About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a medical Electronic Patient Care Report (ePCR) system. The solicitation is issued by the W40M USA HCA Health Readiness Contracting Office for an EMS Electronic Patient Care Report (EPCR) program. Key details include a one-year base term with four 12-month option years, covering a 3rd service EMS (EMT/Paramedic) agency with 10 ambulances, 3 Quick Response Vehicles (QRVs), 25 staff, and an average volume of 8,500 calls per year.

The amendment provides responses to contractor questions, clarifying submission requirements, system capabilities, and technical specifications. Vendors must submit their solicitation response via email to Cynthia.a.richardson.civ@health.mil and jason.t.holck.mil@health.mil by 11 September 2025 at 10:00 AM EST. The ePCR system requirements include the ability to chart on mobile and fixed computers, obtain digital signatures, import data via Lifenet, print charts, and potentially integrate with MHS Genesis for adding EMS charts into patient records. The solicitation is specifically for an EMS EPCR program, not a combined fire and EMS solution.

Contractor Questions & Answers

1. Can I confirm, is this due tomorrow? (If so...yikes...better get on it!!!) Amendment 0001 was published to extend the solicitation closing date and time to 11 September 2025, 10:00 AM, EST.

2. I don't see where to submit it, except for your email. Should we submit by email to you with CC to Mr.

Holck? Or is there another place to submit? Yes, please email your solicitation response to Cynthia.a.

richardson.civ@health.mil and jason.t.holck.mil@health.mil.

3. In the line-items, I see a quantity of 3 but a one-year term. I am not sure what the three refers to. Is that 3 ambulances, or 3 of something else? A. Currently operate from 1 HQ, with 2 additional outlying "stations" that we house an ambulance in for improved coverage.

4. Following up on question #3, are you able to let us know any details about the size of the deployment?

We don't see any information here about the number of ambulances, computers, personnel, annual records completed, etc. There doesn't seem to be any information about expected utilization...those would be helpful to ensuring that the firm fixed price is appropriately sized. Thank you! A. 10 ambulances, 3 QRV's in the fleet. Daily roster is 2 QRV (supervisor & Chief) and 3 ambulances. Currently staffing 25, avg volume 8500/year. Currently

5. There is a reference to "FD EMS Package", "FD Import", "FD enablement," etc., but no specifications provided. That reads as though someone has a specification about what goes into the "package" or what constitutes "enablement." ("Enablement" here is an unusual term -- not one frequently used in these settings.) We would love to be sure that we're submitting the appropriate products and services to meet the specification, otherwise we're submitting in the dark. The only specifications are "ePCR Base plus 4 12-month option years," with a reference to FedRAMP, but no other technical details. Please provide any expected features or functions. A. Ability to chart both mobile and fixed computer. Obtain digital signatures, import data via lifenet, print charts and possibly integrate with MHS Genesis for adding EMS chart into patient record.

6. In reviewing the solicitation, we noticed CLIN 0002 refers to "fire". We believe this is the only reference to a fire RMS solution. Can you please confirm if you are you looking for an EPCR only solution or are you looking for an EPCR and fire RMS combined solution in response to your solicitation? A. Only need an EMS EPCR program. 3rd service, EMS (EMT/Paramedic) only agency

7. On p.52, we are instructed to provide comments to each paragraph of the PWS (1 thru 13) however there are only 9 sections in the PWS. Is this an error or where are items 10 thru 13 located? Please respond to 1-9 the rest have been removed.

8. On p.3, item 2.7 mentions "Service Levels and Maintenance Guidelines" set forth in Attachment A."

However, there is no Attachment A included with the bid. Would you be able to provide Attachment A?

The "Service Level Guidelines" can be found in Section 7.

W81K0425QA0280002

9. Could you please provide context around combatting human trafficking awareness. What are you looking for from vendors in response to this? No response need, this is mandated by the FAR 52.222- 50 to be included in all contracts.
