SOLICITATION AMENDMENT 0002

QUESTIONS AND ANSWER

1. RE: Attachment Contractor Cost Pricing Schedule:

(a) We operate on a cost per sample basis and have quoted accordingly for previous USACEHR studies. We are planning on breaking out each deliverable the GOV has indicated on a sample tier basis (e.g. 36-119; 120-249; 250-500, etc…). Is that acceptable? Is that the basis for this Excel file, to create a pricing schedule for the ID/IQ?

Answer: Yes, it is okay to change the unit of measure as you see appropriate. The Government will review at time of evaluation.

(b) Can you clarify “Proposed Level of Effort”?

Answer: Not sure what specific section or paragraph this is located, in order to provide a more actual answer. Level of Effort means a specific effort over a stated period of time for work that can be stated at Firm-Fixed Price.

(c) We will only be able to price out Base Period (08/13/18 –08/12/19). Will we be able to review/revise pricing for each “Option Period”?

Answer: Contractors must price out both the Base Period and all four (4) option periods for a total of five (5) years. If the options are priced, then the proposal is considered “Unacceptable”. When a proposal is determined “Unacceptable”, it will be remove for consideration.

(d) Does the Government hold the option to renew the contract after each “Option Period”?

Answer: Ready do not understand the questions. The Government can determine at option, if they we want to exercise the option or not; it all depends on the situation.

2. Attachment #1 PWS:

(a) RE: Section 3.1: Multiple deliverables will be encompassed in a single service option, is that acceptable?

Answer: Unclear what you mean by a single service option. Please address all required deliverables and tasks as to how the outcome will be accomplished and your understanding of the requirement.

(b) Clarify the QUANTITY 20 for the Services – Base Period? We are unclear if the 20 refers to number of projects, samples, etc… Answer: The quantity of 20 Task is stated as is in the solicitation. As stated in paragraph 1 above, if the contractor have different unit of measure, then the one stated in the solicitation, please stated it in the proposal.
