Document Pg # Para # Question Answers RFP 11 & 88 CLIN 0005 The Government changed the cost type from "Cost" to "FFP" in the CLIN structure (page 11), yet kept the plug numbers in Attachment 4. The Government states these costs are reimbursable on page 88 (d.(4)(e)).
Per diem, MI&E, airfare and other costs differ greatly from location to location. Cost averaging places great risk on the Contractor as the Government's requirements may stack locations that exceed average or baseline costs. Also, volatile markets such as gas may increase airline fuel costs over the period of performance. The Contractor could rapidly exceed the firm fixed price to no fault of their own. Or conversely, costs may be below the baseline or costs may decrease, denying the Government the advantage of these markets.
Q1. Will the Government reverse this change in CLIN 0005 to agree with the verbiage on page 88 and leave the plug numbers in Attachment 4 for pricing comparisons only?
Q2. If not, is it the Government's intent that the Contracts shall not exceed the plug numbers in Attachment 4? If so, what recourse does the Contractor have if the schedule, economic conditions, or the offeror's estimate of travel cause the Contractor to exceed the CLIN's plug number?
The CLIN structure has been corrected in Amendment 01.
RFP 14 & 88 CLIN 0006 The Government changed the cost type from "Cost" to "FFP" in the CLIN structure (page 11), yet kept the plug numbers in Attachment 4. The Government states these costs are reimbursable on page 88 (d.(4)(f)).

Q2. If not, is it the Government's intent that the Contracts shall not exceed the plug numbers in Attachment 4? If so, what recourse does the Contractor have if the schedule, economic conditions, or the offeror's estimate of shipping cause the Contractor to exceed the CLIN's plug number?
The CLIN structure has been corrected in Amendment 01.
RFP
(W81K0420R0 019 and W81K0420R0 013)
8 CLIN 0003AC Will the Government explain why the CLIN 0003AC requirement went from 90 each to 180 sessions? Is this an increase in the requirement, or did the change of unit affect the quantity? The Original Sample Pricing Spreadsheet did not take into account the specifications of PWS para 5.2.3, "a session is defined as up to 8 hours." CLIN 0003AC has been changed from 90 each to 180 sessions to account for para
5.2.3 and meet the requirement of the Gov.
RFP N/A N/A The Government states throughout the PWS that training may/will take place in OCONUS locations such as Thailand, South Korea and Germany. Defense Base Act insurance is a requirement for US Contractors performing contracts in OCONUS locations (with the exception of Hawaii and Alaska) per FAR §28.309.
DBA is a volatile insurance, rates vary depending on loss rates, and can greatly change throughout the period of performance, even in non-combat areas of operations. Incorporating DBA into the labor rates will provide the Government an unrealistic cost and place great risk on the Contractor. Due to the limited market, some contractors may not be able to acquire DBA insurance. Some offerors may have problems with the up front costs for DBA insurance as it can be as high as 60% of total compensation during the period of deployment.
Q1. Is the Government providing a waiver for DBA in all OCONUS locations?
Q2. If not, will the Government add a cost reimbursable CLIN for Defense Base Act insurance with a scenario for pricing to include the number of days OCONUS and countries where work is performed?
Q3. There are a limited number of DBA carriers and getting DBA insurance can be difficult and with large up-front costs. To provide due diligence if DBA is required, shouldn't the offeror provide a DBA policy cover letter, quote or indication letter as proof they have or can obtain DBA insurance as part of Volume I, Administrative and/or Volume IV, Price that is priced in accordance with the recommended scenario above?
Per FAR 28.305, this requirement does not meet the definiation of "Public-work contract".
Therefore, FAR 28.305 does not apply.
Industry Day N/A N/A During Industry Day, the following question was asked, "Can the Government break down the CLINs by year? This is particular important for SCA wages."
The Department of Labor changes SCA wages annually or sooner if conditions require it. Relying on FY 2019 SCA wages for the entire period of performance places the Government as budgetary risk when the Contractor submits for a price adjustment. If there is not other alternative and the Government does not delineate period of performance CLINS and specific pricing instructions, offerors will use the current year rates for every period of performance to remain competitive.
Q1. Will the Government adjust the CLIN structure for labor to reflect separate CLINs for each period of performance so offerors can accurately forecast wages in the out years?
Q2. Will the Government pricing analysis account for reasonable and realistic wages in every period of performance? If so, what measure will the Government's analysis use (CPI, etc.)?
Attachment 4 - Sample Price Spreadsheet has been revised to allow offerors to list pricing for each year.
RFP 84-85 ADDENDUM
TO 52.212-1,
2.a.iv
The reference states, in part, "If the Offeror intends to rely on internally available working/operation capital, evidence of availability must be submitted."
Q1. What constitutes "evidence of availability"?
Q2. Is the Government's standard for internal and/or external funding to be considered sufficient?
