AMENDMENT 0002

Solicitation Number: W81K02-21-Q-0198 Medical Coder and Auditing Services for the 8th Medical Group at Kunsan Air Base, Republic of Korea

Amendment 0002 – Questions and Answers

1. Please provide an approximate estimate of the annual medical coding workload by coding type included in the QASP under section E. Key Areas of Performance (pages 76-78 of 108) that is to be coded by the successful Bidder (ER/Billable IBWA/Inpatient/OP/APVs)?

ANSWER: The workload for coding auditing is typically 25% of total encounters. Annually this should produce a workload of approximately 3,200. For coding type, we have no ER/Billable IBWA/Inpatient/APV, so this will all be all outpatient coding type.

2. Please provide the quantity of training services and expected duration of a training session to be delivered annually?

ANSWER: Initial coding training for all in-processing providers (approximately 13 providers annually) - 1 hour, monthly feedback 13 providers - 1 hour per provider, upon finding of coding error trends - 1 hour per error trend.

3. Does the Government require a set percentage of medical encounters and charts coded to be audited to ensure compliance with the 95% quality metric?

ANSWER: Yes, 25% is required.

4. Would the Government consider allowing for self-auditing performed on a remote basis?

ANSWER: No.

5. How many Government employee coders, supervisors, and auditors are there working at the facility or remotely and what are the annual coding volumes by coding types that Government employees code?

ANSWER: None.

6. Are auditing services required for Government employee medical coders?

ANSWER: Yes.

7. Please identify the role of the COR at the Base and confirm that this individual works in a Patient Administration Department and/or Health Information Services capacity.

ANSWER: Per PWS Paragraph 3.2.2, a COR will be appointed upon award. The role of the COR will be outlined in the COR Designation Letter and will be fully qualified.

W81K0221Q0198

8. Is the Contractor required to provide an onsite supervisor or is there a Government employee that the coders and auditors report to on a daily basis for direction, answer questions, and guidance?

ANSWER: Per PWS Paragraph 5.1.2, the Contractor reports to the COR.

9. Has the Government considered allowing the Contractor to perform services remotely with a minimum number of hours of overlapping coverage on local time at the Base to minimize cost, since the evaluation criteria appears to be LPTA?

ANSWER: No.

10. Is there on Base living facilities that will be provided for Contractor staff or made available for rental by staff?

ANSWER: No, Contractor staff will have to obtain off-base rental as Kunsan Air Base is for unaccompanied service members only.

11. There appears to be a conflict between section 3.6.1.1 on page 48 of 108 and section 3.7.1 on page 49 of

108. The conflict is on page 48 the implication is the medical coding and training services are required 7 days a week, but on page 49 the work days and hours in local time appear to be Monday-Friday from 8:00 A.M.-5:00 P.M. Please confirm which section is correct.

ANSWER: Per PWS Paragraph 3.7.1, the clinic is open Monday-Friday 0800-1700.

12. Please confirm that the Government is requiring an annual fixed price for all services for each period of performance.

ANSWER: Yes, per page 91 of the solicitation: “(a) The Government intends to issue one (1) fixed price order to the responsible supplier of goods and/or services whose quotation conforming to the solicitation is technically acceptable, and has the lowest evaluated price. Award to be made in accordance with FAR 13.5.”
