PERFORMANCE WORK STATEMENT (PWS)

Medical Simulation Training Support Services

1. GENERAL. This is a non-personal services contract to provide medical simulation training support services to United States Army Reserve (USAR) medical units, Department of Defense (DOD) medical forces through the Medical Readiness Training Command (MRTC). The Government will not exercise any supervision or control over the contract service providers (CSP) performing the services herein. Such CSPs shall be accountable solely to the contractor, who in turn is responsible to the Government.

1.1. Background.

1.1.1. MRTC is the United States Army Reserve command tasked to provide pre-deployment readiness training to medical units throughout the USAR, the Army Active Component and DOD. The MRTC provides various levels of training to units throughout the Sustainable Readiness Model (SRM) and certifies medical units for readiness prior to deployment to a combat theater. This MRTC effort is supported by the Regional Training Site – Medical (RTS- MED) at Ft. McCoy, WI.

1.1.2. Current Army training mechanisms do not provide realistic, cost effective trauma events which give medical personnel adequate training to provide trauma care and support in a Combat Support Hospital (CSH) or Field Surgical Team (FST) environment upon deployment to combat activities. A contracted simulation center will provide realistic trauma environment, which exercises and tests actual administration of medical care and services and allows medical personnel to develop knowledge, skills and abilities that are otherwise unavailable outside real world trauma rooms.

1.2. Scope of Work. The contractor shall provide MRTC and the unit to be trained access to a multidisciplinary medical simulation center in order to conduct medical simulation exercises. The contractor shall ensure the simulation center is large enough to accommodate approximately 70-75 Government personnel in addition to the contractor’s support staffing, i.e. CSPs. The contractor shall ensure the simulation center has an auditorium/conference room, a minimum of four medical simulation suites, with audio-visual recording capability, and a minimum of nine (9) additional rooms for the training audience and staging area. The simulation center will be used by the Government to replicate treatment areas within a Combat Support Hospital (CSH)/ Field Hospital (FH) such as an emergency room (ER), intensive care unit (ICU), and operating room (OR). The nine (9) additional rooms will be used for the simulated ancillary services such as radiology, laboratory/blood bank, pharmacy, and Nursing Services; a computer room for Medical Communications for Combat Casualty Care (MC4); and a tactical operations center for the command staff.

The contractor shall ensure the auditorium/conference room can accommodate the 70-75 Government personnel and has the ability to play back video footage of the training exercise during the after action review (AAR). The Government team is made up of 50 individuals who make up the training audience, a group of 15 MRTC observers, controllers/trainers, and an exercise staff of 4-6 individuals.

1.2.2. The contractor shall provide a qualified personnel, responsible for operating the Government-provided high fidelity mannequins via computer for the ER, OR and ICU. The contractor shall provide qualified personnel to assist in the cataloging of the video footage for playback during the after action review with the training audience.

1.2.3. The simulation training will be contained to the Saturday and Sunday during the three-day training period.

The Friday and Sunday of the three-day training event will be dedicated to in-processing, familiarization briefings/training, after action reviews, and travel. The simulation exercises will occur six times per year on the scheduled training dates, for three consecutive days which will begin on Friday afternoon at 1700 hours and end on Sunday at approximately 1300 hours.

1.2.4. Prior to the training exercise, the contractor shall ensure the simulated ICU has four (4) ICU beds and the accompanying monitoring equipment, ventilators, and defibrillators; and a control area for the Government provided high-fidelity computer directed manikins with the intent to provide high tech realism to the simulated medical events. The contractor shall ensure the simulated emergency room has enough space for four (4) trauma bays and the associated monitoring equipment, which is Government provided. The contractor shall ensure the simulated operating room has two (2) operating tables, two (2) anesthesia machines with the associated back tables and over bed stands; and is large enough to accommodate the equipment along with two (2) surgical teams. A surgical team in the operating room consists of 5-6 members. The contractor shall ensure the ancillary rooms/space has tables, chairs, and whiteboards.

