Solicitation Questions and Answers to Initial Issue of RFP/Solicitation W81XWH-17-T-0034

As of 21 November 2016

Q: Question and A: Answer

Q1: I am hoping to find out if there is an incumbent contractor currently performing these services. If so, could I please find out the contractor name and contract number?

A1: This is a brand new Government Maintenance Services Contract. There is no incumbent contractor currently performing these services. All the listed equipment/systems were new installs, into a newly constructed building, covered by a 2 year installation warranty held by the non-government building contractor.

Q2: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

A2: This is a brand new Government Maintenance Services Contract. There is no incumbent contractor currently performing these services. All the listed equipment/systems were new installs, into a newly constructed building, covered by a 2 year installation warranty held by the non-government building contractor.

Q3. Is there an existing contract supporting these requirements? If so, please provide the contract number.

A3: See answer to Q2.

Q4. In several locations of the RFP, for example, page 14, paragraph 1.9.3.1 there is a reference to the "Technical Exhibit 2: Deliverables Schedule.” Additionally, items within this Technical Exhibit are referenced. However, there is no Technical Exhibit 2 provided within the RFP or PWS. Please provide a copy of Technical Exhibit 2.

A4: Technical Exhibit 2 has been renumbered to Technical Exhibit 1 as the original Technical Exhibit 1 was the QASP which has its own section now. See revised solicitation.

Q5: What are the historic service volumes for both onsite and telephone support?

A5: All the listed equipment/systems were new installs, into a newly constructed building, covered by a 2 year installation warranty held by the non-government building contractor. Since this was not a Government held Services contract, we cannot provide the data requested.

Q6. On Pg. 10 of 56, under Volume II: Price Proposal, it states that “the offeror shall complete the CLINs to include unit price with total price for the services”. However on page 9 of 56 under Volume I: Non-Price, it states “the offeror shall fill out SF1449 blocks 30a, b, and c and “Non-price proposal shall not mention cost/price”. Please confirm that CLIN pricing should only appear in Volume II and not part of Volume I on the SF 1449, included per the requirement.

A6: Confirmed, pricing should only appear in Volume II and not part of Volume I on the SF 1449.

Q7. On pages 9 and 10, the Solicitation states: “If you intend to use any labor categories/if Offeror proposes a labor category”. Are all labor categories to be proposed by the Offeror or should the Solicitation have contained suggested labor categories identified by Army and any proposed by the Offeror would be additive or alternative.

A7: No, please refer to the language of the solicitation.

“From the solicitation: If you intend to use any labor categories that you feel are consistent in duties with the level of effort labor categories in accordance with your cost accounting procedures, you must cross map those labor categories to the Government’s PWS to ensure your proposal receives a proper evaluation. Any use of subject matter experts or other labor categories shall be explained in full as to why the suggested labor category is impractical to use or the proposal shall be deemed noncompliant. All items should be addressed in the evaluation criteria.”
