer # 5A: Amendment A00001 revised the RFP to state ‘90 days’ after contract award. All reference to 18

September 2019 is hereby deleted.

Question # 5B: What is the proper way to document this discrepancy in our proposal?

Answer # 5B: Amendment A00001 revised the RFP to state ‘90 days’ after contract award. All reference to 18

September 2019 is hereby deleted.

Question # 5C: Do we just explain that we are going to be non-compliance to some of these delivery date requirements?

Answer # 5C: If you are going to be over the 90 day lead time requirement, then yes, please document the non-compliance.

Question # 6: Can you please confirm which products of interests this pertain to?

Answer # 6: Any product that can currently meet the established requirements will be evaluated.

Question # 7: Are you free tomorrow to sync up and discuss the opportunity?

Answer # 7: Per the RFP W81XWH-19-R-0063: there are no discussions.

Question # 8: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number

W81XWH19R0063 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?

Answer # 8: This is a new requirement. All contract requirements were established using the prototypes explained in the background section. “HIPS were originally prototyped by the Massachusetts Institute of Technology Lincoln

Laboratory (MIT LL) for use in the operational theater. Odic Incorporated located at 37 Macarthur Avenue, Ayer, MA 01434-4443, productized the prototype, hardening it for operational use. Eventually, the need for these systems in training became apparent after they were used successfully at Fort Benning to collect data from trainees.”

Question # 8A: If possible, can you please provide the most recent contract or task order number?

Answer # 8A: This is a new requirement.

Amendment A00001 also incorporates FAR 52.217-6 - Option for Increased Quantity in full text.

***Amendment A00001 hereby extends the due date of proposal submission to Wednesday, 10 July 2019 at 10:00

AM EST.***
