About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a medical instrument repair and maintenance service. The solicitation (W81K0225QA0400) involves servicing approximately 10,100 surgical instruments per quarter, with a minimum of one weekly service repair visit and a required 48-hour turnaround for maintenance. The scope includes servicing various medical devices with serial numbers, such as rigid and flexible endoscopes, cameras, and power equipment, with specific guidance from the government on service frequency (quarterly, semi-annually, or annually).
Key details include that off-site repairs are required, and instruments needing extensive repairs will be tagged and returned to the government. The solicitation covers minimally invasive instrumentation like laparoscopic instruments and bipolars, and power equipment (with occasional external rust removal for power saws). The amendment provides clarifications to potential contractors through a series of questions and responses, addressing service frequency, instrument volumes, and repair expectations. The contract will be administered by W40M MRCO PACIFIC Medical Readiness Contr OFC Pacific, located in Fort Shafter, Hawaii.

AMENDMENT 0001
Question 1. The solicitation states an estimated volume of 10,100 surgical instruments per quarter to be serviced. However, this figure does not identify how those instruments are distributed across service visits. Could the Government please clarify the expected frequency of service visits, i.e., how many times either (weekly, monthly, or quarterly) is expected?
Question 1 response: Minimum 1x weekly visits for service repair.
Question 2. The approximate number of surgical trays/instruments required to be serviced during each visit.
Question 2 response: Each tray contains different instruments counts. The amount of trays will be dependent on how big the sets are that the contractor takes that week. The instrument counts based on frequency requested will add up to approximately 10,100 per quarter.
Question 3. Is it the expectation that all listed sets in Appendix A be serviced each quarter, or will the Government provide guidance on service frequency?
Question 3 response: Government will provide guidance on service frequency (quarterly, semi annual, annual).
Question 4: Can the Government confirm the current service schedule performed by the incumbent contractor (e.g., frequency of site visits per month/quarter and the average turnaround time for instrument repair and return)?
Question 4 response: The requirements of the current contract and the solicitation requirements are different. As clarified in the Question 1 response, a minimum of 1x/week service repair visit and per the solicitation PWS, a 48-hour turn around for maintenance and repairs is required.
Question 5: The solicitation references instrument repair services, but does not specify whether repairs must be conducted on-site or off-site. Our company operates a mobile repair laboratory that can be parked at the facility, allowing instruments to be serviced on-site and returned the same day. Please confirm if on-site same-day service, eliminating the need to remove instrumentation off-site, is acceptable under this requirement?
Question 5 response: Off-site repairs are required.
Question 6: Will instrumentation to be serviced include minimally invasive instrumentation such as laparoscopic instruments and bipolars?
W81K0225QA0400001
Question 6 response: Yes.
Question 7: Will instrumentation to be serviced include device repair such as rigid or flexible endoscopes, video equipment, or power/pneumatic equipment?
Question 7 response: Anything that has a serial number will be serviced by our medical maintenance team. This includes: rigid and flexible scopes, cameras, and power equipment. However, for power saws such as System 8, we will occasionally need external rust removal.
Question 8: If device repair is expected, will an inventory of quantity of each with make model and serial number be provided?
Question 8 response: Not applicable. See Question 7 response.
Question 9: Is it the expectation that all listed sets in Appendix A be serviced each quarter, or will the Government provide guidance on service frequency?
Question 9 response: Government will provide guidance on service frequency (quarterly, semi-annually, annually). All instrument trays in Appendix A are sets that will be on rotation based off the frequency stated.
Question 10: For instruments that require extensive or time-consuming repairs that must be sent off-site, can the Government clarify whether these are covered under the contract or if they will be billed separately (e.g., by credit card or on a time-and-materials basis)?
Question 10 response: Instruments requiring extensive or time-consuming repairs are not covered under this contract and should be tagged and returned to the Government.
NO FURTHER QUESTIONS WILL BE ANSWERED
