About this file
This document is a Request for Information (RFI) for Head Impact Mouthguard Monitors (IMM) issued by the Health Readiness Contracting Office (HRCO). The RFI seeks to determine industry capabilities for developing a mouthguard system with sensors that can measure head impact events in sports and military training environments. The required system must include custom-fitted mouthguard monitors with accelerometers and angular rate sensors, capable of measuring head acceleration, and a team charging case that can store and charge at least 25 sensors.
Key technical requirements include self-contained sensors that fit entirely inside the mouth, ability to measure linear and rotational accelerations, sampling at 3200 Hz, recording 50 ms of time-series data, 4-hour battery life, and capability to store 100 events locally. Respondents are asked to provide detailed information about their product, including brand/model, custom fitting process, pricing, delivery timelines, and past experience with similar applications. Responses are due by 12:00 PM Central Time on 18 December 2025, and must be submitted electronically to specified procurement analysts. This RFI is purely for market research and does not guarantee a future contract.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY; it is not a Solicitation (i.e.
Request for Proposal, Request for Quotation, or Invitation for Bids) or an indication that the Health Readiness Contracting Office (HRCO) will contract for the services contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI.
Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a competitive solicitation is issued, it will be announced on the System for Awards Management website https://sam.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement.
This RFI does not restrict the Government's acquisition approach on a future Solicitation.
RESPONSES: Respondents to this RFI are to describe their interest and ability to provide the Impact Mouthguard Monitors (IMM) that meet or exceeds the Government’s salient characteristics summarized below in the description of the requirement. Responses are to contain (1) company name, (2) CAGE code, (3) business size, (4) mailing address, (5) primary point of contact information, to include telephone number and email address, (6) brand name;
make; part, model, or product number; descriptive literature, brochure, etc. of your audiology equipment that meets or exceed the Government’s salient characteristics, and (7) responses to questions summarized below. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of ten pages.
Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted.
Responses should be submitted to Procurement Analysts Quina Garrett at quina.s.garrett.civ@health.mil and Walter Epps at walter.o.epps.civ@health.mil no later than 12:00 PM Central Time, date, 18 December 2025.
DESCRIPTION OF REQUIREMENT: Head Impact Monitor Mouthguard System.
The minimum essential characteristics are:
• Impact Mouthguard Monitor: The Impact Mouthguard Monitor (IMM) is an instrumented mouthguard used for measurement of head impact events in impact sports and/or military training environments. The mouthguard is instrumented with accelerometers and angular rate sensors to enable measurement of head acceleration events. The mouthguard must be custom fit to individuals.
• Team Charging Case: The team charging case must provide storage and charging capabilities for a minimum of 25 sensors. The case must include slots compatible with the solo charging cases and enable the cases to be inserted for management, storage, and charging. Each solo charging case must provide visual indicators of charge status and sanitation status.
mailto:quina.s.garrett.civ@health.mil mailto:walter.o.epps.civ@health.mil
Additional requirements are as follows for IMM sensor systems:
- All mouthguard sensors and associated software must be available on a single one-time purchase model and not on a subscription model.
- All mouthguard sensors must be self-contained and able to fit inside the mouth with no components on the outside of the mouth.
- All mouthguard sensors must protect to a comparable level to industry acceptable mouthguards (for example, should not introduce additional hazards to the user’s teeth, inside of the mouth, or other participants).
- All mouthguard sensors must be capable of measuring head motion resulting from direct and/or indirect impacts.
- All mouthguard accelerometers must have a full-scale range of at least ±200Gs.
- All mouthguard sensors must be capable of sampling at least 3200 Hz.
- All mouthguard sensors must record time-series data for a period of at least 50 ms.
- All mouthguard sensors must include a proximity-based sensor to indicate when the device is worn on the teeth versus when it is out of the mouth.
Alternatively, all mouthguard sensors must provide the capability of measuring or indicating when it is worn versus when it is not.
- All mouthguard sensors must be capable of determining the motion of the center of gravity of the head through direct measurement or post-processing of directly measured data.
-All mouthguard sensors must have the ability to determine the linear accelerations in three axes.
- All mouthguard sensors must have the ability to determine the rotational accelerations and velocities in three axes.
- All mouthguard sensors must be capable of classifying whether a measured event is a “true-positive” event (i.e., the result of head motion) through existing algorithms and sensors.
- All mouthguard sensor data, both “true-positive” classified events and all “non-head motion” classified events must be available for review and analysis.
- All mouthguard sensors must have a minimum of a four (4) hour battery.
- All mouthguard sensors must have the ability to be recharged.
- All mouthguard sensors must be capable of storing at least 100 events locally.
- Provide on-site training regarding use of mouthguard monitors and data collection/analysis of monitor results.
The goals of the RFI:
The goal of this RFI is to seek information to determine the most suitable approach to procure Head Impact Mouthguard Monitors for MEDCOM. MEDCOM seeks vendors who are able to provide monitors equipped with accelerator meters to enable measurement of head impact events.
QUESTIONS FOR INDUSTRY: The Government desires that respondents offer their experience and recommendations on the following questions related to organizational cultural assessment and change management.
1. Describe how your product meets or exceeds the requirements in the “Description of
Requirement” in this RFI to include brand/make/model.
2. What is your process for custom fitting mouthguards?
3. What is the minimum and maximum record times of the sensor?
4. What is your commercial pricing structure for this product (e.g., item, system)?
5. Describe the timeframe you would require to conduct on-site training on the proper use and data collection.
6. What is your company’s primary NAICS code? The Government anticipates using
NAICS 339114, Dental Equipment and Supplies Manufacturing. What NAICS code would you suggest be used to meet the Government’s objective?
7. Should the Government publish a formal solicitation, do you anticipate any challenges preparing a competitive price proposal to provide services based on some or all of the characteristics described above? Do you anticipate any perceived barriers to competition? If so, please specify.
8. Do you have a GSA Schedule Contract? If so, provide your GSA contract number and other pertinent information for your product.
9. Do you have any comments on the requirements described above? If so, please specify.
10. What is the standard warranty period? Do you have / offer an extended warranty? If so, what is the cost?
11. After receiving an order from the Government, what is delivery time? Do you offer expedited delivery? If so, what is the cost?
12. Does your firm have past experience providing Impact Mouthguard Monitoring applications for the DoD or VA? If so, please provide the following information for each relevant contract: (1) name of your customer; (2) contract number; (3) contract start date; (4) contract length; (5) total dollar value for all periods; (6) place of performance; and (7) a brief description of services?