Offerors shall refer to FAR Part 9 for what constitutes "evidence of availability". It is the Offerors descretion as to whether they submit internal and/or external funding documenation.
RFP N/A N/A Is it the Government's goal/intent to ensure all potential locations listed in the PWS Section 5 receive self awareness training?
No, the potential locations listed in PWS Section 5 are location that could request training. The government does not intent to ensure all locations receive training.
Historical Data N/A N/A Based on the Government's desired results to "train the trainer", can offerors assume that the locations listed in Historical data have been successfully certified and are not eligible to receive training again?
Essentially, they have completed the certification and the successful offeror is to move to the next location(s) that have not yet been certified?
1. The locations listed in the historical data WOULD be eligible to receive Train-the- Trainer certification training on the Offerors self-awareness program. 2. Previous certification(s) received on another vendor's product would not be assumed to meet requirements for a new vendor.
W81K0420R0 019 84 2.v
What dollar amount is the Contractor expected to provide as proof as evidence to bid on the subject proposal? Does not being able to match the $10.5M funding ceiling amount disqualify my organization from competing in this proposal?
It is the offeror's discretion as to what dollar amount they submit funding documentation for.
Offeror's will be evaluated IAW the solicitation.
PWS and
CLIN 5.2.2, 5.2.1
Paragraph 5.2.2 states that each senior executive that completes the self awareness training shall receive 6 hours of coaching. Paragraph 5.2.1 states that class size is 8-45 senior executives. Item 0003AA calls for 6 Sessions of senior executive training. Combining those requirements suggest: 6 Sessions X 45 participants = 270 maximum number of senior executives to be coached. Item 0003AB calls for 12 Sessions of Telephonic Coaching, with six total hours for each senior executive. Please clarify the meaning of “12 Sessions” in this context, and confirm that the requirement is for a maximum number of 270 senior executives each to receive 6 hours of coaching.
The max quantity for CLIN 0003AB is 12 six-hour sessions. Not all individuals who complete training IAW para 5.2.1 will receive coaching, only 12 session swill be available.
W81K0420R0 013_QA.xlsx
The answer to the question in rows 13 and 23 of the Q&A matrix provided states that senior executive training duration should not be more than 16 hours. The answer to the question in row 60 of the Q&A matrix provided states that workshop duration for leaders should not be more than 8 hours. Which is the government’s preference, 8 hrs. or 16 hrs.? What is the expected duration of the workforce self awareness training, 8 hrs. or 16 hrs.?
This has been added to PWS, paragraph 5.2.1.
Has the incumbent delivered the Workforce self awareness training under the current contract? If yes, how long was the training (e.g., 8 hrs. or 16 hrs. or other)? Yes, 16 hours
What’s the maximum duration the government would allow for the Workforce training (e.g., 8 hrs. or 16 hrs. or other)?
This has been clarified in the PWS section 5.1.1.1.1
CLIN
CLIN 0001AA calls for 30 Workforce TTT sessions for up to 30 trainees (maximum 900 trainee participants total). CLIN 0001AB calls for 30 Leader TTT sessions for up to 30 trainees participants (maximum 900 participants total). Will any of the estimated 900 Workforce trainers in Item 0001AA also participate in the Leader training certification in Item 0001AB, or will an entirely new set of approx. 900 people be certified as Leader trainers? Put another way, is the requirement to certify approx. 900 trainers, or approx. 1800 trainers, or somewhere in between?
The could be 900 trainers or up to 1800 trainers depending on 1) the offerors program requirements, and/or 2) the Gov selection of trainees.
PWS
Please correct the numbering in the following paragraph (two numbers 4): The contractor shall provide an enterprise-wide solution for workforce and leader self-awareness training, executive coaching, and supplies to include an applied self-awareness model focusing on beyond-behavior changes that influence interpersonal relationships, collaboration, and productivity. The major elements of this solution will include 1) a commercial off-the-shelf (COTS) self-awareness training program customization to include Army and DHA/AMEDD-centric terminology; 2) a train-the-trainer certification and trainer sustainability; 3) Senior Executive/Leader training for self-awareness courses; 4) telephonic coaching for senior leaders focused around leader self-awareness; 4) application consultation workshops for the implementation of the self-awareness program; and 5) self-awareness training supplies.

How did the government arrive at the $10.5M est. Is this what was spent on the previous training over three years?
No this is not what was spent over the previous three years. The Government's Independent Cost Estimate was developed based on the PWS without bias and without contractor input, based on extensive comprehensive market research.
What was the previous self awareness methodology used? Is it the government's intention to continue using that particular methodology?
The previous/current self-awareness methodology is based on the incumbent's COTS program. The GOV is not set on any one single Self-Awareness program, rather a program that meets the intent of the PWS in accordance with para 1 through 1.1.1, and para 5
