Pre-Proposal Conference Questions/Answers
Q: If you retain employees are they subject to a new security process?
A: No, their investigation is still good despite changing companies as it is carried forward and reciprocated.
Q: Are there special training modules?
A: Yes, OPSEC (PWS 1.13.3.6.) and Antiterrorism (PWS 1.13.3.3.) which can be found in the PWS with further instructions.
Q: Is the first (base) year 11 months?
A: Yes, because there is a 30-day phase-in period (one month) the following 11 months are considered the base year.
Q: So your phase-in is before your 12 month contract? How is your base considered 11 months?
A: Yes, the 30-day phase-in period is before the base year. The current contract expires in March, so the phase-in has to be in March so the new contractor and the exiting contractor can transition. Therefore, the base year is considered to be the 11 months following the phase-in period.
Q: How are you going to determine who is correct if ABC Contractor says they can staff a building with two employees and I say I am going to staff it with five employees?
A: We are going to use our IGCE and our technical team to make that determination.
We stress that this is performance-based work. You have to determine how you meet that standard and not just the hours/shifts happening in each section in each building.
Q: What’s the deadline for questions?
A: 5 days before solicitation closing.
Q: Request clarification on the multiple schedules? Is there a sample or form for this?
A: No, just make sure you capture everything the solicitation requires in your proposal.
Q: Is Line 7, building 11059 going to be taken out?
A: To be determined, and will be decided once final solicitation is posted.
Q: Will the building in Watervliet annex be added to the Exhibit C?
A: No, the security officer just mentioned it in his briefing for security but it is not applicable to healthcare housekeeping.
Q: Are you going to remove BLDG 10506 as it no longer exists?
A: We will verify with facilities and post the final with the solicitation.
Q: PWS page 53, the Soldier Specialty Care Clinic is already open so why is it in the project section?
A: Yes, it has been added to Exhibit C but does need to be removed from page 53 as a projected item. This will be corrected in the final solicitation.
Q: Who is changing/reordering the linen now and where does the soiled linen go?
A: The Non-Commissioned Officer in Charge (NCOIC).
Q: Who provides the floor mats?
A: The government provides the winter mats from October to April, but the contractors will have to clean them and underneath them.
Q: When was the last Joint Commission survey?
A: May 2016.
Q: Does the Joint Commission do the veterinary clinic as well?
A: No, the American Animal Hospital Association (AAHA) does the inspection and they were last here in December 2015.
Q: Is the square footage in Exhibit D cleanable square footage or uncleanable/actual square footage?
A: Should be cleanable. Will verify and update Exhibit D if necessary when final solicitation is released.
Q: Does the kid’s furniture get cleaned if it is located in the cleaning area?
A: No.
Q: Building 10506 no longer exists, are you going to remove it?
A: Will verify with facilities and post with the final solicitation.
