About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for medical-grade hospital privacy curtains. The solicitation (W81K0425QA015) is for a one-time purchase of 200 cubicle curtains for the Environmental Service Department, with key modifications including extended response dates from 11 Aug 2025 to 25 Aug 2025 and response time from 10:00 AM to 2:00 PM. Detailed vendor questions were addressed, clarifying specifications such as acceptable curtain dimensions (180" W x 76" L), mesh color (buff or white), and delivery flexibility (up to 90 days instead of original 45-day requirement).
The procurement will use lowest price technically acceptable (LPTA) evaluation criteria, with general commercial performance sufficient for past performance assessment. The previous contract was held by Halifax Linen (W91YTZ20D0003). Specific curtain requirements include a golden thyme fabric color, sewn mesh without snaps, and use of existing tracks. Vendors must identify the curtain manufacturer at submission, enter pricing directly into SF1449 blocks, and no installation charges are to be included. The point of contact for this procurement is Ray Aguon, with additional contacts Linda Talavera and James Thornton from the Department of Environmental Services.

Questions for W81K0425QA015-Hospital Privacy Curtains
Response to the questions:
1. Product Compliance: Are substitutions permitted as long as the proposed product meets or exceeds the listed specifications (e.g., fabric weight, flame retardant certification, snap configuration), or must the curtains be an exact match to the N25-J-21046 model referenced?
Response to Question: The curtains should be the exact match
2. Quantity Determination: Should the quote be based on exactly 200 units, or will the final quantity be adjusted based on actual linear track footage at the facility?
Response to Question: The quote should be based on exactly for 200 units and not the linear track footage at the facility
3. Warranty Terms: Will a standard two-year manufacturer's warranty suffice, or is there additional documentation required to confirm compliance?
Response to Question: Two- year manufacturer's warranty will suffice.
Questions:
4. Curtain Design & Snaps - The vendor stated that, per their understanding, the end user requires 200 spare curtains matching the existing full-size curtains, where the mesh is sewn into the curtain and no horizontal or vertical snaps are used, contrary to what is specified in the SOW. Can you confirm if the omission of horizontal and vertical snaps is acceptable?
Response to Question: Yes, the snaps can be omitted. Horizontal and vertical
5. Curtain Width & Fullness - The SOW specifies a 136" wide panel, but the vendor's finished
W81K0425QA0150001
curtain size (with fullness added) would be 180" W x 76" L. Is this deviation in width acceptable?
Response to Question: 180" W x 76" L width will be acceptable
6. Curtain Height & Mesh Size - The vendor's curtain height is 76", while the SOW calls for 74".
They also use a 20" mesh, which is their standard. Can this variation in height and mesh size be accepted?
Response to Question: Yes, this variation in height and mesh size will be acceptable to 76".
7. Fabric & Mesh Color - The SOW requires both the fabric and mesh to be Gold. The vendor can supply the fabric in Golden (MILL: INTERSPEC, PATTERN: THYME) but only offers the mesh in BUFF.
Will this color combination meet the requirement, or must both components be Gold?
Response to Question: No, both components do not have to be gold The mesh can be buff.
8. Delivery Timeline - The SOW requires delivery within 45 days of contract award. The vendor has indicated that due to fabric stock (only 130 yards currently available) and a lead time of 6-8 weeks for fabric plus 3-4 weeks for fabrication, they cannot meet this timeframe. Is there any flexibility on the delivery requirement, or is the 45-day timeline firm?
Response to Question: Yes, there is flexibility on the delivery requirement but not to exceed 90 days.
9. I am writing to you regarding Notice ID: W81K0425QA015 for the 200 medical-grade privacy curtains. My supplier informed me that they recently contacted you to discuss some conflicting specifications and sizes noted in the Statement of Work (SOW). Based on my supplier's communication with you, we need to confirm your agreement on the following key points, which propose modifications to the original SOW requirements:
As per him:
Fabric and Mesh Color The required color is Gold for both fabric and mesh. You selected and approved fabric is below - MESH COLOR BUFF /
Response to Question: This is correct
10. Curtain Width: The SOW specifies 136" wide panels. FINISHED CURTAIN SIZE with fullness added - 180" W x 76" L with 20" BUFF Mesh. We can only provide BUFF as the color of the MESH as we do not have the color GOLD.
Response to Question: Buff color of the mesh is acceptable
11. Curtain Height: The current quote indicates 76". The SOW calls for a finished height of approximately 74". Can this be slightly adjusted to match the requirement? 20" is the standard Mesh size and it is acceptable.
Response to Question: Mesh size 20" and curtain 56' for a total curtain length of 76'
12. Snap Spacing: The SOW requires vertical snaps every 4" on center between panels for privacy purposes. Our quote will list spacing at 12". Can this be modified to meet the 4" spacing requirement?
This will be omitted from the scope as we will provide ONLY FULL-SIZE curtain where the MESH is SEWN into the curtain as confirmed by the end user.
Response to Question: Snaps will be omitted Only FULL-SIZE curtains.
13. There was no mention of the tracks in the scope of work. Are we going to be using the existing tracks?
Response to Question: The existing tracks will be used by the end user. No measurement required.
14. The mesh was mentioned to be gold, but the color of the fabric panel wasn't specified. Have you decided on the fabric panel's color?
Response to Question: 1135 Thyme 2 Gold. Picture will be included.
15. Should I include installation charges in my quote?
Response to Question: No
16. What documents are required with the quote?
Response to Question: Please review Addendum to 52.212-1, FAR Clause 52.212-2 and Addendum to 52.212-2.
17. As discussed, it seems that the specification may be a compilation of several specifications of different curtain fabrication designs. As a result, we would like to request clarification on the following details. We would typically use the mesh shown on the right for "gold". Can you confirm this is acceptable?
Response to Question: Please use the BUFF or (white)
18. Should all the curtains be 136" wide x 74" tall (56" Panel + 18" Mesh)?
Response to Question: The curtain should be 180" W x 76" L ( 56" panel + 20" mesh for a total of 76"
19. Should all the curtains be 74" tall as spec'd?
Response to Question: All the curtain should be 76" Length
20. Should the mesh be sewn directly to the top of the panels w/corner snaps to connect one curtain panel to another?
Response to Question: The mesh should be sewn directly to the top of the panel. NO corner snaps to connect one curtain panel to another
21. Should the mesh be connected to the top of the panels w/snaps every 4" across the width of the curtain panels? (It shows both in the spec)
Response to Question: Mesh should be sewn to the top of the panels with out snaps
22. Manufacturer Identification - Will the awardee be required to identify the curtain manufacturer at the time of submission, or only prior to first delivery?
Response to Question: identify the curtain manufacturer at the time of submission
23. Acceptable Delivery Range - The solicitation notes a delivery goal of 45 days ARO. Would a lead time of 50-55 days still be considered, provided all other terms are met?
Response to Question: Yes, a lead time of 50-55 days is still considered
24. Pricing Format - Is a separate line-item pricing sheet acceptable (Excel or PDF), or must pricing be entered directly into the SF1449 blocks?
Response to Question: Please entered directly into the SF1449 blocks
25. Evaluation Criteria - Will lowest price technically acceptable (LPTA) be used, or is there a tradeoff evaluation under FAR Part 12?
Response to Question: Yes, the lowest price technically will be used
26. Past Performance Requirements - Will bidders be evaluated on past experience with medical textiles, or is general commercial performance sufficient?
Response to Question: general commercial performance is sufficient
27. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Response to the Question: Halifax Linen under previous contract W91YTZ20D0003