1.3. Quality Control Plan. The contractor is not required to have a QCP since the contractor is only providing the facility and specific standardized medical equipment, MRTC is conducting and providing the training plans and scenarios.

vii. DFARS Provision 252.232-7998, Supplier Self-service Pilot (Deviation 2018-A0001)

(1) This solicitation has been selected for possible inclusion in a pilot to test an alternate approach to electronic invoicing. Participation in this pilot is voluntary. The vendor portal, Supplier Self-Services (SUS), .allows Contractors to use pre-populated contract data to enter their invoices directly into a web-based user-interface for the General Fund Enterprise Business System (GFEBS) in lieu of entering the data into Wide Area WorkFlow (WAWF) and having it interface the data to GFEBS. A feature of the Supplier Self Service system is that it requires that all invoices match the official accounting record in GFEBS and prevents submission of the invoice if the invoice does not match the accounting record or if the contract is not recorded in GFEBS. This ensures payments are not delayed by disconnects between the invoice data and the accounting record. Access to the web-based user interface vendor portal will be via WAWF log on, which will route the user to GFEBS based on the assigned Pay Office to perform invoicing.

(2) Offerors shall indicate in their offer whether they want to be considered for participation in the pilot. This indication is not an evaluation factor for award. Each award resulting from a solicitation containing this provision shall, if the successful offeror has indicated the desire to be included in the pilot, be randomly assigned to either the pilot group of contracts that will be invoiced in SUS or a control group of contracts that will be assigned using WAWF IRAPT procedures

(g.) Quote’s Response to Evaluation Factors, i.e. Technical Narrative, Past Performance Information, and Price Narrative with Supporting Documentation. The quote’s technical narrative shall address elements in Factor 1 and Subfactors 1A through 1C. The technical narrative shall not exceed 20 pages. The Past Performance Information shall include the required information for Factor 2 described below. The Price Narrative and Supporting Documentation shall include the required information for Factor 3 described below.

Technical Narrative shall be responsive to the following evaluation Factors and Subfactors:

Other past performance information shall include the name of serviced entity, point of contact, email address, description of services, and a statement of why you consider the information provided to be relevant past performance. Quoters shall ensure the accuracy of references provided (names and email address(es)).

The Government will not be responsible for tracking incorrect references. Quoters are reminded that the Government may elect to consider data obtained from other sources, however the burden of providing thorough and complete past performance information rests with the quoter.

Price Narrative with Supporting Documentation shall be responsive to the following evaluation Factor:

Factor 3. Price. In addition to the completed copy of the CLINs table beginning on page 2 of the solicitation, the quoter shall provide other than cost or pricing data, which describes in sufficient detail and supports the elements that make up their quote. Examples of price breakdown may include labor mix, direct labor hours and rates, indirect costs, fringe benefits, compensation, etc.

Paragraph 52.212-1(m) is hereby added:

(m) The non-FAR Part 12 discretionary FAR, DFARS, AFARS, and LOCAL provisions included herein are incorporated into this solicitation either by reference or in full text. If incorporated by reference, see provision 52.252-1 herein for locations where full text can be found.

Amendment 0001 -- Change 4: ADDENDUM TO 52.212-2 has been amended to incorporate clarification based on Government responses to vendor submitted questions. See highlighted text for amended language.

