Statement of Need
Non-Human Primates (NHPs) for the
U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID)
18 MAY 2017 - VERSION: 2
STATEMENT OF NEED
Non-Human Primates
1. Introduction
The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) is the Department of Defense’s
(DoD) lead laboratory for medical biological defense research. USAMRIID’s core mission is to protect the warfighter from biological threats; USAMRIID also investigates disease outbreaks and threat to the public health.
The research conducted at USAMRIID leads to medical solutions—therapeutics, vaccines, diagnostics, and information that benefit both the military personnel and civilians. USAMRIID has a mission to provide leading edge medical capabilities to deter and defend against current and emerging biological threat agents.
1.1. Mission
1.1.1. The USAMRIID mission is to provide leading edge medical capabilities to deter and defend against current and emerging biological threat agents.
1.1.2. The USAMRIID has a new requirement to procure Non-Human Primates (NHPs) on a competitive basis.
This supply Contract will fully support the USAMRIID mission.
1.2. Background
1.2.1. Past efforts in contracting for the Non-Human Primates (NHPs) was accomplished through an Inter-Agency
Agreement (IAA) with the National Institutes of Health (NIH); however, due to a change in policy, USAMRIID now requires a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) Contract to meet the requirement.
This multiple award IDIQ Contract will encompass all the NHPs previously acquired through the NIH.
1.2.2. This opportunity represents full and open competition in accordance with (IAW) Federal Acquisition regulation (FAR) 6.1. This MA-IDIQ Contract will replace the NIH IAA.
1.3. Scope
1.3.1. The USAMRIID multiple award IDIQ Contract requirement is for the purchase, testing, quarantine, housing, and shipping of the Non-Human Primates (NHPs). The NHPs will support the USAMRIID mission and other
Government agencies collaborating with the USAMRIID, for use in their research programs. There is a bona fide need associated with this IDIQ Contract. The Statement of Need (SoN) has been reviewed and contains no supplies or services that are inherently governmental functions, as defined in FAR Part 2.1.
1.3.2. Table 1 identifies the NHP species required by USAMRIID. All NHPs must be from a domestic, qualified, U.S. Department of Agriculture (USDA) licensed dealer or commercial breeder. The Government requires the
Offeror to provide proof of certification of USDA license dealer or commercial breeder for the species identified in
Table 1 upon delivery.

1.3.5. The Contractor prior to contract award shall have a facility that is certified by the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC) or Canadian Council on Animal Care
(CCAC) in addition to U.S. Federal, State, and local regulations, laws and ordnances. The Contractor shall maintain accreditation and compliance with regulations, laws, and ordinances throughout the period of performance of the
Contract. The Contractor is to provide the Contracting Officer and the Contracting Officer’s Representative (COR) with a copy of the certification at the time of contract award and when recertification occurs thereafter (Deliverable

1.3.6. All NHPs shall be accompanied by an Animal and Plant Health Inspection Service (APHIS) Form 7020

1.4. Organizational Conflicts of Interest (OCI)
The U.S. Army Medical Research and Materiel Command (USAMRMC) has categorized all supply procurements into one (1) of the following three (3) as defined below, for purpose of identifying, avoiding or mitigating against
Organizational Conflicts of Interests (OCIs) IAW FAR Subpart 9.5. These categories are defined as follows:
Category 1 - Program and/or Administrative Support. Services which, by their very nature, give the Contractor access to non-public procurement sensitive data about the contract requirements, other Contractors’ proprietary information, or put the Contractor in a position to influence the award decision on a contract in which they are participating. Services would be characterized as having access to Command Wide procurement sensitive information, or work that could likely have an influence over follow-on awards or contracts within subordinate directorates/Commands.
Category 2 - Program Management Support. Services which assist in planning and managing an organization’s activities and programs. These include, for example: requirements analysis, acquisition support, budget planning and management, business, process reengineering, program planning and execution support, and independent technical management support. Services would be characterized as having access to only Directorate or Subordinate
Command level procurement sensitive information or work that would have little influence on follow-on requirements or requirements of other directorates/Subordinate Commands.
Category 3 - Product Support. Services or end items required to meet the mission requirements of the organization’s activities and programs. These include, for example: concept exploration and development, system design, system development and integration, COTS Procurement and integration, internal development testing, deployment, installation, operations, and maintenance. Services can be characterized as having little or no access to procurement sensitive information other than the immediate requirement and little chances of follow-on work that can be influenced by the immediate requirement.
The USAMRIID Non-Human Primates contract is identified as OCI Category 3 – Product Support. The Contractor shall perform a thorough comparative analysis of the potential new supply effort against all current and previous supply efforts performed in support of USARMIID and ascertain whether there is a possible conflict of interest. If there is a conflict of interest or the appearance of a conflict of interest, the Contractor shall provide an OCI
Mitigation Plan (Deliverable 5) as a means of preventing, avoiding, and mitigating each OCI identified.