ADDENDUM TO 52.212-2

Paragraph (a) is hereby replaced with the following:

(a) The Government intends to use simplified acquisition procedures in accordance with FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items at 41 U.S.C. 1901. The source selection process will be informal. Award will be made using the lowest price technically acceptable (LPTA) source selection process. Award will be made to the responsible quoter on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. Award will be made to the responsible quoter whose quote conforms to the solicitation and is deemed to be the best value to the Government. Award may be made without discussions with quoters (except communications conducted for the purpose of minor clarification). Therefore, each initial quote should contain the quoter’s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary. By submitting a quote in response to this solicitation, quoter is agreeing to comply with all terms and conditions contained in the solicitation. The Contracting Officer may reject any quote that contains exceptions. Except for any portions of the quote incorporated into the resulting contract by specific reference, the terms and conditions included in the solicitation, including any amendments, shall take precedence over the quote. The technical rating reflects the degree to which the proposed approach meets or does not meet the minimum capability requirements. The following factors will be used to evaluate offers:

(1) Factor 1: Technical and Management Capability. Subfactors 1A through 1C will be evaluated and result in an overall technical evaluation rating for Factor 1.

Subfactor 1A. Location and Capability of Quoter’s Simulation Center. This subfactor will be evaluated to determine whether or not the Contractor’s Simulation Center will meet the needs of the Government based on the requirements of the PWS. To assist this evaluation, the Government will conduct a site visit during the week of March 11-15, 2019. The Government will schedule this site visit with the quoter following closing of the solicitation. The Government will schedule the site visit based on the Government’s availability. Additional evaluation will be based on the narrative response submitted with the quote. This subfactor will be evaluated and will receive an adjectival rating of acceptable or unacceptable.

Subfactor 1B. Understanding the Requirement. This subfactor will be evaluated to determine the quoter’s understanding of the requirement and will receive an adjectival rating of acceptable or unacceptable.

Subfactor 1C. Management Capability. This subfactor will be evaluated to determine the quoter’s management capability and will receive an adjectival rating of acceptable or unacceptable.

The following adjectival ratings will be used in evaluating Factor 1 and Subfactors 1A through 1C:

Technical Acceptable/Unacceptable Rating Method

Acceptable Quotation meets the requirements of the solicitation.

Unacceptable Quotation does not meet the requirements of the solicitation.

Factor 2. Past/Present Performance. Performance risk analysis provides insight into the quote’s probability of successfully completing the solicitation requirements based on the quoter’s performance record on recent, relevant, and similar contract efforts. The Government may consider and use any information from its own files, databases, references provided by the quoter, or from any source, as it deems appropriate. Evaluation of past performance will be subjective and will take into consideration areas such as schedule performance; quality of services; business relations; management of key personnel; customer satisfaction; and small business utilization. If adverse past performance information is obtained, the respective point of contact will be contacted to obtain additional information about the circumstances surrounding the situation. Quoters will be given an opportunity to address unfavorable reports of past performance to which the quoter has not had a previous opportunity to respond. The quoter’s response, or lack thereof, will be taken into consideration. If a quoter does not have a past performance history relating to the solicitation, the quoter will not be evaluated unfavorably and will receive an acceptable risk rating for this factor. Providing incorrect references may affect the overall rating for Factor 2. The following adjectival ratings will be used in evaluating Factor 2:

Past Performance Acceptable/Unacceptable Rating Method

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Factor 3. Price. This factor will be evaluated to determine the extent to which the total evaluated price is fair and reasonable in terms of the Government’s requirement. To determine price fair and reasonable the Government will use price analysis techniques, such as comparison of quoted prices with the prices of all quoters that meet the minimum Factor 1 requirements of the solicitation, comparison of quoted prices to historical prices paid, comparison of quoted prices with competitive published market prices, comparison of quoted prices with independent Government cost estimates, comparison of quoted prices with prices obtained through market research for the same or similar items, and analysis of data of other than certified cost or pricing data provided by the offeror. Price will not receive an evaluation rating.

To receive consideration for award, a rating of no less than Acceptable must be received for Factor 1, Technical and Management Capability and for each of the Subfactors 1A-1C; and for Factor 2, Past Performance. In addition, pricing must be considered fair and reasonable.

Basis for award. Award will be made to the responsible quoter on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. The Contracting Officer will also conduct a contractor responsibility assessment in accordance with FAR 9.104.

Paragraph (b) is hereby removed.
